Startups play an important role in economic growth and job creation in niche markets, thus governments regularly expand their research and development(R&D) budgets accordingly. As stratups are more dependent on governments to compensate for insufficient resources and capabilities than large and medium-sized companies, trust in government policies will be important. In this study, we analyzed the impact of startups' trust in government R&D policies on innovation performance. There were three major results. The first result is that government R&D investments in startups increase innovation performance in the manufacturing and high-technology industries but did not affect other industries. The second result is that trust in government R&D policies increased innovation in high-and medium-high technology and manufacturing industries. The third result is that trust in government R&D policies affects innovation before, during, and after evaluation of support process. We analyzed the importance of trust to the effectiveness of government R&D support to determine how to effectively provide it. The results show that governments need to differentiate the types of R&D support they provide according to the target firm's technology level and whether they are a manufacturing company and that appropriate R&D support mechanism should be developed for low-technology and non-manufacturing companies. Finally, governments should allocate resources and make fair and transparent decisions to help companies grow, not to better supervise them.

This is to review the reform of the governance for science and technology advanced by the Noh Moo Hyun government. The reform mainly included introducing the vice premiership for science and technology, strengthening the coordinative function of the National Science and Technology Committee over the public R&D budget and programs, and establishing the Office of Science and Technology Innovation under the vice premier for science and technology. The reform aims to improve not only the policy coordinative mechanism but policy discourse mechanism over the enhanced science and technology policy. This paper argues that Noh Moo Hyun Government's reform of the governance for science and technology was not successful. The reason is that the reform targeted mainly to improve the policy coordination among government departments concerning science and technology policy. But it was nearly neglected to make effective the policy discourse mechanism linking the state actors and societal actors.

국내 창업연구 결과에 따르면 사내벤처 기업의 생존률 및 성과가 일반 창업기업 대비 더 높게 나타난다는 연구결과들이 제시되고 있다. 이에 우리 정부는 2017년부터 사내벤처 및 분사창업기업 육성을 위한 지원제도를 운영하고 있으며, 본 연구에서는 이러한 정부의 개입이 분사창업기업의 창업과 성장에 미치는 영향 관계를 분석하는 것을 목적으로 하고 있다. 본 연구의 대상자는 2019년 1차년도 사내벤처 육성프로그램에 참여한 7개의 기업 중 11개의 분사기업팀을 대상으로 하였으며, 주된 영역은 (1)분사 칭업자의 특성에 따른 기업가적 의도 및 (2) 모기업의 지원정책, (3) 정부의 정책 개입에 따른 분사창업과의 관계를 규명하고자 하였다. 3개월의 이노베이션 부트캠프 과정 이후 2022년까지 해당기업의 CEO 인터뷰 및 기사를 통해 추적한 결과, 사내벤처팀 모두 모기업의 지원정책과 본인의 업무를 기반으로 창업을 시작하였으며, 모기업 및 유통파트너를 첫 소비자로 하는 경우가 다수를 차지하였다. 모기업은 재정직 지원 제공하는 한편, 정부에서 요구한 '실패시 재입사 가능'의 조항을 준수하고 있었으며 이러한 정부의 정책개입은 중소기업의 사내벤처제도에 긍정적인 영향을 미치고 있음을 확인할 수 있다. 본 연구를 통해 우리나라 정부의 사내혁신을 통한 혁신창업 활성화에 이론적, 실무적, 정책적 제안을 제시하고자 한다.

International technological cooperation between Korea and Germany is important from a strategic perspective, especially from the view of hub Asian countries around China and Japan. The Korean strategy has emphasized technological cooperation with Germany, an established hub for the EU. However, German and Korean technological cooperation requires supporting policy by the German government for further technological cooperation with Korea. Active support policies for international technical cooperation have been considered for implementation within the main countries. The German government has increasingly recognized Korea as an important partner country. This paper seeks to identify support policies for German small-to-medium size enterprises (SMEs) for greater technological cooperation. Study results found that German SMEs need to strengthen networks in Korea.

The research goal of this paper is to find the cluster policies for the federal and provincial governments through German Cluster Politics. This paper consists of five chapters. In the first chapter the theoretical background for the Cluster is examined. The next chapter details the research method for the federal and state German Cluster Policy study. The results of this paper show that the federal and state German Governments may co-operate or compete in cluster politics. Additionally, this research falls under EU Political Research under the umbrella of the EU. This cluster policy research also provides implications for the Korean Government in the long term.

This study examines the types and characteristics of the policy instruments of Korea's higher education policies since the Lee Myung-bak administration. To this end, McDonnell and Elmore (1987)'s types of policy instruments were adopted and the higher education policy tasks announced by the Ministry of Education were classified by sector and type. As a result of the analysis, Korea's higher education policy showed a tendency to gradually shift from 'mandates' to 'inducements' and 'capacity building'. Despite this trend, however, in policy tasks such as university evaluation, the Lee Myung-bak, Park Geun-hye, and Moon Jae-in administrations all maintained policy instruments that combine 'mandates' and 'inducements'. Third, the 'system change' based on a market-oriented mechanism was used only in the Lee Myung-bak administration, and was not adopted in the higher education policies of the Park Geun-hye and Moon Jae-in administrations. In the field of global and industry-university cooperation at universities, it is encouraging that the Lee Myung-bak administration to the Moon Jae-in administration have steadily introduced policy instrument of 'capacity building', but in the fields of specialization and competitiveness enhancement, policies centered on 'mandates' and 'inducements' was using the policy instrument.

The purpose of this paper is to analyze the free economic zone policy from the viewpoint of Policy Science. because of insufficiency on policy science of the previous researches for the free economic zone. So Trying on free economic zone policy from the viewpoint of policy science, the paper is shown the new proposal for free economic zone policy. For this trying, this paper used to the viewpoint of policy science; (1) the system of policy(policy process, policy content(pattern)), (2) the policy implementation(local government-central intergovernmental management). In the end, beyond the previous research on the free economic zone policy, shown on not only new viewpoints on the free economic zone, but also, the solutions of practical implementation for free economic zone on the free economic zone.

정부의 정책도 중요하지만, 무엇보다도 중요한 것은 정부에서 추진하는 방역정책에 양돈농가가 적극 호응하는 것이다. 또 양축가 자율로 방역에 철저를 기하겠다는 확고한 의지가 합쳐져야 한다.
