After Trump: Continuity and Change in US Northeast Asia Policy in the Era of Biden (미(美) 트럼프 행정부와 바이든 행정부의 동북아 정책 비교 분석 및 전망)

  • US Northeast Asia Policy will show the following changes and continuities with the transition from the Trump administration to the Biden administration. As the Biden administration adheres to traditional principles and norms of US foreign policy, there will be more stability and predictability. The US-China confrontation is likely to become more serious, as President Biden will continue the hawkish China policy Trump initiated. Regarding North Korea, the Biden administration is expected to adopt a more conservative 'bottom-up' approach rather than a 'grand bargain' that Trump pursued. Due to many policymakers holding deep suspicions about the North Korean regime, any diplomatic breakthrough with North Korea is unlikely to occur soon. As for South Korea and Japan, Biden will show more respect to these key allies but may also demand them to contribute more to US-led initiatives countering China.

A Study on GIS DB Building Plan for Maritime Boundary Determination (우리나라 해양경계 획정을 위한 GIS DB 구축 항목선정에 관한 연구)

  • Intense competition for resources has forced many countries pay attention to their eyes to the ocean. Therefore, the disputes and the conflict over the delimitation of the EEZ and continental shelf will be sharpened. Since 1982 Law of the Sea Convention, Korea has opened the talks with Japan and China to discuss the boundary issues as the adjacent water zone is less than 400 miles between Korea and Japan and Korea and China. This study is to review the important rules and techniques for the delimitation of the maritime boundary which have defined in the Law of the Sea Convention and IHO-51 technical guide and to figure out how to build the maritime delimitation GIS DB to negotiate effectively with the neighboring countries. Definition of the base point and baseline will be the utmost important concept to delimit the ocean boundary. The policy makers and the specialists who prepare for the international negotiation meeting between the countries have to be ready to draw the maritime boundary for our best interest under the Law of the Sea Convention. The negotiation strategies and the principles can be made with the concrete and reliable database relevant to maritime boundary issues. So effective and fast strategic decision for negotiation can only be made based on maritime boundary delimitation GIS DB.

국제 VAN의 동향과 과제

  • As IVAN(International VAN) becomes a major topic on the table of Korea U.S. Telecommunications Consultation, public concern to this area is growing. IVAN service has been dedicated to the business domain of PTT or public telecommunications operator, and its development has been so limited as well. However, the situation is being changed and IVAN liberalization is considered to be essential not to isolate itself from globilized networks. Seeing the fact UR is challengnign ITU in facilitating the trade of telecommunications services, the worldwide trend of liberalization is apparant. It should be addressed that a clear policy anouncement is necessary with regard to the liberalization of IVAN. The purpose of this paper is to conduct case studies of IVAN agreements and to draw policy oriented issues.

저탄소 녹색성장을 위한 녹색산업.기술 육성 II

  • 최근 세계 경제는 사상 유래를 찾기 힘든 경제위기에 홍역을 앓고 있다. 국제유가를 비롯한 원자재가격은 수급불균형과 정치적 이슈, 그리고 투기자본의 유입이 어우러져 급등락을 거듭하고 있다. 또한, 지구온난화를 막기 위해 국제사회에서 추진하고 있는 기후변화협약도 큰 어려움을 겪고 있다. 선진국들은 배출권 거래제도 시행, 탄소세 도입 등을 통해 본격적인 환경 무역시대가 도래에 대비하고 있으며, 포스트 교토체제에 대한 협상도 본격화 되고 있어 대응이 시급한 실정이다. 자원 환경위기의 시대에 녹색성장은 불가피한 선택이 되었으며 우리나라에서도 온실가스 감축을 위해 많은 노력을 하고 있다. 정부에서는 탄소포인트제도 도입과 10대 녹색기술 산업 육성, 그린 뉴딜을 통한 녹색일자리 4만 3천개 창출 등 기후변화 대응을 위한 정책들을 추진하고 있으며, 또한 저탄소 녹색성장의 한 주축으로 신재생 에너지 기술개발 및 보급의 확대를 통해 세계시장 선점을 위해 매진하고 있다. 환경부에서는 폐기물에너지화, 기후변화대응, 환경산업육성 등 '저탄소 녹색성장'을 이끌 사업과 '경제 살리기'에 역점을 두고 2009년도에는 환경부 소관예산 '08년 예산 3조 5,914억원 대비 5,008억원(13.9%) 증액된 총 4조 922억원을 투자할 계획이다. 이에 본지에서는 지난호에 이어 저탄소 녹색성장을 위한 녹색자원 기술 육성II로 주제를 잡고 "온 국민이 참여하는 기후변화 대응 정책 추진", "녹색성장 정책 추진에 있어 기업체 지원방향", "우리나라 신재생에너지 기술개발현황과 앞으로의 과제", "가정에서 온실 가스 줄인만큼 혜택받는 탄소은행"등에 대하여 살펴보고자 한다.

  • Many countries in the world have regulated cross-border supply in basic telecommunications services based on GATS exception rule for telecommunications because of anti-competition behavior control, domestic consumer protection, tax levy, national security, etc. Korea partially regulates cross-border supply in telecommunications service through the WTO and the domestic law and regulation. However, WTO and FTA negotiations, cross-border supply regulation are strongly demanded to deregulation. Therefore, it is required to review the effectiveness of cross-border supply regulation to prepare the counter plan for that regulation. Thus, the major countries of the telecommunication services regulation regarding the cross-border supply are reviewed. In addition, it is retrieved some implications for Korean regulation policy by reviewing the actual regulation of many countries cases.

  • In this paper, we describe security policy protocol to provide end-to-end IPSec security service that considers characteristics of NAT-PT. NAT-PT is describing IP address translation and protocol translation for communication on heterogeneous IP network by one of the technology that is proposed by IETF to provide communication between IPv4 and IPv6 network in transitional step to evolve by IPv6 network to IPv4 network. But NAT-PT has the limitation on security one of the essential requirement of Internet. Therefore, we propose the extended security protocol that offers a security policy negotiation that should be achieved for the first time to provide end-to-end IPSec security service that considers NAT-PT in this paper.

  • Korean economy has experienced rapid expansion of the service sector at the expense of the manufacturing sector since 1988, which was caused by the wage increase and the appreciation of Won. The government worried about the deindustrialization and the erosion of the international competitiveness, and various measures were taken to enduce labor force into the manufacturing sector. However, this article argues that the expansion of the service sector is inevitable phenomenon in the process of economic development, and the balanced industrial policies are desirable. In addition, the Uruguay Round Service Negotiations require liberalization of the service market and internationalization of the service industries.

Factors Affecting the Resolution of Environmental Disputes and Relevant Policy Alternatives (환경분쟁해결에 영향을 미치는 요인과 정책대안)

  • Among the various contemporary issues that confront the nation or society, surely one of the most difficult to resolve are environmental disputes between government authorities, developers, local residents and advocacy groups. While such disputes can in some cases be the result of a selfish and illegal NIMBY("Not In My Back Yard") syndrome, they can also be an expression of rational and appropriate demands from local residents to preserve the ecology and quality of life for their communities, particularly with respect to the planning of "locally unwanted land uses(LULUs). Accordingly, rethinking NIMBYism entails several implications for planning of LULUs. Until the 20th century many planners considered only "functional rationality" in their decision making, in a confrontational "us versus them"process of "decide-announce-defend(DAD)". I believe, however, that a fair, voluntary, and negotiated process of alternative dispute resolution(ADR) based on consensus building is the means to resolving these disputes. A voluntary process is more desirable and feasible than a coercive one, making ADR well worth pursuing. From this perspective, I explore several factors which affect the resolution of environmental disputes. I suggest three main factors as follows: i) extension of citizen participation, ii) enhancement of equity, and iii) building of trust. Alternatives are presented based on these factors.

An analysis of Korea-China FTA Service Chapters and Implications for Further Negotiations Strategy -With special focus on the Insurance Market- (한-중 FTA 서비스 분야의 분석에 따른 향후 추가협상에 대한 시사점 : 보험시장을 중심으로)

  • As Chinese insurance market grows rapidly due to market reforms, China got recognition as second-largest insurance market in the world in 2016. However Korean insurance companies have had difficulties to grow in Chinese insurance market despite Chinese participation in the World Trade Organization (WTO) and the growth of chinese insurance market. The reason for the decline in Korean insurance companies is economic retaliation due to the deployment of THAAD in Korea. However, this is not a fundamental reason. The underlying cause of the effects of economic retaliation is the result of insufficient negotiations in Korea-China FTA services sector. In Service sector of Korea-China FTA, the level of concession between Korea and China differs greatly, when comparing China and South Korea's FTA. In addition, it has only been a few years since China collected the position of the WTO Doha Agenda, which currently deals with concessions on intellectual property rights and services. More important is that the Korea-China FTA service sector, as it stopped short of being protected by the most-favored-nation state treatment level when Korean insurance companies entered China. Further negotiations to supplement the weak points in the Korea-China FTA service sector were promised in December 2017, but international tensions over THAAD deployment made it impossible to hold such negotiations. However, due to changes in international affairs in 2018, the first additional negotiation was decided and held. This paper implicates strategies of further negotiation between Korea and China for service and investment chapter. Consequently, the aim of this paper suggests directions how to re-enter Chinese insurance market to Korean insurance companies.

A Study on the Improving Fiscal Capability of Local Government -Focusing on the case of zeroing debt policy in Yong-in city (지방정부 재정역량 제고에 관한 사례 연구 -용인시 채무제로화 정책을 중심으로)

  • The purpose of this study is to analyze debt zeroing policy process of Yong-in city based on the Kingdon's Multiple Stream Framework in order to contribute to strengthening financial capacity and competitiveness of local governments. This study focused on the Yong-in case because the city had a local debt of about KRW 800 billion as of 2012, but it completed the debt repayment in early 2017. The results are as follows. First, policy problem streams are the perception of Yongin City's debt indicator, the failure of the LRT project, and the failure of sale of buildinglots of Yukbuk district. Second, in the political stream, there have been the election of new governors, cooperation of local administration and citizens like budget cut. Third, policy alternative streams are the reduction of large-scale investment projects, the expansion of revenues through the sale of idle shared properties, the increase of tax revenues, and the activation of light rail. As the each streams flowed independently, the window of policy change opened by the revitalization of the real estate market and the sale of buildinglots of Yukbuk distric and combined with other policy factors such as the activation of the light rail. In this process, the role of the policy entrepreneurs such as negotiation and persuasion of the related institutions influenced achieving tight fiscal policy. As a result of this policy output, Yongin City achieved zero debt. This study suggests that it is necessary not only the importance of the role of policy entrepreneurs but also of the administrative and citizen cooperation and the institutional complement such as a large scale of the investment review system.
