A seismic change is under way in diplomatic topography surrounding the Korean Peninsula. A new dynamic is being generated that could lead to a breakthrough in the nuclear stalemate and to an end of hostility between the two Koreas. Moon Administration's bold and creative foreign policy, which is alleged to place South Korea in the "driver's seat", is probably responsible for what is happening on the Korean Peninsula. However, on the other hand, Moon Administration's foreign policy shows a lot of continuity with foreign policy of previous conservative governments. In particular, the Moon government's emphasis on the vitality of the ROK-US alliance and its commitment to close coordination with the US in dealing with nuclear issues of North Korea is the hallmark of the continuity in South Korea's foreign policy. Emphasizing and sharing the notion of the continuities in foreign policy could contribute to social integration by garnering bi-partisan support. It could also spawn sense of stability, predictability, and confidence to diplomatic counterparts in other countries. And it could help avoid the negative effects of expectation-reality gap in the event that the outcome of all the diplomatic endeavor falls short of expectation held by citizens.

The present report aims to examine the assistive technology(AT) service operating system for the Disabled in Sweden, and will give it to NHIS(National Health Insurance Service) to manage of policy for AT service operating system. The user of AT is around 10% of the Disabled in Sweden which is introduced the AT service system to support the independence for the Disabled. To provide AT service, the role of the Ministry of Health(planning and regulation, controling Handisam and Hi as a subsidiary), County councils(providing and follow up medical AT service, operating AT service center) and Municipalities(providing general AT service) in Sweden is decentralized strictly. Specially, all the AT device is lent freely and recycled suitably for persons with Disabilities, moreover nurses, physical therapist and occupational therapist has a qualification for prescription of AT device . This finding will be the basis to improve Assistive Technology Operating System in Korea.

The purpose of this study is to reduce the barriers to entry into the government- supported startups and to contribute to the improvement of public policy services of the government. To do this, we identify the difficulties and problems that pre-founders are experiencing through startup cases of young entrepreneurs established in 2018, and provide practical help for pre-founders to experience their utility in preparation for government-supported startups, the need for public services to do so. And to propose a mentoring service to help the successful startup of policy-oriented user. This study is effective to adopt and apply the public service design process and methodology to the development of public policy service for the pre-founder who is preparing for government support centered startup. This study is meaningful that it presents one approach that can be considered when the government wants to develop and improve public policy services.

This study is to reconstruct the user-oriented e-government service based on home network infrastructure using ubiquitous computing technology. Until now, 31 e-government roadmap tasks have been promoted as main projects of e-government. This study explores what should be respective priorities for the suppliers and users of e-government if the services are provided in linkage with home network infrastructure. The result of survey showed us that the efficiency of administration and the improvement of the civil service, including citizens' online participation should be priorities. In order to reinforce home network infrastructure in implementing u-government, the government, at first, has to relax regulation, support businesses to develop related technologies, and construct safe infrastructure for citizens to use e-government services. Second, businesses should develop home network technologies that include various contents and construct home network systems that citizens can use easily. Third, citizens should have interests and participate in the government policies for home network services. Particularly, this study aims to suggest policies that consider positions of both the suppliers and users of e-government so that home network-based e-government can be implemented in the future.

The purpose of this study is to investigate the role of Gyeonggi provincial governments in smart city policy. In order to satisfy the purpose of the study, we closely identified how may local governments(si. gun) have been taking participated in smart city project of the central government, and its characteristics. Then we know the detailed strategies that Gyeonggi provincial governments should do. Gyeonggi-do provincial governments enacted smart city-related ordinances in 2020 and participated in the Smart City Local Council. In the future, Gyeonggi privincial government will propose amendments to the law, review participation in the central government smart city policy project, the "integrated platform construction project of the metropolitan government model", and propel Gyeonggi-do's own smart city policy based on the blind spots of the policy.

현재 우리나라의 GDP 대비 R&D 투자 규모는 세계최고의 수준에 이르렀다. 이러한 연구개발 예산의 양적인 확대 및 성장과 함께 상대적으로 연구개발 예산의 효율적 활용이 중요한 과학기술정책 이슈로 부각되고 있다. 본 연구는 정부 R&D사업 유사영역의 효율성 제고를 위한 정책, 전략의 수립 및 실행의 의사결정을 돕는 데이터 기반의 객관적인 지표들을 제시하였다. 그 후 본 연구에서 제시한 효율성 지표들을 NTIS에서 추출한 2015년 정부출연연구기관 R&D 사업 데이터와 연계하여 실질적으로 측정과 사용이 가능한 정량적 지표들만을 따로 선별하였다. 또한 정부 R&D사업 효율성 지표들의 가중치를 측정하기 위하여 계층분석기법(analytic hierarchy process)을 수행하였으며 계층분석기법의 결과로 나온 가중치를 효율성 지표들에 적용하여 과제 우선순위를 도출하였다. 이를 통해 정책의 수립, 실행 및 조정 시 고려해야 할 지표의 우선순위를 설정하여 유사연구영역 관련 정부 R&D 정책수립에서 실행까지의 연계를 강화시키고 국가적으로 한정된 자원의 효율적 사용을 위한 방안을 제시하였다.

민군기술협력사업은 민과 군의 공동활용 기술개발 및 기술의 상호이전을 추진하는 사업으로, 민군기술의 융합을 바탕으로 과학기술을 효과적으로 획득하고 활용하기 위한 국가정책이다. 1998년 이후 현재까지 정부주도의 다양한 민군기술협력사업 진흥정책이 시행되었으나, 일관성있는 범 부처자원의 추진체계 및 위원회와 참여기관간의 상호협력 부족으로 그 효과가 극대화되지 못하고 있어 민군기술협력사업의 효율적인 정책 추진 방안에 대한 연구가 필요하다. 본 연구에서는 정부의 기본계획에 대해 각 수립 시기별로 민군기술협력 거버넌스 변화에 따른 민군기술협력사업의 연구 성과와 민군 기술의 상호 영향성과 문제점을 확인하고, 이를 기반으로 거버넌스에 의한 민군기술협력 사업의 활성화 영향에 대해 분석하였다. 향후 민군기술협력의 시너지 개선을 위하여, 민군기술협력 사업의 정책 주체인 정부부처-위원회-전문가집단 관계구조의 발전 방향에 대해 추가 연구할 예정이다.

이 논문은 선진민주주의 국가의 선거경쟁에서 제시되는 정당 매니페스토 자료와 사회정책 자료를 사용하여 국가별 정당 간 입장의 차이, 정부당파성과 복지국가의 관계, 그리고 복지국가 이슈에 관한 정당양극화의 문제에 대해 경험적 분석을 제시한다. 이 논문의 분석이 제시하는 바는 다음과 같다. 첫째, 선진민주주의 국가의 주요 좌우파 정당 간 사회정책 입장의 차이는 국가별로 편차를 보인다. 복지국가 이슈와 관련한 정당양극화의 정도는 기존 복지국가 체계의 특성, 선거제도, 또는 선거경쟁에서 나타나는 복지국가 이슈의 유형에 따라 다른 것으로 보인다. 둘째, 집권정당의 당파성이 복지국가에 미치는 영향을 확인할 수 있다. 셋째, 정당이 복지국가에 미치는 영향이 제한적이거나 혹은 제도적 맥락에 조건지어진다는 점을 고려할 필요가 있다. 어쩌면 정당 및 정부당파성이 복지국가에 미치는 영향은 협의제 민주주의(consensus democracies) 유형의 국가들보다는 다수제 민주주의(majoritarian democracies) 유형의 국가들에서 더 뚜렷하게 나타나는 것인지도 모른다. 넷째, 정당의 정책입장의 변화는 경쟁하는 주요정당의 정책변화에 영향을 받기도 한다. 또한 이슈유형에 따라 위치이슈와 합의이슈로 구분할 수 있는데, 각 국가별 선거경쟁과 복지국가 논의는 다양한 형태를 가지면서 진행된다.

The aim of this paper is to evaluate policy impact of Inno-biz verification and Venture verification, especially focusing on the complementarity effect according to the overlapped support in Korean ICT industry. Alongside the implementation of various government innovation policies, discussions regarding evaluations of such policies have been consistently undertaken in economics, because it is very important to evaluate whether public policies have played a proper role. However, one of the distinguished point of this research from previous studies is that this paper not only includes evaluations of a single policy, but also the discussion about interaction between different innovation policies. The main result of this paper is that, in the case of overlapping homogeneous policies such as Inno-biz and venture verification, the complementarity effect is negative. Compared with previous studies, the uniqueness of this research is as follows. First, deviating from the view of previous studies that focused on the evaluation of a single policy, this paper has considered interactions and the complementarity effect of innovation policy through "policy mix," an economic term. Second, based on this concept, the paper suggests an analysis framework for the evaluation of interactions and the complementarity effect of innovation policy.

This paper attempts to understand the factors that affect the social and economic performance of social venture and thereby obtain practical and useful implications. We analyze how such factors as social entrepreneurship, management competency, and organizational culture affect economic and social performance of 185 social venture in korea. In addition, we examine how government support may moderate the relationship of each variable. We find that innovativeness, proactiveness, risk-taking and social value orientation positively affect economic performance, whereas innovativeness, proactiveness and social value orientation can enhance social performance. We also learn that social entrepreneur's competency can have a direct effect on the enterprise's profitability, while organizational culture seems to affect performance of the companies only slightly. Government support is shown moderate effect of social entrepreneurship, competency, and organizational culture on the company's performance. Interestingly, our findings indicate that raising competency of social enterprise can be more effective than government support for enhancing performance of companies. Lastly, social venture's economic performance is shown to affect its social performance.
