Policy problems are complex due to diverse participants and their relations in the policy processes. Defining the right problem in the first place is important because Type III error is likely to happen without removing rival hypothesis in defining the problem. This study applies Boundary Analysis suggested by Dunn to structure IT policy problems in Korea. The time frame of the study focuses on 5 years of Lee Administration and data are collected from four newspapers. Using content analysis, the study, first, elaborates total 2,614 policy problems from 1,908 stakeholders. After removing duplicating problems, 369 problems from 323 stakeholders are identified as a boundary of IT policy problem. Among others, failures in government policies are weighted as the most serious problems in IT policy field. However, many significant problems raised by stakeholders dated back to more than a decade, and those are intrinsic problems, which initially caused by market distortions in the IT industry. Therefore, we should be cautious not to overemphasize the most conspicuous problem as the only problem in the policy field when we interpret results of problem structuring.

The research investigates the changes of current government policy for Micro-enterprises with respect to the government policy fund, start-up, management education and the relevant consulting services. The examination is used for providing the improving directions of Micro-enterprise government policy reflecting on the current Micro-enterprises. While Micro-enterprise belongs to the class of Small enterprise, the impact of the government policies in Micro-enterprise is much bigger than the other. For this reason, the fundamental investigation considering Micro-enterprise is crucial. In order to provide the improving directions, this research examines the incumbent government policies. Then, the analyses provides the changing agenda for Micro-enterprise. The suggestions contributes to the improving criteria for right paradigm of Micro-enterprise.

정부는 전기차 보급 목표치 달성을 위해 인프라 확충, 보조금 지급 등 다방면에서 지원 정책을 펼치고 있다. 이 연구의 목적은 정부의 전기차 정책이 부족하다는 인식에서 시작하여, 전기차 등록 대수 및 전기차 충전소 현황을 연도별로 비교하여 지원 정책이 유의미하게 작용했는지 파악하고, 정책의 방향성을 제시하기 위해 수행되었다. 연구를 위해 국가통계포털 및 서울시 데이터센터 등에서 받은 지역별/연도별 차량수, 지역별 전기차 충전소 현황, 지역별 전기차 보조금, 차량별 전기차 보조금 등의 데이터를 수식과 DB 메소드를 통해 가공하여 정부의 정책판단에 유의미한 영향을 줄 수 있는 데이터들을 산출해내었다. 이 연구는 전반적인 전기차 시장의 흐름을 파악하는 데에 효용가치가 높다고 사료된다. 과거와 현재의 데이터를 기반으로 하여, 현 상황을 분석하는 데에 그치지 않고, 이후의 상황에 대한 대략적인 이미지와 로드맵을 제시할 수 있었다.

The debate surrounding advertising effectiveness is not to be overstated as a major source of advertising research. However, there is still a lack of discussion on the model for measuring the effects of government and public service advertising. This study focuses on this point and develops an index model that can evaluate government advertising. For this purpose, we conducted a survey of 800 respondents in 7 major cities. Based on the creativity evaluation factors (originality, clarity, and appropriateness) of government advertising and the evaluation factors (interest, avoidance, and relevance) of policy contents, a causal model that affects the cognition, attitude, and behavioral responses of the audience was set up. As a result of analysis, originality, clarity, interest, and relevance except for appropriateness and avoidance were meaningful variables for creating government advertising effect such as policy understanding, audience attitude, word of mouth intention of policy. In addition, policy understanding and audience attitude were the main mediating variable influencing the word of mouth intention of policy. Based on research results, this paper discussed the direction for creating effective government and public service advertising in the future.

This Study aims to evaluate teacher policy in the Park Administration and to suggest tasks based on the results. To attain the aim, it describes overall teacher policy process in Park Administration and evaluates teacher policy based on the criteria which was driven from the CIPP model. The conclusions are summarized as follows. First, the environmental suitability of the situation assessment was met in general. The reason for this was that the teacher policy of the Park Geun-hye government was introduced reflecting changes in the environment and demands of policy stakeholders. The validity and feasibility of the policy objective of the input evaluation were not satisfied. There were deficiencies in the objectives of the policy measures. The objectives of the measures were not linked to the policy objectives. The budget necessary for policy enforcement were not secured. In future policy design, efforts should be made to examine whether the policy goals are valid, to secure resources necessary for policy implementation and to increase the feasibility of policies. The procedural rationality of the process evaluation and the suitability of the means were not met. Discussion with the interest group was omitted, it was not clear whether the implementation of the policy was linked to the policy goal. In the future, it will be necessary to focus on procedures such as communication and collaboration with stakeholders, to make immediate revisions in case of problems. The effectiveness and satisfaction of the output evaluation were low. Because the validity of the policy objectives, the suitability of the means, and procedural rationality were not satisfied. In the future, it will be necessary to systematically design policies and communicate with stakeholders in the execution process to prevent policy failures and actively.

방산물자 국산화의 주역은 정부도 군도 아닌 개발업체이다. 방산물자 국산화의 성패는 개발업체의 노력과 기술력에 달려있다 해도 과언이 아니다. 따라서 이들 개발업체를 도외시한 정부의 국산화정책은 실효를 거둘 수 없기 때문에 정부는 업체의 개발의욕과 기술수준을 높이는 투자와 노력을 기울여야 할 것이다. 또한 개발참여시 발생하는 문제점과 애로사항을 충분히 해소시켜 주는 법과 제도적 장치, 그리고 정책적 배려를 해 줄 때 국산화율을 향상시킬 수 있다.

In the 21st century, administration is changing rapidly. The process of reconstruction based on ubiquitous environment in the enhanced information society reflects the paradigm shift to the information and knowledge society. Attempts to improve administrative services are also continuing through restructuring of administrative organization and organization reengineering in public sector. Thus, this study reviews the process of development in the e-government and tries a preliminary approach for diagnosis and performance measurement. It is needed to examine in order to maintain continuity of the future e-government. Henceforth, clear and diverse performance management and evaluation on the e-government should be made.

It's hardly possible to end the controversy over the effectiveness of government's role in economic growth of developing countries. It seems that each side can provide enough empirical evidences to support each side's argument. In most developing countries, the governments' capability to implement the economic plan is a more important factor that the type of policy they choose. Therefore, in this study, we focus on the capacity of policy implementation rather than the choice of policy itself. We tried to critically investigate Ecuador's policy implementation capacity in terms of qualities of policy framework, policy measures and policy constraints. First, Ecuador places high priority on import substitution and export promotion, she is not equipped with sufficient policy measures. Second, the overall policy framework is not effective enough to mobilize resource support those policies. Third, while the SENPLADES is leading overall develoment plan, it lacks the capacity to coordinate various ministries involved.

This study was conducted to review the educational reform of the Moon Jae-In government, to analyze the its issues, and to suggest the tasks for the successful reform at the time since the government of Moon Jae-In was launched just over a year old. To attain the aim, we first examine the characteristics of the Moon Jae-In government, who emerged as a candlelight revolution, and what it means in terms of educational politics perspective. Under this background, this study examined the direction, contents, and implementation method of education reform policy of the Moon Jae-In government. And the study discussed what are the major issues raised in the direction and contents, implementation method of education reform, and what are the future challenges for resolving such issues. In conclusion, based on the discussions of the issues and tasks of the education policy, in order to implement the new educational system in the future, the Moon Jae-In government should take into consideration the discourses related to vision and direction, educational policy to embody them. The results of this study are expected to give an opportunity to examine the direction, content and implementation of policy in the early stage of the government.
