전자정부 표준프레임워크는 공공부문 정보화 사업을 위해서 개발 보급되었으나, 최근 민간부문으로 확대 적용되면서 정부차원의 강제성 없이 자발적으로 오픈 플랫폼 생태계로 진화하기 시작하였다. 또한 전자정부 표준프레임워크는 세계 전자정부 1위의 대한민국에서의 성공적인 안착에 힘입어 개발 도상국을 중심으로 해외로도 확산 조짐을 보이고 있다. 본고에서는 최근 내수 시장의 한계 및 국내 SW 산업 정책이 중소기업 중심으로 이루어지면서 대형 IT서비스 기업들의 해외진출 전략이 공격적으로 전환되고 있는 시점에서 전자정부 표준프레임워크를 중심으로 국내 기업의 장점을 살리면서 단점을 극복할 수 있는 성공 전략에 대해 알아본다.

전자정부 표준프레임워크는 공공사업 프로젝트에서 응용 SW 표준화, 품질 및 재사용성 향상 등의 목적 하에 개발된 것으로 일반 기업에서도 도입하여 시스템 개발에 활용하고 있다. 이는 전자정부 표준프레임워크가 정부기관은 물론 일반기업에서도 효율성 향상 측면에서 중요하다. 본 연구는 전자정부 표준프레임워크를 일반기업 프로젝트에 도입할 때의 기대효과 및 문제점들을 정리하고 도입방법과 단계를 살펴보고 전자정부 표준프레임워크가 일반기업에서도 많이 활용될 수 있는 방안에 대해 연구 하였다.

This paper shows the case of the evolution of Korean e-Government services in the theoretical lens of Actor-Network Theory and Structuration Theory. It presents how human actors (i.e. presidents and the central administrations) and non-human actors (i.e. law, standards, and relay systems) have established as the one network together, and how this network affects the evolution of Korean e-Government services. This case demonstrates in public sector can adopt not only Actor-Network Theory, but also Structuration Theory to explain both micro and macro contexts. The practical implications are given especially for the developing countries in pursuing the rapid development process of e-Government services.

중국은 한글입력 표준을 국제표준으로 제정하려는 소위 '한글공정' 작업을 시도한 바 있다. 당시 우리 정부와 업계의 자성으로 한글자판의 국가표준을 만들었지만 중국의 한글공정은 여전히 현재진행형이다. 특히 중국에서 사용하는 조선어는 중국 정부가 공식 인정한 언어이며 한글을 사용하는 한국-중국-북한 간 언어의 이질성은 매우 심각한 수준이다. 이제 우리나라가 한글의 통일과 표준화에 주도권을 가지고 세계화에 앞장설 시점이다.

This study examines how scientists understand standardization and standardization policy in the Korean national R&D context and analyze future policy direction of standardization policy. Interview with 15 scientists at universities and government-funded research institutes who have participated national R&D (particularly in the field of technology convergence) were conducted. The results show that considerations of standardization at the process of technology convergence is somewhat different from them at the process of general R&D. Also, considerations of standardization at the process of technology convergence is needed at the later time within the R&D time schedule because of low visibility and forecasting on the technology convergence outcome. It finds that "standardization by private sector" is the future policy direction in Korea. The government needs to be remained as "helper" for private sector to lead standardization in a globalized market

One of the biggest problems found from the results of the various GIS-related projects is this. In spite of the fact that there is a national standards on GIS data structures, in building and managing the information on a variety of facilities in an area, each of the concerned organizations has been building the information using their own standards on the selection and organizations of the target facilities, naming convention, and coding regulations of the selected facilities. This distinctively exposes the limits and problems of the national GIS data standards in adopting to the regional GIS projects, resulting in considerable problems in sharing the information already built. The national GIS data standards, therefore, should be expanded and revised. As an effort to solve the above-mentioned problems, this paper suggests an idea on the revision and expansion of the national GIS data standards in the field of road and related facilities. It is believed that same efforts should be made for the other areas of the national GIS data standards to increase the applicability to various GIS projects.

The government-affiliated organizations are required the autonomous record preservation and management, considering their management independence and specialty. In absence of general record management system for government-affiliated organizations, establishment of the standard; Functional requirements of systems with record management for government-affiliated organizations, etc. NAK/S 24:2014(v1.0) is meaningful because it can consensus the functional requirements and directions which are considered when organizations develop in-house record management systems. This study aims to analyze functional requirements and suggest procedures and strategies for application of the standard in the case of development of the record management system.

표준특허란 표준문서의 규격을 기술적으로 구현하는 과정에서 필수적으로 적용해야 하는 특허로서, 최근 선진국은 "R&D-특허-표준화의 연계"를 강화하고 있고 글로벌 기업 또한 표준과 연계한 특허 획득에 주력하고 있다. 우리나라 또한 기술선점, 시장지배력 및 경제적 파급효과 등의 표준특허 확보의 중요성을 인식하고 있고, 정부와 정부부처의 산하 연구기관을 중심으로 표준특허 관련 법 제도 등의 관련연구가 진행되고 있다. 그러나 표준특허 분석결과만이 연구결과로 공개되고 있을 뿐, 실제로 표준특허 선별을 위한 정형화된 기법은 전무한 상태이며 분석방법론 관련연구 또한 매우 미미한 상태이다. 따라서 본 논문은 형태학적 특성에 기반을 두어 표준과 특허문서 간 유사도를 측정하고, 측정된 유사도를 분석하여 신뢰성 있게 표준특허를 선별하는 방법을 제안하고 그 적용사례를 분석한다.
