Despite that Korea has tried 50 years of service development policies, the result has been unsatisfactory. Borrowing the policy stream model of policy change and narrative policy framework one tried to explain the weaknesses of the policy process for the service development policies. Before 2000 lacking knowledge resulted in poor policy narratives while after 2000 despite sufficient knowledge base and well articulated narratives policy window would not open. Adversarial politics under conservative party caused the window to be closed. One suggests that paradigm shift in value and world view treats is necessary to overcome the policy failures in service development policy. According these analyses one expects a new initiative of policy narrative construction.

This study analyzes the regional industrial policies of Daegu based on previous discussions on the concepts and characteristics of regional industrial policies in Korea. Because of the institutional limitations of regional industrial policies in Korea, the industrial policies of Daegu are more government-led in planning and promoting industrial development. In addition, regional industrial policies have been established and executed not as regional policies but as part of sectional policies, and are not properly connected to other regional development policies. What is more, the step-by-step objectives of industrial policies are not defined clearly and, as a result, the means of the policies are not specific. In order to overcome these problems, there should be a paradigmatic transition in making regional industrial policies, which reflects not only economic factors but also the social and cultural factors of the region. Moreover, place-based policies should be planned and promoted that categorize areas subject to the policies through comprehended analysis of regional industrial environment and combine means by section.

This study attempted to derive a new policy paradigm of life-span sport of disabled children. For that purpose, collecting and analyzing related preceding researches and literatures from 2008 to present (2022), this study firstly found out past life-span sport policy paradigms for disabled children and the causes of their changes, and secondly found out social problems which present policies could not deal with. Through those study process, this study suggested life-span sport in response to the demands and needs of children with disabilities which could include life-span sport centered on disabled children, life-span sport with family members, the realization of the essential value of life-span sport for the human rights of children with disabilities, and the development of new methodologies using smart technologies.
