본 연구는 북한이탈주민의 경제적 자립과 안정적인 정착을 지원하는 하나의 방안으로서 창업을 촉진하기 위한 지원 정책과 제도 개선 방안을 제시할 목적으로 수행하였다. 정부는 현재 생활밀착형 북한이탈주민 정책 추진 기조하에 북한이탈주민의 삶의 질을 높여주는 방향으로 맞춤형 정책을 추진하고 있다. 다만, 창업지원 프로그램은 여전히 소규모로서 지원 분야를 다양화하고 예산을 증액 하는 한편, 지원 체계도 중앙-지방-민간 간 유기적으로 협업이 효율적으로 이루어지도록 개선이 필요하다. 본 연구는 북한이탈주민의 창업의지 결정요인에 대한 실증적 연구를 목적으로 하며, 북한이탈주민들에게 잔존하는 사회주의 가치체계와 이들의 사회적응성 요인을 기존 연구에서 확인되었던 개인의 성격적 특성, 경제적 지지, 자아성취욕구 요인들과 함께 분석모형에 포함하여 실증 연구를 수행하였다. 이를 위해 하나원에서 교육 중인 18세 이상 북한이탈주민 223명을 대상으로 2019년 10월 설문조사를 통해 자료를 수집하였고, 선형회귀분석과 이분형 로지스틱 모형분석을 이용하여 실증분석을 수행하였다. 2개의 분석 모형에서 일관된 결과가 도출됨에 따라 분석결과의 강건성을 확인하였다. 결과적으로 사회주의 가치체계가 약할수록 창업의지에 긍정적인 영향을 미칠것이라는 가설은 지지되었다.

This research investigates comparisons and characteristics of government's startup polices between startup for micro-enterprise and technology based startup. In particular, revitalization plans of "New Business Start-up Academy (NBSA)" which is supported by a governmental organization, are proposed. Currently, korean government's startup polices are focusing on more technology based startup than startup for micro-enterprise. In order to overcome this issue, this research examines the current issues of the startup policies for micro-enterprise and the detailed plans for revitalizing micro-enterprises' startups. As detailed research studies, the current program and supporting mechanism of NBSA are analyzed. Then, these are compared with several startup policies of Korea government and the detailed action plans are proposed. The proposed results contributes to the criteria and the references for vitalizing micro-enterprises' startups.

This study aims to analyze problems and deduce improvement plans for information security support policies for SMEs in Korea. To this end, an effective support policy necessary for reinforcing cyber safety nets to enhance the level of information security of domestic SMEs based on the analysis results by analyzing the status and problems of the previous research review and analysis, the current status of information security of SMEs and the information security support policies of major SMEs at home and abroad. I would like to suggest improvement measures. Reinforcement of awareness, legal basis, voluntary capacity building, joint response system, professional manpower and budget support, cyber security construction, untact era support, and regional strategic industry security internalization were suggested. This can be used as the government's information security support policy to raise the level of information security of SMEs in preparation for the post Covid19.

본 연구의 주요 목적은 기존의 연구에서 구축된 배타적 경제수역(EEZ) 해양자원정보시스템(MRIS)을 근간으로 다양한 해양자원의 정보를 효율적으로 표출하고 EEZ 관련 의사지원과 정책결정을 위한 GIS기반의 EEZ 정책결정지원시스템을 개발에 있다. 이를 위하여 기존에 구축된 MRIS를 이용하여 분산되어 관리되던 기존의 데이터와 매년 탐사 과정을 거쳐 추가되는 데이터의 관리를 위한 표준화를 수립하고 관리방안을 확정하였다. 또한, 기존에 개발된 다양한 해양데이터의 표출방안을 이용하여 EEZ 경계획정 협상 및 정책 결정에 있어 실질적 판단근거가 되는 EEZ에 대한 법령과 각국의 정책 및 EEZ 경계획정 사례 등을 데이터베이스화하였다. 나아가 GIS를 이용하여 표출된 공간데이터를 다양한 공간 검색과 공간분석 기능을 이용하여 분석함으로써 과학적인 방법으로 EEZ에 대한 중요정책 결정에도 활용하도록 하였다. 본 시스템을 이용하여 향후 EEZ 내 자원분포 및 지 역 별 경제성 비교와 쟁점지역에 대한 정확한 분석이 가능함에 따라 국가 간 협상에서 우리나라에 보다 유리한 협상결과를 도출하는데 기여가 클 것으로 판단된다. 아울러 주변국과 경계획정에 있어 유리한 협상 결과를 도출하기 위한 제반 정보의 제공과 함께 보다 효율적인 정책 수립을 위한 다양한 의사결정의 지원이 가능할 것으로 사료된다.

In this study, we analyze how the difficulties of e-learning firms' management affect to the maturity of the practical use of e-learning research & development (R&D) policies. And we explore the method that can enhance the effectiveness of policy. In the pursuit of this purpose, we use the 2012 South Korea e-learning industry survey data. Using variables of recognition of policy, experience of policy, and intention to use of policy, we find the maturity model of six stages. And we analyze the impact of the difficulties of operation, technology development, marketing to the maturity model. As a result, the more e-learning firms have problems of fund management and technology commercialization, they are located the higher maturity of the use of policy. Based on the results of these studies, we discuss the implication for how can enhance the effectiveness of policies.

Recently, the importance of rail in the carriage of freight is strongly emphasized. However, the role of rail in the carriage of freight has been decreasing. The purpose of this study is to suggest policy measures for increasing rail freight. Firstly, this study reviews the current situations of the rail freight in Korea and provides theories for the necessity of government support to rail freight transport. Various support measures are identified and evaluated. According to the evaluation, it is shown that the provision of subsidy for facility construction is the most desirable measure in the sense of cost effectiveness and durability of effect. Finally, detailed implementation strategies for the desirable support measures are suggested.

연안해운은 도로운송 다음으로 국내화물 수송분담율이 높은 기간운송 수단이다. 현재 정부는 연안해운 활성화를 위한 다양한 지원 정책을 실시하고 있다. 이에 이 논문에서는 연안해운 지원 정책의 주요 내용과 문제점을 살펴보고, 개선방안을 제시하고자 한다.

이 연구는 취업여성을 대상으로 추진되고 있는 한국 보육정책의 특성을 분석한다. 우선 취업여성을 대상으로 하는 기존 보육정책의 규정들은 무엇보다 성 평등의 관점에서 볼 때 불완전하다. 취업여성의 육아가 사회의 책임, 남녀공동의 책임이라는 인식에 못 미치고 있다. 둘째, 기존 보육정책은 일반적인 취업여성의 대리보육 지원을 표방하고 있지만 실제적으로 저소득층 영${\cdot}$유아, 영아보다는 유아에 대한 보육지원에 역점을 둠으로써 취업여성의 실제 보육수요를 충족하지 못한다. 셋째, 정부는 강제적 규정, 재정지원의 확대라는 조치들을 통해 취업여성의 보육을 지원하고 있으나 그 수준은 그렇게 강력하지 못하다. 넷째, 정책결과의 관점에서 볼 때, 그동안 보육시설은 상당한 정도로 증가하였으나 공공보육시설, 직장 보육시설의 비율은 매우 낮다. 육아휴직 정책 역시 전체적 이용률이 낮은 수준이며, 남성의 이용률은 특히 낮은 것으로 나타난다. 기업체 및 근로자의 보육실태에 대한 사례조사 결과에서도 취업여성의 육아부담은 여전히 매우 높으며, 특히 가족에 의한 대리보육 비율이 높은 것으로 나타난다. 이 연구의 정책적 함의는 보육정책이 취업여성의 육아부담을 경감하여 고용평등을 제고하고, 출산율 향상을 도모하는 방안과 연계되기 위해서는 정책의 보완이 요구된다는 것이다.

According to the change in media environment, a support plan for local broadcast has been required. In terms of legal and institutional support for the development of local broadcast, the enactment of special Act for local broadcast has become a breakthrough. In this point of view, we analyzed the performance and the limitation of the special Act. As a literature research, analyzing the literature and related-ordinances, we have sought legal and institutional support plans for the local broadcast. As a result, with the Local Broadcast Development Council being in charge of legislative right and responsibility, a plan to empower them to have legal and institutional authority should be drawn; another plan to secure independence in operating a fund and to promote the capability to produce local broadcast programs and the distribution system should be drawn; the other elaborate plan for the locality index that assesses the locality is required. Local broadcast should be on a way to secure not only public interest and concern but locality and diversity; legal and institutional plans should be sought.
