For over two years, after COVID-19 was first reported in the last quarter of 2019, the world has suffered from the pandemic. The Korean government has taken an initiative and has implemented a variety of policies to protect people from COVID-19. These policies have resulted in some suffering and inconvenience for people. In this context, we aim to find out what factors influence Korean college students' intention to social distance. We surveyed with Google's online survey tool(Google Form) for 116 Korean college students using a convenient sampling from December 30, 2020, to January 8, 2021. We put perceived susceptibility, perceived severity, perceived health status, level of involvement, and trust in the policy as independent variables into a multiple regression equation using the stepwise method. We found that intention to social distance was predicted by perceived susceptibility, level of involvement, and trust in the policy in the final model. The findings mean that the more people perceive themselves susceptible to COVID-19, and the more they get involved with COVID-19, and the more they trust their governmental policies on COVID-19, the more they agree on social distancing.

이 논문에서는 남북한 관계를 중심으로 분쟁해소와 협력관계 구축에 있어서 신뢰(信賴)가 할 수 있는 역할(役割)에 대해 검토해 보았다. 이 논문의 모델은 Kreps-Wilson(1982)의 신규진입 게임을 협력관계 구축이라는 새로운 상황에 맞게 변환시킨 순차적 게임모델로서 유한반복(有限反復) 게임구도와 비대칭적(非對稱的) 정보소유(情報所有)를 그 근간으로 한다. 북한이 남한정부가 진보적이라고 믿는 확률을 남한에 대한 '신뢰(信賴)'라고 정의할 때, 신뢰는 크게 나누어 다음과 같은 역할을 한다. 북한이 남한에 대해 작은 규모의 신뢰감만 가지고 있어도 피의자(被疑者)의 딜레마 (Prisoner's Dilemma) 상황을 피할 수 있으며 상당한 기간동안 남북협력관계(南北協力關係)가 지속될 수 있다. 왜냐하면 보수적 성향의 남한정부도 북한이 개혁정책을 추진할 때 대북(對北) 압박정책 대신 포용정책(包容政策)을 통해 얻을 수 있는 수익이 적지 않은 점을 고려하여 상당기간동안 포용정책을 선택할 동기가 있기 때문이다. 하지만 이와 같이 자신의 성향을 은폐하는 위장행동의 가능성이 높은 동안 신뢰(信賴)는 쉽게 증진되지 않는다. 다만 남북한이 협력을 통해 실질적인 수익을 얻을 수 있을 뿐이다. 남북협력관계를 구축하기 위해 남한이 할 수 있는 일은 정책대응에 소요되는 시간을 줄이는 한편, 개혁정책을 통해 북한이 얻을 수 있는 기대수익(期待收益)을 늘리고 남한에 배신당할 경우 입는 피해를 줄여주는 것이다. 특히 장기적인 관점에서 북한의 기대수익을 점진적으로 늘려 '신뢰도(信賴度)가 넘어야 할 문턱'을 낮추는 것이 효과적인 정책이다. 따라서 남북관계를 진전시키기 위해서는 북한의 지속적인 개혁을 조건으로 북한의 기대수익이 점진적으로 증가하는 KEDO식의 장기적 경협사업(經協事業)을 고안하여 추진해야 한다. 이에 반해 인도주의적 명분하에 일과성의 식량지원을 북한에 제공하는 것은 북한의 구조적(構造的) 경제난(經濟難) 해소나 남북관계의 지속적 진전에 별 도움이 안되는 정책이다. 북한은 북한 나름대로 남한을 한번 믿어볼 필요가 있다. 왜냐하면 상대방에 대한 불신(不信)은 결국 협력관계가 유지될 수 있는 기간을 감축시켜 비효율적인 결과를 초래하기 때문이다.

본 연구는 미래에 창업을 하고자하는 예비창업자에게 창업의도의 방향을 제시하기 위해 창업을 하기 전 자신을 알게 하고 정부지원과 교육의 필요성, 중요성을 일깨워주는 연구로 실증적으로 조사 규명하였다. 향후 예비창업자에게 창업준비를 충분히 하여 실패를 줄이고 정부지원제도의 지원체계가 복잡하지 않은 효율적인 제도가 되길 시사점으로 제시하였다. 실증 분석의 대상은 인천지역 직장으로 고용에 불안한 비정규직과 퇴직을 앞둔 남녀로 조사 258개 데이터로 사용 하였으며 창업을 하고 싶지만 자신감이 부족하고 실패에 대한 불안감으로 시작을 못하였다는 점으로 미루어보아 의미 있는 조사 분석이였다. 측정도구의 신뢰도 타당성을 검증하기 위하여 요인분석과 신뢰도 분석을 실시 카이저 (Kaiser Rule) 규칙이 있는 베리맥스(Varimax)직각회전을 이용한 주성분 요인분석을 사용하였다. 가설검증 결과 예비창업자의 심리적 특성, 창업준비 특성이 창업의도에 영향을 미치는 것으로 나타났으며 창업교육 조절효과 분석 결과는 창업준비 기간과 창업의도 간에 조절효과가 나타났다. 개인적 특성에 따른 창업의도는 창업준비 특성에서 차이가 보여 졌다. 본 연구는 예비창업자로서 창업의도에 창업자로서 특성을 갖추어 성공적인 창업을 준비하고 정부지원제도에 필요한 자료로 제시하고자 한다.

The objective of this study is to find out whether policy acceptance(attitude formation and intention of action) is affected by the message appeals(rational vs. emotional) when policy PR messages emphasize prosociality, and by various factors such as trust in government, involvement, and demographic factors as moderating variables. Although message appeals does not show any difference by itself, interaction effect is observed between trust in government and message appeals; the rational appeal is more effective to those with low trust in government while the emotional appeal is more effective to those with high trust. No other interaction effect is founded but involvement, gender, and age group show important main effect in policy acceptance; high-involvement group and female group are more favorable in attitude toward prosocial policy and behavior intention compare to the each of counterparts, whereas older group is more favorable in behavior intention.

In terms of realizing the future e-government such as intelligent government, this paper attempts to provide an earnest and insightful reflection and suggests desirable strategies with regard to the four different crucial elements including electronic voting, electronic contract, resident registration/electronic document management, and real-estate registration as an operating strategy of intelligent government and the fourth industrial revolution regarding. The 4th industrial revolution is aimed at concentrating information or data characterized with sharing, opening, communicating and releasing in cloud computing system, analyzing big data, collecting information, and flourishing people's well-being by information and communications technology with utilizing the smart devices. Therefore, reliability of the pivotal information or data is critical and it is important for the participants being transparently shared, without the data or information being forged. In this respect, introduction or application of block chain technology is essential. This paper will review preceding studies, discuss the aspect of the 4th industrial revolution and intelligent government, then suggest operating strategies in the field of electronic voting, electronic contract, management of resident registration and electronic document and real-estate registration.

정부는 공공데이터 개방을 통해 신산업, 일자리 창출 등 경제 활성화를 위한 도구로 활용하는 것을 목표로 한다. 정부는 고품질의 공공데이터 보유를 위하여 품질 개선 활동을 통해 공공데이터 품질 향상을 진행하고 있다. 그러나 공공데이터 품질관리 수준 진단을 진행하는 담당자의 데이터에 대한 전문성과 이해도에 따라 품질진단 결과에 격차가 발생하여 진단 결과의 신뢰성을 보장하기 어렵다. 본 논문은 공공데이터의 원활한 품질진단 지원을 위해 품질진단규칙 매핑 모델을 제안하여 공공데이터 품질진단의 안정성과 신뢰성을 높인다.

Reliability means that certain parts or systems maintain its best qualities and functionalities within certain periods and is the prospective quality which the safe life of products is indicated by quantitative values and the highest level of reliability of the products is required to attain in the highly competitive business world. In Korea, there have been a significant growth in the field of reliability and government promotes the "Reliability Improvement Project" to establish infrastructure to conduct reliability assessment and certification. The importance and necessity is well recognized among researchers and engineers working in the research institutions and the manufacturing industries and many industries invest a great amount of money and effort in improving the reliability of its products. In this paper, the promotional status of reliability improvement project and necessity of establishment of the reliability certification system for aerospace field is presented.

Bridge construction is almost complete in many countries. Thus, the government and highway agencies change their focus from constructing to maintaining. Effectively maintaining bridges require predicting their lifespan using a system reliability viewpoint. Likewise, maintenance models based on the system reliability concept should be developed. Thus, this study developed maintenance models for preventive maintenance and essential maintenance using system reliability and lifetime distributions. The optimal maintenance strategy for an existing bridge was obtained using the developed maintenance models.

정부의 벤처 활성화 대책에 발맞춰 최근 산업은행은‘기업금융 활성화를 위한 기술평가제도(2호)’를 발표하였다. 보고서에 따르면‘기술이전촉진법’과‘벤처특별법’등 기술거래를 위한 기술가치평가의 근거가 마련되어있지만, 미래가치 평가를 위한 평가시스템과 전문기관 및 인력이 필요하다고 지적하였다. 또, 벤처 활성화를 위해 기술평가의 표준화 추진과 평가모델 신뢰성을 제고하는 한편 정부차원의 적극적인 지원방안을 수립해 기업금융을 연계할 필요가 있다고 주장하였다. 다음은 산업은행의 보고서를 정리한 글이다.
