Accurate and current government information is essential to any member of that country. Now it has become possible to access government information with greater ease and convenience on the internet. This study examines e-government websites of the U. S. Canada Australia, the leading countries in the e-government project, and provides ways to improve the e-governments website of Korea.

참여정부가 들어선 이후 정부는 일 잘하는 정부, 대화 잘 하는 정부를 만들기 위해서 정부의 각 부처 및 공기업의 자율적 혁신 및 체질화를 유도하고 있다. 현재 이러한 정부의 강력한 정부개혁 혁신 의지는 정부로부터 출연금 보조금 등을 받고 업무를 위탁받거나 독점적 사업권을 부여받은 정부산하기관에 그 영향이 미치고 있는 상황이다. 따라서 최근 각 정부산하기관들이 경영혁신 프로그램으로 민간 기업에서 활성화되고 있는 6시그마를 도입하고 있는 추세이다. 그러나 정부산하기관의 업무 특성으로 인하여 6시그마 프로젝트 추진의 차별화가 필요하다. 본 연구에서는 민간기업과 정부산하기관의 6시그마 프로젝트 추진에 대해서 이미 6시그마를 도입한 K공단의 사례를 통하여 분석하고, 정부산하기관에서 적용할 수 있는 6시그마 추진 방법을 제안하고자 한다.

이번 호에서는 광주 시민에게 편리한 최상의 행정서비스를 제공하는 "정부광주합동청사"에 방문하여 박회록 기술팀장을 만나보았다. 현재 정부청사는 정부서울청사, 정부과천청사, 정부대전청사 및 정부지방합동청사(광주, 제주, 춘천, 대구)로 분류되며, 정부세종청사 및 정부마산합동청사는 건축 중에 있다. 정부광주합동청사는 광주지역에 산재되어 있는 국가기관 청사를 한곳에 모아 지역 주민에게 종합적인 행정서비스를 신속하게 제공하기 위하여 2008년 12월에 준공되었고 현재 광주지방국세청 등 13개 특별행정기관이 입주해 있으며, 대민행정 One-Stop Service 확대는 물론 청사의 통합관리로 인력 및 예산절감 등 국유재산 활용도를 크게 높이고 있다.

사회복지 분야는 정부가 개입해야 하는 대표적인 정책영역이나, 공공성을 강조하면서, 시장기능을 전혀 고려하지 않는 정부개입은 정부실패라는 왜곡을 발생시킨다. 사회복지 서비스는 공공재라기 보다는 가치재로서, 사유재 성격을 가지므로 정부와 시장역할에 대한 균형된 시각이 필요하다. 시장실패와 함께 정부실패라는 경제적 왜곡현상을 동시에 고려하면서, 정부와 시장의 최적역할분담이 이루어져야 한다. 보육정책의 방향은 공공성이 높으므로, 정부가 주도가 되어 모든 국민들에게 똑같은 보육서비스를 공급하는 것이다. 획일적인 보육서비스 질을 정부재원의 확대로서 높이려는 정책방향은 필연적으로 정부실패라는 왜곡을 발생시킨다. 현재 많은 전문가들이 지적하는 민간부문의 보육서비스 질이 낮은 근본원인은 시장규제에 있다. 즉 영리법인의 시장진입을 금지하고, 가격을 규제하고 있기 때문이다. 따라서 보육서비스 질을 높이기 위해서는 보육시장의 정부규제를 철폐해야 한다. 보육시장에 대한 규제 철폐없이 모든 국민들을 대상으로 한 보육재정의 확대는 재정의 낭비를 초래하게 된다. 보육정책의 바람직한 방향은 정부와 시장의 역할분담을 통해서이다. 보육서비스의 외부 불경제 효과가 높은 만큼, 시장에서 충족시키지 못하는 일정소득 이하 계층에 대한 보육서비스는 정부에서 무상으로 제공해야 한다. 그러나 일정소득 수준이상의 계층에게는 다양한 수요가 시장기능에 의해 해결될 수 있도록 해야 한다. 시장실패의 논리와 함께 정부실패라는 왜곡의 심각성을 인식하고, 정부와 시장기능에 대한 최적의 역할분담이 이루어져야 한다.

미국은 전자정부 구현을 위하여 각종 법규를 제정하였고 이를 통합하여 2002년에 전자정부법을 제정하였다. 그리고 동 법을 제정하면서 전자정부의 성공이 정보보안에 있다는 사실을 인식하고 전자정부법에 연방정보보안관리법을 삽입하여 통과시켰다. 이를 통하여 전자정부의 실현과 관련하여 연방 각 부처로 하여금 정보보안의 이행을 실질적으로 추진하고 보고하도록 하는 연방 정부의 체계적인 정보보안 정책을 확립하였다. 이러한 미국의 전자정부에 대한 정보보안 정책 확립은 우리나라 전자정부의 구현과 실행에 있어 체계적인 정보보안 정책 수립의 필요성과 중요성을 다시금 일깨우고 있다고 할 것이다.

E-Government service is national project that is necessary for international competitiveness, openness of government and effectiveness of governmental work process. E-Government security is very important because it treats data has relatively high sensitivity. But, until now, the development point of E-Government service has been limited to only it's contents and infrastructure based on web without consideration of E-Government security. Lately research for E-Government security has been studied by some advanced country of E-Government service, but it is insufficient. To construct E-Government security based on web Infra, first of all, analysis of web service security technology is needed to precede. And then research for appling the technology to E-Government service are required. We propose secure E-Government service scenario with web service security technology based on development stages of E-Government service. We also suggest overall view and secure scenario of E-Government service in Integrated Computing Environment.

Trust is a personal emotion that is affected by individual characteristics and social atmosphere. However, a lot of studies on government trust focus on government factors such as fairness and expertise of the government. Government trust is mainly affected by the capacity and characteristics of government. However, government trust is likely to have a significant impact by personal factors such as personal disposition and character. Therefore, this study examines whether government trust is influenced not only by government factors but also by personal factors such as individual values and general trust tendencies. The results of this study show that government trust is positively related to government factors such as government expertise and fairness. In addition, individual values and general trust tendencies, such as age, political tendency, happiness, prospects for the future, and corporate trust level, are also affecting government trust. This indicates that government trust is influenced not only by government variables such as government expertise and government fairness but also by individual values and trust tendencies. It suggests that government trust is not just a variable influenced by government behavior, but also related to individual values and trust tendencies.

This study aims at finding what factors influence trust in e-government and how trust in e-government and satisfaction with e-government services affect trust in government. Despite of the importance of trust in e-government, there has not been sufficient research. Giving light on the factors of affecting trust in e-government is of academic significance. Therefore, the purpose of this study is to explore the nature, driving forces and consequences of citizens'trust in e-government and in government. The empirical results indicated that temporal embeddedness, network embeddedness, information provision quality, information security quality and e-participation quality affect satisfaction with e-government services and trust in e-government. Also, satisfaction with e-government services and trust in e-government influence trust in government, and satisfaction with e-government services affect trust in e-government.

E-Government provides convenient information and service, and enhances service quality to people by using new technology. E-Government now becomes representative project that many countries in the world are promoting competitively as a key method improving national competitiveness in the 21st century. With joining WTO, China is also facing a new challenge as e-Government is becoming increasingly common. In accordance with this trend china's e-Government is developing rapidly. But at the same time it also reveals many problems. Especially government and e-Government laws and policies are not integrated into one and legal basis to change management system of government is still weak. Thus, this study deals in generalities such as the concept of Chinese electronic government, the process, the purpose, related issues of the policy by comparing the current state of the Chinese electronic government with Korea electronic government. The purpose of this study is to derive implications from the comparative analysis.
