Child care cash benefit policy in Korea started in 2009 limited to the those under 2 years old in the poverty group entitled to National Basic Living Security Act and the near poor group (100,000 won a month). However, in 2013 the coverage has been expanded to everyone under 5 (200,000 won for those between babies in their first year, 150,000 won for the second year and 100,000 won for those between 2 to 5 years old) regardless of the household income level. The policy change between year 2012 and year 2013 requires a rapid increase in child care budget - 760% increase. This paper examines this exceptional expansion in child care cash benefit using policy network analysis. We found that local election as well as general election immediately effect the interaction between policy actors and the types of networks. This suggest that policy actors recognize child care cash benefit to be more directly related to the election result compared with child care services. Also conflictive interaction between the parties and government bodies with budget restraint also facilitated the diversification on the child care cash benefit discussion. The policy making process of child care cash benefit was led to policy adoption immediately after the presidential election suggesting that policy formation process and the policy adoption had an close relationship in the Korean child care cash benefit policy process.

국제화(國際化)가 진전(進展)되면서 무역(貿易) 및 무역정책(貿易政策)이 갖는 경쟁정책적(競爭政策的) 의미(意味)는 경쟁정책당국(競爭政策當局)에게 중요한 관심사항으로 부각될 것이다. 본고(本稿)에서는 국제화(國際化)와 관련된 경쟁정책(競爭政策)의 주요문제(主要問題)를 소개하고 국제적(國際的) 차원(次元)의 통일된 경쟁규범(競爭規範)인 국제공정거래제도(國際公正去來制度)와 개별국가차원(個別國家次元)의 경쟁정책(競爭政策)이라는 두가지 측면(側面)으로 양분(兩分)하여 논의(論議)를 전개(展開)한다. 특히 국별차원(國別次元)의 분석(分析)에 있어서는 국제거래행위(國際去來行爲)의 주요유형(主要類型)이 갖는 경쟁정책적(競爭政策的) 의미(意味)를 분석(分析)하고 무역정책(貿易政策)과 경쟁정책(競爭政策)의 연계성(連繫性)에 대한 고찰(考察)을 중심으로 하여 국제화(國際化)에 대비한 경쟁정책방향(競爭政策方向)을 제시하고자 한다. 본고(本稿)에서의 논의(論議)를 중심으로 한국(韓國)의 정책현황(政策現況)을 살펴볼 때 자유주의적(自由主義的) 무역정책(貿易政策)의 채택과 함께 경쟁정책(競爭政策)의 명시적(明示的)인 적용범위(適用範圍)가 국제거래(國際去來)를 포함하도록 재조정(再調整)하고 무역정책(貿易政策)과 경쟁정책간(競爭政策間)의 상형관계(相衡關係)를 해소(解消)하며 양자간(兩者間) 우선순위(優先順位)를 재조정(再調整)하는 등의 과제(課題)가 부각된다.

The purpose of this study is case analysis on adopting process of K-IFRS and financial effects of SBS Media Holdings Co., Ltd. Adoption process is divided into two stages, To analyze the effect due to changes in accounting standards and to run this, system change and build a range-determining step in the IT sector. Showed that had the most significant impact on the financial effects due to changes in the target's of consolidated F/S and inventories and intangible assets(broadcasting content assets).

태양과 바람은 화석 연료를 완전히 대체할 수 없기 때문에 원자력은 기후 변화와의 싸움에서 필수적인 요소이다. 도널드 트럼프 미 대통령이 파리 기후협약 탈퇴를 선언한 이후, 미국 내 12개 주 주지사들은 즉시 독단적인 기후변화방지 정책 행보를 표명했다. 주지사들이 채택한 정책 행보는 다양하나, 최근 여러 연구에 따르면 미국이 보유한 가장 풍부하고 안전한 에너지인 원자력발전소 가동이 가장 경제적이며 확실한 탄소 배출 감소 대책이다.

본 연구는 기존의 평가방법 및 평가시스템의 문제점을 지적한 후, 영리조직의 성과측정 방법론인 균형성과표(BSC: Balanced Scorecard) 접근을 채택하여 지자제 웹 사이트 성과측정 프레임워크를 제시한다. 또한 본 연구에서는 이 프레임워크를 지원하는 정보시스템을 설계하고, 프로토타입을 개발한 후, 군단위 지방자치단체의 사례를 보여줌으로써 본 프레임워크 및 시스템의 적용 가능성을 보인다.

본 논문에서는 PDA. Hand PC(HPC)등과 같은 모바일 단말에 운영체제로써 Embedded Linux를 채택하였을 경우 고려해야 할 Hardware 사양, I/O interrupt latency에 따른 성능. 스케줄링 정책에 따른 성능에 대하여 논한다. 대상 타겟으로 사용한 HPC 의 하드웨어 사양에 설명하고, Embedded Linux와의 연동에 있어서 문제점을 살펴본다. 또한 각종 I/O device들의 Interrupt latency에 따른 성능저하와 스케줄링 정책에 의한 성능저하에 대하여 분석하고. 해결 방안에 대하여 논한다. 마지막으로 실제 예로서 Mobile IPv6 S/W Stack을 이용한 실제 검증을 수행하고 성능 향상 방안을 제시한다.

우리나라는 그동안 급속한 경제성장의 결과 국민들의 경제사회 생활이 향상됨에 따라 건강에 대한 국민의 관심이 고조되었고, 보건의료를 비롯한 복지욕구도 해마다 증대되어 왔다. 이러한 국민적 욕구에 부응하여 정부는 2000연대를 향한 기초사업을 이미 제사차경제개발 5개년 계획시부터 사회개발정책의 일환으로 시작 하였으며 금년부터 시행하고 있는 제6차 계획 가운데 사회개발정책의 주요과제의 하나로서 국민보건의료의 확충사업을 채택하여 경제성장의 혜택을 모든 국민계층에 형평되게 배분함으로써 국민건강증진을 통한 복지사회 구현을 도모하도록 하고 있다.

The global recession circumstances, cloud computing has emerged as a new paradigm in the business IT sector. This paper explores the analysis of cloud service adoption Intension of Korean firms. Especially, we focus on Infrastructure as a Service (IaaS) among cloud services and apply TAM (Technology Acceptance Model) and VAM (Value-based Adoption Model) to analyze cloud service adoption intension The proposed exploratory model tests a number of hypotheses to understand the importance factors of IaaS adoption intension with TAM and VAM included additional cloud service characteristics such as scalability, agility, security, efficiency and reliability. Eventually, the findings of this study can not only help company users gain insights into IaaS adoption, but also help cloud service providers to develop their service effectively and improve marketing strategy in B2B cloud service market.
