A Study on the Effects of the Policy Funding Program Provided to the Small and Medium Sized Enterprises in Gangwon-Do (강원도 중소기업 정책자금지원제도의 성과분석)

  • To alleviate financing difficulties of small and medium sized enterprises (SMEs), the government and municipal governments are providing a variety of SME policy funding programs. This study introduced the policy funding program of Gangwon-do and quantitatively analyzed the financial performance of companies supported by the Gangwon-do SME policy fund in the year 2014. Specifically, we compared the financial ratios for three years, from 2013 to 2015, between funded firms and non-funded firms. In addition, we applied a regression analysis to see if the policy funding program contributed to profitability (the operating profit growth and return on equity), stability (the interest coverage ratio and debt-to-equity ratio), and growth (the asset growth and sales growth) of the funded firms. The empirical results show that the firms that received the policy funds did not show any improvement compared to non-funded firms in terms of profitability, stability, and growth. This suggests that Gangwon-do should improve the policy funding program, that currently provides only an interest amount of 2-4% of the corporate loan principal, without any strategic selection criteria for the target funded firms, and without any follow-up management system, after support.

  • 정부는 2018.2.8일 국정현안점검조정회의를 통해 국무조정실, 금융위원회, 기획재정부, 고용노동부, 중소벤처기업부 등 관계부처 합동으로 "사회적금융 활성화 방안"을 최종 확정하였다. 한국의 사회적금융은 보조 기부행위가 아닌 투자 융자 보증 등 회수를 전제로 사회적기업, 협동조합, 자활기업, 마을기업 등 사회적경제기업에게 다양한 자금을 지원하는 금융활동 전반을 말한다. 현재 민간의 자발적인 금융지원활동도 일부 있으나, 정부 공공재원 중심으로 기존의 서민금융진흥원의 사회적기업 신용대출, 중진공의 정책자금 대출, 신보 지신보 특례보증, 사회적기업 모태펀드 등 중기 서민 정책금융체계내의 사업이 대다수를 차지하고 있는 실정이다. 한국의 사회적금융은 미국과 일본, 영국 등의 선진국에 비하면 이제 태동기로서, 사회적경제기업은 자금 공급부족, 제도 금융권에서의 소외 등 자금조달에 큰 애로를 겪고 있다. 따라서, 공공부문 주도로 자금공급을 확대하고 있으나, 사회적경제기업의 자금수요에는 아직도 크게 미치지 못하는 상황이다. 특히, 지원방식이 짧은 만기, 대출 보증에 편중되는 등 사회적경제의 특수성에 대한 고려가 미흡하여 수요-공급 간 미스매치도 큰 상황과 자금수요자와 투자자를 이어주는 사회적금융 중개기관, 사회적성과 평가 등 시장 인프라도 전반적으로 크게 미비 되어 있어 민간의 참여를 제약하는 것도 그 이유이다. 본 연구에서는 한국의 시회적금융지원제도의 전반적인 현장의 실태를 중심으로 실무적인 측면에서 분석 및 향후과제를 도출하여 관계기관 등에 정책적인 시사점을 제공하고자 한다.

  • 중소기업청은 지난 해 12월 23일 기계설비공사업에 해당하는 "배관 및 냉난방공사업과 건물용 기계장비 설치공사업"을 포함하여 "2015년도 중소기업청 소관 중소기업 정책자금 융자계획"을 공고했다. 중소기업청 소관 중소기업 정책자금 융자계획에 기계설비공사업이 포함된 것은 대한설비건설협회가 회원사의 기술개발 촉진과 기술경쟁력 제고를 위한 금융지원 방안 마련을 위해 중소기업청 정책자금 지원대상에 기계설비공사업이 포함되도록 국토교통부와 중소기업청 등 관계기관에 제도개선을 건의한 결과이다. 이에 따라 대한설비건설협회는 회원사의 원활한 정책자금 활용을 위해 각 시 도회 사무처에 "중소기업 정책자금 지원센터"을 설치하고 정책자금 상담 및 중소기업진흥공단 지역본(지)부와 연계 서비스를 지원하고 있다. 또한 협회 홈페이지(www.kmcca.or.kr)에 '2015년 중소기업 정책자금 신청 매뉴얼'을 링크하고 홈페이지 방문자의 이해를 돕고 있다. 중소기업 정책자금 지원 및 신청사항은 다음과 같다.

  • 1970 년대 오일쇼크 이후 산업정책의 주안점을 '고도 성장기의 산업육성 정책'에서 '저성장기의 산업구조 조정정책'으로 변환한 일본은 산업구조 조정을 위하여는 산업분야뿐만 아니라 사회 분야 및 가정 분야를 포함하는 광범위한 정보화가 필요하며, 이러한 정보화를 뒷받침하기 위하여는 정보통신산업의 발전이 필수적이라는 전제하에 정보통신산업의 발전을 위한 각종 시책을 추진하고 있다. 일본에서 실시되는 정보화 정책은 (1)네트워크화 정책, (2)경쟁추진 정책, (3)지역정보화 정책으로 대별되며, 이러한 정보화 정책의 추진을 위하여 시행되고 있는 자금과 관련된 지원제도로는 (1)NTT 무이자 융자제도, (2)공공 금융기관에 의한 지원제도, (3)기반기술촉진센타에 의한 지원, (4) 특정통신. 방송개발사업 등이 있다.

  • Small business start-up competition in the market has become overheated. It is effected by early retirement and unemployment, specially youth employment. It is a research on small business owners' satisfaction of SEMAS(Small Enterprise and Market Service) based on the funding policy, education and consulting program. It has surveyed 272 small business owners living Gyeongsangnam-province from January 2013 to September 2015. In addition, it analyzes some factors such as motivation, business model, item, owner's experience, sales and demographic by small business owner. Analysis results, the satisfaction of small business that uses support system is shown to be significantly related with education degree, entrepreneur motivation, and business kind is partly related. It will conduct a decision-making governor to help small business owners entered the start-up market and.

A Study on Influence of Entrepreneur Behavior Characteristics on Business Performance According to the Entrepreneurial Support System (창업지원제도가 1인창업자의 행동특성에 따라 창업기업 경영성과에 미치는 영향에 관한 연구)

  • The purpose of this study is to find out how the support system of the government and the local governments for enhancing the success rate of the startup firms affected the performance of the enterprises according to the behavior characteristics of the founders. It is divided entrepreneurial support system into entrepreneurial policy support such as entrepreneurial education, mentoring and consulting, and funding of startup support such as policy fund and R & D fund, distinguished the behavior of founder into behaviors for discovery of entrepreneurial opportunities and behaviors for exploiting entrepreneurial opportunities. In order to analyze whether it affects the corporate management performance, a research model was created based on the previous research and hypotheses were set up, and the hypotheses were verified based on this questionnaire. The results of this study are as follows: First, it is found that the support for entrepreneurial policy has a positive effect on the behavior characteristics of entrepreneur. Second, it is found that the startup support such as policy fund affects the behavioral characteristics for finding the opportunity of the founder, but it does not affect the behavioral characteristics for the opportunity exploit. Third, it was found that the behavior characteristics of entrepreneur founding opportunity and exploition of entrepreneurial opportunity influenced the performance of the company. According to the this study, the following conclusion were obtained, First, it is necessary to apply different policies according to the stage of growth of startup companies. Second, startup companies grow through the stages of development of new technologies and ideas, commercialization, and marketing, at each stage, entrepreneur must overcome the so-called Death Valley, which requires funding.

  • Sport industry creates value-added by production and distribution of product or service related with sports or sports. Because this industry shows promise in becoming a major industry area, the government is making an effort to bring up or develop it. The financing to firms of sport industry area(sporting goods industry, sport facility industry, sport service industry) with low interest rate and long-term repayment period on the basis of sports promotion fund is excellent scheme to promote sport industry. Nevertheless, Because many people indicate operational inefficiency of it, it is necessary to check operational efficiency through investigation for loan system of sports promotion fund. The purposes of this paper are to analyze public loan system using funds of other government organization and to the current status of loan system of sports promotion fund.

  • The impact of the recent small business start-up competition in the market, has become overheated. It is effected by early retirement of a generation of youth employment. This study is a study on the impact of SEMAS(Small Enterprise and Market Service) system operating of the funding system, education support programs, and consulting support system on the business performance of small business owners. It has surveyed 272 business owners, in Gyeongsangnam-province. The study includes specific support system for usage frequency and satisfaction and conducted from January 2013 to September 2015. In addition, it analyzes characteristic that motivation, business model, item, owner's experience, sales and demographic by small business owner. Analysis results, the management performance of small business that uses financial support system and consulting support system is shown to be high. But education support system is the opposite effect. As a result, the management performance is related to industry experience. Therefore education support system need to be reorganized to the support depends on the development stage. This study was conducted to help small business owners entered the start-up market and a decision-making person with a policy decision.

The purposes of this paper are to present some directions for the improvement of efficiency by the analysis to public loan system using funds of other government organization and to the current status of loan system of sports promotion fund. The result of this study are as follows. First, we propose enlargement of loan size and range. Second, it is necessary to use mortgages loan to technology in case of sporting goods industry and sport service industry. Third, we suggest the mitigation of loan disproportion and flexible application among loam amount of sport industry areas. Fourth, we suggest the construction of loan practical committee. Finally we propose the establishment of selection criteria to firms and ex-post evaluation system related with loan system of sports promotion fund.

  • "저탄소 녹색성장 기본법" 제정('10.1)을 계기로 녹색산업의 민간참여 확대 및 기술 시장 산업의 빠른 성장 유인을 위하여 녹색분야 금융 지원 방안을 목적으로 하는 '녹색인증제'가 지난 4월부터 본격 시작되었다. 녹색인증제는 정부가 녹색기술 또는 녹색사업에 대하여 인증을 해주거나 인증받은 녹색기술을 활용하여 일정 비율 이상의 매출실적이 있는 기업에 대하여 녹색전문기업으로 확인해 주는 새로운 제도이다. 녹색기술 보유 기업을 대상으로 자금 R&D 수출 마케팅 등 지원을 강화하고 정책자금 융자, 기술평가 보증 우대를 해주며, 녹색펀드 등에 투자하는 기업 또는 일반인에게 세제혜택을 주자는 취지다. 아직은 제도 시행 초기단계에 불과하지만 많은 녹색기술 보유 업체들로부터 관심이 커지고 있는 만큼 기존 인증제도와 변별력을 갖춘 차별화되고 실효성있는 추진을 기대한다.
