A Study on Efficiency Gain Effect from Environmental Taxation and the Elasticity of Expenditure (지출탄력성이 환경세의 효율성 개선효과에 미치는 영향에 대한 분석)

  • This paper confirms previous results indicating that the expenditure elasticity of demand for polluting goods plays an important role in achieving efficiency gains from tax reforms. Moreover, this paper finds that the results of the tax reforms depend not only on the size of the expenditure elasticity for the polluting goods but also on the relative size of the expenditure elasticities between polluting goods and clean goods. It also shows that in order to enhance the overall tax efficiency by the environmental tax reform, the expenditure elasticity of demand for clean goods should be larger than that of polluting goods. The result implies the following policy suggestion: When the tax authority considers green tax reforms, the expenditure elasticities should not be neglected to achieve gains in the overall efficiency of the tax system.

  • Recently policy coordination and integration have emerged as core challenges as complexity and uncertainty of policy. Especially as innovation and environment policy is expanding and its position is being further elevated within policy hierarchy, policy integration has emerged as core governance challenges for nation states. OECD countries emphasized the need of coordination and integration of policy by introducing concepts such as 'Environmental Policy Integration', 'the Third generation innovation policy', 'integrated innovation policy'. This study analysed the background, concepts, objects, mechanisms, and major issues of integrated innovation policy and various attempts for integrate innovation policy by policy level and cycle. Developing integrated innovation policies has become increasingly important for the EU and OECD countries in recent years. OECD countries including Finland have developed broader policy agendas for balancing policy objectives and aims of other policy sectors and horizontal relationships with other policy sectors. Policy integration helps to reorient policies where related policies are in conflict and to ensure coherence across different policy areas. Policy integration emphasizes long-term policy adjustment and adaptation based on social agreement and common vision.

  • This paper explores how effectively the newly introduced planning process - California Senate Bill No. 375 will achieve the regional GHG emissions target under the California policy and planning framework and how well incentive based environmental policy might perform. The new legislation creates a future growth scenario to reduce greenhouse gas (GHG) emissions with incentives as means of implementation of AB 32 - the Global Warming Solution Act of 2006 and includes five important policy and planning aspects: 1) the role of sustainable communities strategies (SCS) as one of the key elements in their regional transportation plans; 2) planning for transportation and housing; 3) specified incentives for the implementation of SCS; 4) the regional planning approach toward reducing GHG emissions; and the role of the California Air Resources Board to establish the regional GHG emissions target. This has significant implications for regional and environmental planning with incentives - resources allocation and approval process.

  • 미호천은 금강의 중권역에 위치하며 도심을 관통하는 전형적인 도심형 하천으로 금강대권역 물환경관리계획 내에서 다루는 지류하천 중 논산천과 함께 물환경 목표기준 미달성 하천으로 분류되어 중점관리 중권역으로 분류되어 있다. 금강 본류의 수질 악화에 큰 영향을 주는 하천으로 수질개선을 위해서는 목표기준 미달성 원인 파악 및 정책적 개선방안 모색을 통해 실질적인 정부와 지자체의 계획에 반영할 필요성이 있다. 그간 미호천 수질개선과 관련한 많은 연구가 진행되었으나, 연구의 대부분은 특정 오염원에 집중된 단기적인 조사에 편중되어 있다. 수질개선을 위한 정책분석 및 대응방안을 제시하기 위해서는 미호천 지류가 본류에 미치는 영향 등의 전반적인 하천 특성과 장기적인 이·화학적 수질 영향을 검토를 통한 정책적 지원 전략 수립이 필요한 상황이다. 본 연구에서는 미호천 수질개선을 목표로 수행되었던 환경기초조사업과 지자체별 정책사업들을 조사하고 수질개선 방안을 고찰함으로써 중권역의 수질개선을 위한 지역맞춤형 정책제언 및향후 지역 간 연계협력사업의 추진을 위한 참고자료를 제공하고자 하였다. 참고자료에는 수질현황조사 결과와 환경기초조사사업 및 미호천 관련 8개 지자체별 정책사업을 조사하였으며, 중권역 물환경관리계획에 수립된 예산 대비 현재까지 집행된 비율을 통해 이행도를 검토하였다. 마지막으로 미호천 수질관리 개선을 위한 축산오염원, 토지 비점오염원, 생활계 오염원, 산업계 오염원, 보 관리, 주민참여에 대한 부문별 개선방안을 제안하였다.

  • The policy regime of ocean is changed from ocean liberty paradigm to ocean management paradigm. Ocean resources have the characteristics of weak excludability and strong rivalry. Therefore, they need rational ocean management so as to curb the tragedy of commons. The important ocean issues and policy regimes today is ocean pollution, coastal management, sea-level rise, fishery, whaling, ocean jurisdictions, deep seabed resources, military security, piracy, ecological environmental security and so on. This paper aims at reviewing these major international ocean issues, the policy regimes for them, and the desirable tasks of ocean policy regimes in the future from the macro perspective of international ocean politics or policy-making.

  • 우리의 생활공간에서 실내공기, 소음, 전자파 등 생활공해로 인한 피해는 시시각각으로 일어나고 있다. 그 동안 깨끗하고 쾌적한 실내환경과 정온한 생활환경 속에서 모든 국민이 건강하게 생활할 수 있도록 다양한 생활환경관리 정책을 추진해 왔다. 하지만, 정부의 노력만으로는 한계가 있다. 국민이 편안한 생활환경의 창출을 위해서는 그 구성원의 자발적인 노력과 참여가 필요하다.

Development and Application of National Environment Atlas Using Environmental Spatial Information (환경공간정보를 활용한 국가환경지도시스템 구축 및 활용 방안)

  • Unlike traditional environmental problems, current environmental problems occur due to by complex reasons. These complexities highlight the importance of precise spatial based analysis and expeditive use of environmental information when an environmental problem arises. However, the traditional environmental information has many problems because they are mainly numerical based and scattered in various systems. To overcome these problems, providing integrated environmental spatial information is important. Thus, a research was conducted on establishing national environment atlas system and its implications for policies. Firstly, this study selects 275 out of 2,701 materials and information from Ministry of Environment and related organizations. Secondly, total 64 thematic maps specific business support are Produced to support establishment and implementation of environmental policies. In addition, the produced thematic maps are privatized. Thirdly, the study analyzes total 17 systems and environmental thematic maps of Ministry of Environment and relevant organizations to connect the information on the business support thematic maps. As a result, 1,314 applicable spatial information and 39,331 applicable database based on spatial information based are selected, and a standardization plan is established. Fourthly, the study suggests a stepwise implementation plan for developing a national environment atlas system. The development of national environment atlas system will help establishing an environmental policy based on more relevant and accurale information.
