  • This study identifies the aspects and characteristics of 'Digital Sexual Crimes' that changed rapidly in recent years. It has identified the so-called "Telegram sexual harassment and exploitation" incident on the front page. We also want to analyze this and draw up policy suggestions that can help prepare social measures. In the wake of the Telegram sexual exploitation scandal, The National Assembly is quickly proposing related bills. However, the reality is that even a clear concept and definition of "Digital sexual Crimes" have not been made yet. The effective support system for victims is also insufficient. Therefore, this paper examines the definition and concept of child sexual exploitation and harassment. We will look at the features, causes, and conditions. In addition, it will examine the current status of Digital Sexual Crimes distribution and deletion of domestic, foreign platforms. Major foreign countries, including the U. S. A. refer to cases in which big data and artificial intelligence technologies are actively used to protect victims and track perpetrators.

중국의 낙농산업과 한.중 FTA 영향분석

  • 최근 정부의 글로벌 자유무역협정(FTA) 네트워크의 구축방침에 따라 대부분의 낙농선진국과의 FTA 협상이 동시다발적으로 이루어지고 있다. 그런 가운데 시유무역이 가능하며, 세계 최대시장이라 할 수 있는 중국과의 유제품무역이 지니는 의의는 매우 크다. 이는 한 중 FTA가 타결될 경우 양국 간의 지리적 여건 및 생산비격차를 감안할 때 시유를 포함한 유제품의 쌍방무역의 가능성이 매우 높기 때문이다. 물론 당장은 중국의 공급 부족 및 2008년의 멜라민사건 등으로 인해 국내산 시유를 포함한 국산유제품의 대 중국수출의 가능성이 높다. 그러나 중장기적으로는 멜라민사건 당시 확인된 것과 같이 저가의 중국산 유제품의 수입가능성 또한 배제할 수 없다. 그 경우 국내 소비자의 중국산 유제품의 안전성에 대한 불신에 따른 이른바 '국산프리미엄'이 작용할 수 있다. 그뿐 아니라 멜라민사건을 계기로 중국 정부는 중국산 유제품을 포함한 식품안전성확보를 위한 제도적장치를 강화하고 있다. 이 같은 점을 감안할 때 한 중 FTA에 대비하여 국산유제품의 대 중국 수출과 함께 저가의 중국산 유제품의 수입가능성에 대해서도 대비할 필요가 있다. 본 연구는 상기와 같은 문제의식 하에서 최근 중국의 우유수급, 중국의 낙농정책, FTA 추진상황, 한 중 유제품무역의 실태, 한 중 FTA에 따른 국내 낙농업에의 영향 및 대응방안 등에 대해 검토하는 것을 목적으로 한다.

An Analysis on the Social Policy Networks A Comparison of the Kim Young-Sam Government and the Kim Dae-Jung Government (사회복지정책 결정 구조에 대한 정책 연결망 분석: 문민 정부와 국민의 정부 비교)

  • In order to examine the causes of the social policy changes in Korea during the late of 1990s, this study tries to compare the social policy decision-making structure between Kim Yong-Sam Government and Kim Dae-Jung Government. This study applies policy network analysis method which measures the relation and power structures of policy actors and as a result shows the characteristics of the policy making structure. Analysing the 6 policy domains and 52 policy events, this study finds that the importance and location of veto points which were created by the social policy decision processes have changed. In Korea, social policy decision processes have been produced power structures in which Ministry of Finance and Economic Planning Board have played a decisive role. In result, these executives can have controlled policy making processes and had veto power, i. e. veto points in policy decision-making structure. But, during Kim Dae-Jung government, accountability issues of financial crisis and reorganization of ministries have changed the importance and location of veto points. Pro-welfare groups of civil society got a chance to penetrate policy decision-making structure during that time. This study argues that these changes of policy decision-making structure may be associated with the social policy changes in Korea during the late of 1990s.

Effectiveness of Securities Market Plans, $1980{\sim}2004$ ($1980{\sim}2004$년 동안의 증시부양정책 및 증시규제정책의 실효성)

  • We explore how stock returns and volatility have been impacted by securities market stimulating and controlling plans during the 1980-2004 period, using return analysis, event study, and BFL tests. First, we examine effectiveness of the stimulating plans for a depressed market and the controlling plans for an overheated market with respect to different firm sizes and industries as well as the whole market. KOSPI, large-sized, finance, and manufacturing company stock prices significantly rise following stimulating plans, implying that the plans are quite effective. Controlling plans also seem effective as stock prices stop rising and tend to decline following the plans. Second, we test whether securities market plans have any further impact with respect to fun sizes and industries in addition to the impact on the entire market. Only large-sized stocks show additional response to stimulating plans, while small-sized, electrical-electronic equipment, distribution, and manufacturing industries are further impacted by controlling plans. Third, the results of BFL tests show that volatility does not change around the announcement dates of stimulating and controlling plans. It appears that securities market plans have no impact on volatility. Only stock returns respond to the plans.

  • 2001년 9 11 세계무역센터 테러 사건 이후, 많은 국가들과 국제기구들은 국제해상운송의 보안을 극대화하기 위해 여러 가지 보안 관련정책들을 제정하였다. 그러나. 이러한 보안정책들은 해상운송망의 원활한 무역흐름에 악영향을 미쳐 경제적 손실들을 초래할 뿐만 아니라 각 국가들과 국제기구들이 추구하고 있는 각종 간소화 정책에 반하고 있다. 이에, 보안정책과 간소화 정책들 간의 균형적 발전을 위하여 이 논문에서는 통합품질관리(TQM)에 보안을 적용하여 새로운 통합보안(TSM)시스템을 구축하고자 한다. 이러한 통합보안관리시스템은 해운회사, 정부당국 및 국제협약이 구성주체가 되어 그 시스템을 통해 저비용으로 보안기준을 상승시킬 수 있을 뿐만 아니라, 구성주체들 간 TSM의 상호협정을 체결하는 등 상생전략을 통한 무역간소화를 이룩할 수 있을 것이다.

U.S. Admiralty Jurisdiction over aviation claims (항공사고에 관한 미국 해사법정관할)

  • The United States Constitution gives power to the federal district courts to hear admiralty cases. 28 U.S.C. §.133, which states that "The district courts shall have original jurisdiction, exclusive of the Courts of the States, of any civil case of admiralty or maritime jurisdiction." However, the determination of whether a case is about admiralty or maritime so that triggers admiralty jurisdiction was not a simple question. Through numerous legal precedents, the courts have drawn a line to clarify the boundary of admiralty cases. This unique jurisdiction is not determined by the mere involvement of a vessel in the case or even by the occurrence of an event on a waterway. As a general rule, a case is within admiralty jurisdiction if it arises from an accident on the navigable waters of the United States (locus test) and involves some aspect of maritime commerce (nexus test). With regarding to the maritime nexus requirement, the US Supreme Court case, Executive Jet Aviation, Inc. v. City of Cleveland, held that federal courts lacked admiralty jurisdiction over an aviation tort claim where a plane during a flight wholly within the US crashed in Lake Erie. Although maritime locus was present, the Court excluded admiralty jurisdiction because the incident was "only fortuitously and incidentally connected to navigable waters" and bore "no relationship to traditional maritime activity." However, this historical case left a milestone question: whether an aircraft disaster occurred on navigable water triggers the admiralty jurisdiction, only for the reason that it was for international transportation? This article is to explore the meaning of admiralty jurisdiction over aviation accidents at US courts. Given that the aircraft engaged in transportation of passenger and goods as the vessels did in the past, the aviation has been linked closely with the traditional maritime activities. From this view, this article reviews a decision delivered by the Seventh Circuit regarding the aviation accident occurred on July 6, 2013 at San Francisco International Airport.

  • 본 논문에서는 이산 이벤트 시뮬레이터인 SMPL을 이용하여 노변 네트워크에서의 데이터 처리에 따르는 데이터 캐쉬 성능분석기를 구현한다. 구현된 성능분석기는 SMPL의 요청 도착과 서비스 사건 처리를 기본 골격으로 하여 실제 차량의 궤적 데이터에 기반한 데이터 요청 생성부와 큐잉 정책과 캐쉬 정책을 선택할 수 있는 정책 처리부 등으로 구성된다. 이 분석기는 서비스율, 해당 정책, 캐쉬의 크기 등의 수행인자를 설정하여 이에 따르는 큐 길이의 분포, 캐쉬의 히트율, 요청 처리시간의 분포 등을 측정할 수 있도록 한다. 추정된 성능 요소를 기반으로 노변 네트워크에 기반한 차량 텔레매틱스 시스템에서 RSU(RoadSide Unit)의 배치, 성능 요구사항 분석, 새로운 큐잉 정책과 캐쉬 정책의 설계 등 다양한 응용이 가능하다.

Stages and Drivers for the Development of Basic Scientific Research in Korea (한국의 기초과학연구 발전의 시대구분과 발전요인 도출)

  • Just after decolonization in 1945, there was no basic research in Korea representing only 12 PhD's and about 300 college graduates of science and technology areas. Now, the symbols of basic scientific research have been developed to 66,000 university researchers in science and technology area and 36,000 SCI papers. The government can be credited as playing the most important role in such development, but there are no studies about what are the process and details of the policies. 1his paper examines the flow of major events in the basic scientific research through government policies suggesting a chronological table. The selection and checking of each event were supported by two other experts besides two authors. We divide policies for basic scientific research with policy infrastructure, administration system, and policy subject. Policy subject is further divided into research environment, research infrastructure, and human resources. The results are threefold. We show that basic scientific research has progressed over 5 stages of development, and 15 significant incidents has occurred. Also, major events were done not solely by the government, but also the requests by researchers. Scientific society has continually put the impetus on the government.

  • Mandatory use of resident registration number in Korean websites is likely to result in an violation of privacy. The Korea government introduced i-PIN (Internet Personal Identification Number) to solve this problem in Oct of 2006. But the implementation of i-PIN has failed to decrease violation of privacy. Therefore, we must open our eyes to problems of i-PIN and the importance of privacy protection. This study analyzes the policy failures of i-PIN and considers countermeasures for protecting privacy on the Internet, and explores policy alternatives to secure privacy on the Internet by analyzing the implementation process of I-PIN. In conclusion, this study stresses the urgent need for a well-thought-out policy in order to solve the problems of i-PIN on the Internet. It expects that the i-PIN will make a big stride for the realization of secure electronic government.

The Effect of Victim Typicality on the Judgment of Dating Violence Cases (데이트 폭력 사건 판단에서 '피해자다움'의 영향)

  • Research on offense judgment differing by victim typicality has usually focused on sexual violence, and studies on victim typicality of dating violence remain scarce. However, the social concern for the recent increase of dating violence cases demands research on social stereotypes of dating violence victims, especially focusing on how they affect judgments of dating violence cases. We examined if judgment of dating violence cases differed by victim typicality. The results based on 160 adults (80 females and 80 males) showed that the higher the level of victim typicality, the more seriously the offense was evaluated. In addition, the level of offense seriousness mediated the relationship between victim typicality and judgment of offender responsibility and victim blame. The higher the level of victim typicality, the more seriously the offense was evaluated, and the bigger the offender responsibility and the less the victim was blamed. Finally, we discussed policy implications of the study for preventing secondary victimization in criminal proceedings and developing education programs for jurors.
