The purpose of this paper is to examine whether strategic decision-making processes are related to decision effectiveness, using a longitudinal field study design. We studied 120 decisions to determine if procedural rationality and political behavior influence decision success, controlling for the goodwill of the environment and decision implementation. Our results indicate that decision-making processes are indeed related to decision success. Results are discussed in terms of the importance of strategic choice in environmental organizations. these studies often provided simple fragments of empirical tests without a well developed theoretical framework. This study attempts to fill this gap by examining policy adoption, specifically by investigating influences on policy decision making across 120 nations using multiple-regression analysis. The greater the number of international NGOs in which a national governmental participates, the more the nation is apt to adopt international environmental policies to see how real affect.

Universalism and selectivism about welfare polices are a point at issue that is being discussed consistently. This issue is mainly discussed as the object of political selection because the selection of welfare polices are thought of discretionary powers. But welfare policies are issue of the constitutional value order. Therefore studies are need in this viewpoint. Accordingly this paper studied the aim of welfare policies to be based of social state ideology. Therefore this paper found the adequacy of selective universalism. Furthermore, This paper shows a distinguishing standard to select the welfare policies in selective universalism.

This research paper examined to the influencing factors to adopt national policies of international organization's environment. For this a multivariate regression model has been used to examine cross-national differences in environmental policy adoption. The data analysis was conducted by regression analysis, the indexed point of international environmental agreements were ratified by each nation on the measure of independent variables for a sample of 130 countries in all parts of the world. From analysis results, overall, the regression analysis illustrates that the regression model generally fits our predictions for independent variables. The finding has revealed that external determinants are stronger than internal ones in explaining the level of national environmental policy adoption in relation to international environmental cooperation. Namely, All international environmental organizations, international nongovernmental organizations, and regional multinational institutes proved to function in a positive way in influencing number nations to have a favorable attitude toward international environmental policies. The findings of this study will provide helpful information on how to improve the efficacy of the Korean environmental policy system.

유럽의 전기통신 표준화기구(ETSI)는 유럽연합(EU) 차원의 지역 표준화를 추진함에 있어서 갈등요인이 될 수 있는 지적재산권 문제를 원활하게 해결하기 위한 노력의 일환으로 1993년 3월 ETSI IPR 정책을 채택하였다. 그러나 동 정책을 재검토하게 되었으며, 그 결과로 IPR 정책 운영상의 주요 문제가 되었던 IPR 협약서 내용을 폐지하고 1994년 11월의 ETSI 21차 총회에서 본 IPR 정책을 새로이 수립하여 그 후 3년이 지난 1997년 11월에 이를 정식 ETSI IPR 정책으로 채택하였다. 이에 본 고에서는 ETSI에서 추구하고 있는 정보통신 표준화와 관련한 IPR 정책의 주요 변화사항을 분석하였으며, 아울러 최근에 개정된 주요 IPR 정책의 내용을 고찰함으로써 국내의 관련 정책 수립시 도움이 되도록 하였다.

This study tried to present rational policy direction of future university libraries through the policy process related to university libraries and the change of policy tasks adopted in the policy making process. The 2009 Development Comprehensive Plan was established with the aim of supporting the collection of information resources at university libraries, and the plan in 2014 was developed with the direction of policies to enhance the role of librarians for competition in university research capabilities. The Promotion Comprehensive Plan for 2019 was aimed at strengthening the role of university libraries in upgrading their research support. Through the research on the policy of the university library by the government, the policy direction of the future university library in Korea was presented, and the plan was to provide an institutionalized platform (labor, physical space, resources, etc.) for the university library to maximize the research productivity of the university.

본 논문에서는 임의의 충격이 있는 시스템 모형에서, 두 가지 시스템 관리정책인 임의점검정책과 주기점검 정책을 채택 한다. 시스템의 상태와 수리에 관련된 비용들을 고려한 후, 각 관리정책 하에서 장시간에 걸친 단위시간당 평균비용을 최소화하는 최적 점검주기를 구하고, 두 관리정책의 비교연구를 수행한다.

디지털 음원 시장을 양분하는 가장 대표적 디지털 음원 소비방식은 다운로드(download)와 스트리밍(streaming)이다. 음원 스트리밍 시장은 IT 기술의 발전으로 빠른 성장을 거듭하여 스트리밍 이용 수가 급격히 증가한 반면, 다운로드 수는 감소하는 추세를 보이고 있어 음원 소비 방식이 소유방식에서 접근방식으로 변화중이라고 할 수 있다. 스포티파이(Spotify)와 같은 음원 스트리밍 기업이 프리미엄(Freemium) 가격정책을 운용하는 반면, 국내 음원 스트리밍 기업은 정액요금제 가격정책을 주로 채택하고 있다. 정액요금제 가격정책을 채택한 기업의 수입은 소비자가 매달 지불하는 일정한 금액으로 고정되어 있지만, 비용은 징수규정에 따라 소비자가 스트리밍을 하는 횟수에 비례하여 증가하기 때문에 변동성이 있다. 서비스를 열성적으로 이용하는 소비자가 추가 구매를 할 가능성이 높은 다른 비즈니스에 비해, 정액제로 운영되는 음원 스트리밍 비즈니스는 사실상 추가 구매가 이뤄지는 경우가 드물기 때문에 음원 이용 건수가 많은 소비자가 기업의 높은 가치를 주는(high-value) 고객이 아닐 수 있다. 따라서 본 연구는 스트리밍 정액요금제 소비자를 음원 소비량에 따라 세분화(segmentation)하고 이들의 특성을 살펴봄으로써, 음원 스트리밍 기업과 연구자에게 효과적인 전략을 세우는 데 도움을 주는 것을 목표로 한다.

'Planning researchers' believe that losses from floods can be reduced if governments address this issue and adopt appropriate policies in their plan. As a starting point for examining this idea, this research assessed the ability of local government to incorporate flood mitigation policies in their local comprehensive plans using plan quality evaluation methodology. This study analyzed 53 local comprehensive plans in Florida against the protocol developed by including key flood mitigation policies. While flood mitigation through land use management tools, such as permitted land use in floodplain areas and wetland permit, gained widespread acceptance at the local level in Florida, incentive based tools/taxing tools and acquisition tools were rarely adopted. Study results show that 53 local plans in the sample received a mean score for total flood mitigation policy quality of 38.55, which represents 35.69 % of the total possible points. These findings indicate that there is still considerable room for improvement by local governments on flood issues. The scores of local plans varied widely, with coastal communities receiving significantly higher scores than non-coastal communities. Because the concept of the plan quality and its methodology offer an objective and straightforward tool for studying plan quality and guiding plan preparation, they can be applied to various environmental and hazard issues in Korea.
