방재마을만들기는 지역방재개념을 도입하여 마을단위에서 자치단체와 주민들의 참여를 통해 지역자율 방재의식을 고취시키고, 마을에 조성되어 있는 환경적 영향을 고려하여 재해로 인한 취약요인을 조사하고 취약요인이 유사/인접되어 있는 마을을 대상으로 취약요인을 종합적으로 검토한 재해예방사업의 추진이 필요하다. 방재시범마을만들기 구축사업의 계획범위는 동/리 행정구역 단위로 실질적인 생활권 단위로, 생활권 단위에서의 방재관련 사업의 패키지화를 통하여 지역의 자주적 방재역량이 향상되도록 하는 사업으로 현재 방재시범마을은 조성/운영중에 있다. 이에 본 논문에서는 지역방재 실무 담당자, 대학교수, 연구원 등 전문가를 대상으로 의식조사를 실시하여 현 실태조사를 토대로 한국형 방재마을 구축 방안에 대해 도출하고자 한다. 전문가 설문결과 현 지역의 방재대책은 전반적으로 미미하며, 구조적인 부분과 비구조적인 부분 모두 보강되어야함을 알 수 있었다. 그 중에서도 지역주민의 방재에 대한 관심부분은 상당히 부족하다는 것을 알 수 있었다. 방재마을이라는 사업의 이미지는 대부분의 응답자가 재해위험지구의 정비사업 혹은 지역단위의 종합적 방재대책이라는 의견이 다수였으며, 방재마을 전반에 대한 의견으로는 지자체의 추진의지, 방재마을관련 법 제도 정비, 사업예산의 지속적인 확보, 방재마을 홍보 및 주민참여 등의 중요성을 강조하는 의견이 있었다. 이러한 설문결과를 바탕으로 지자체의 추진의지가 어느 정도냐에 따라 사업의 형태를 갖추고 성공할 수 있으며, 지속적으로 사업이 추진될 수 있는 방안 및 사업의 안정적 확보방안이 중요하다는 결론을 도출할 수 있다. 한국형 방재마을 조성을 위해서는 주민참여가 바탕이 되어야 하며, 이를 위해 방재마을 사업을 시민들의 풀뿌리 방재활동과 연계하여 추진하는 것도 요구된다.

The redevelopment project implementation difficulties and irregularities of the initial funding has been delayed in Busan. These financing and corruption in order to eradicate the composition of Urban & Residence Environment Improvement Fund. The province's major tax revisions improvement fund finances of City Planning Tax is due to the reduction is difficult to secure additional finances. This study tried to promote the activation of redevelopment in Busan by using Maintenance fund improvement of the institutional constrain As the results of this study, firstly, it is need to convert Metropolitan tax to some urban planning tax in local tax, some improvement fund to general rate among the Metropolitan tax. Secondly, we suggested to support of the practical measures for the operation and maintenance funds systematically, Urban & Residence Environment Improvement Fund the installation and operating ordinance's enactment, to establish a maintenance fund should be operational plan.

Flood discharge capacity in a dam downstream reach has been decreased after dam construction because of the river cross section reduction impacted by farm lands, sand-bars and parking lots, etc. in river flood plains. Those obstacles being in the river inside areas have caused negative influences to the dam operation policy. Therefore, the dam downstream river improvement work associated with the dam operation improvement plan is under construction for removing reduction factors on the dam effective storage, assuring flood safety in the dam downstream river and incrementing dam operation benefits. But the project has issued some problems such as project feasibility, economic evaluation, cost allocation and benefit share, etc. Since a dam enterpriser has not committed such kind of project before, it is necessary to set up an objective analysis process and a quantitative financial valuation. This study examines the measurable economic benefits and the cost allocation of the project for the fairness between benefit owners (central government and water electricity enterprisers). As a result, the total economic benefit from 3 dams (Imha, Daechung and Youngdam Dam) accounts for 14.41 Billion Won/year. The financial valuation of K-water as a project enterpriser is approximately estimated at 40% of the total value and the government is 60%.

근래에 들어 급속한 산업화에 따라 하천 고유의 특성을 간과한 채 개발 위주의 하천 정비사업이 시행되고 있으며 이는 하천의 인공화 및 생태계의 교란 등 많은 문제점을 낳고 있다. 이에 따라 하천 및 하도 환경에 미치는 영향이 심각할 뿐만 아니라 홍수 피해 또한 급격히 증가하고 있다. 지금까지의 치수 위주의 하천 정비를 벗어나 친환경적인 하천으로의 복원 사업이 필요한 실정이며, 이는 새로운 하천 관리 기술의 도입이 필요함을 의미한다. 따라서 본 연구에서는 항공사진과 GIS기반의 하천 시계열 분석을 수행하여 새로운 하천 관리 기술 도입에 응용할 수 있는 방안을 제시하고자 하였다. 분석을 위하여 댐 하류의 하천교란 및 적응현장 시범지역을 선정한 후 대상 지역의 항공사진을 GIS화하여 하천 교란 실태를 분석하는 데에 필요한 저수로와 제방 및 기타 자료를 shape 파일 형태로 생성하였다. 생성된 자료를 바탕으로 하천의 사행도 및 유로 변동 현황 분석을 실시함에 따라 하천의 변화 양상을 확인하였으며 대상 하천의 사행도 및 저수의 구체적인 제반 수치를 제시할 수 있었다. 또한 분석 결과를 바탕으로 현재 이루어지고 있는 하천의 정비 및 복원 사업이 하천의 흐름에 어떠한 영향을 미치는 지 예측을 가능하게 하였다. 본 연구에서 규명된 경년별 하천 형태의 변화 추세와 하천 부지의 물리적 특성 변화 양상을 기본 자료로 한다면 하천 관리에 있어 수리 수문학적 분석이 용이하리라 사료된다. 향후 연구에서는 GIS기반의 하천 관리 방안 수립에 대한 심층 연구가 뒤따라야 할 것이다.

Most researches about residential improvement projects deal with different process phase in order to examine important affecting variables. The main purpose of this study is to identify influential change of locational variables according to the process of residential improvement projects. Generally the residential improvement project consists of four phases such as site designation, project committee approval, residents association establishment and final project approval. The discriminant and correlation analyses are employed to examine the changes of locational variables by each phase of the project process. In residential redevelopment projects, the finding shows that locational variables in the final project approval phase act differently from those in the other phases. On the other hand, the variables act similarly among the four phases in the case of residental rebuilding projects although the significant level of discriminant analysis result, in the site destination phase, is relatively low significance. Therefore, there is no difference among the project process phase to examine to what extent of the residential improvement projects.

현재의 예방정비계획 운영 방법은 KPX에서 발전 사업자들로부터 희망하는 자신들의 발전기 예방정비계획 일정을 받아서 공급예비력 기준을 만족하면 승인을 해주는 방법으로 진행되고 있다. 이는 경제적인 부분을 예방정비계획 수립에 반영하지 못하고 계통의 신뢰도 측면만을 판단하는 것으로 생각할 수 있다. 따라서 발전비용을 최소화하는 예방정비계획 최적화 모델을 적용하여 예방정비계획 수립 시 경제성을 반영하려 한다. 이를 통해 연발전비용을 낮추면서 연평균 SMP 또한 낮춤으로서 한전과 발전사업자 모두에게 이익을 가져다 줄 수 있는 것이다. 따라서 본 연구에서는 비용 최소화를 목적함수로 하는 tool을 적용한 예방정비계획 최적 값과 기존의 예방정비계획을 공급예비율, 계통한계가격(System Marginal Price, SMP), 발전비용 세 가지로 나눠 비교하고 신뢰도와 경제성을 고려한 최적 예방정비계획을 수립하였다.

AIDS관련 민간단체가 숫적으로 많다고 하여 인위적으로 정비할 필요는 없을 것으로 생각된다. 각자 특이성을 갖는 다수의 단체가 형성되어 다양한 사업을 수행할 때에 AIDS사업은 보다 활기를 찾을 것으로 예상된다. 그러나 수많은 단체가 자생적으로 형성되어 독자적으로 사업을 수행하는 것은 바람직하나 서로 중복을 피하는 것이 바람직하다.

대한에이즈예방협회 서울시회는 국내와 인접한 홍콩, 말레이시아, 대만의 에이즈사업을 시찰하고 선진시스템을 배우고자, 지난 9월 14일부터 일주일간 연수를 실시하였다. 그중 홍콩은 정부의 적극 개입으로 에이즈사업에 대한 체계가 잘 정비되어 있었다.

공공 기관이 민간 업체가 주도하던 재개발 사업에 뒤늦게 끼어들어 마찰을 빚는 사례가 늘고 있다. 이에 따라 공공 기관에 절대적으로 유리한 현행 관련 규정을 개정해야 한다는 목소리가 점점 높아지고 있다. 공공과 민간의 사업의 마찰을 줄일 수 있는 방안에 대해 알아보자.
