범정부통합전산환경 구축사업은 정부의 주요 전산장비와 담당인력을 물리적으로 집중 관리함으로써 전산환경의 수준을 제고하고 유지운영 비용을 줄이려는 사업으로써 2006년 대전에 제1센터를 구축하여 운영중에 있으며, 광주 제2센터로의 이관을 본격 추진 중에 있다. 본 연구에서는 범정부 통합전산환경 구축에 대한 성과측정의 사전연구로써 조직간 시스템 통합이론을 검토하여 범정부 통합전산환경에 적합한 성과측정모형을 제시하였다.

정부통합전산센터는 정부부처별, 기관별로 구축 운영 중인 전산시설, 운영인력 등 정보자원을 통합하여 공동활용체계를 구축하는 대표적인 전자정부사업이다. 2006년부터 단계별 통합을 추진하는 과정에서 다양한 IT 거버넌스 이슈들(issues)이 잠재되어 있다. 따라서 효과적인 IT 거버넌스를 구현하기 위해서는 이슈별 핵심성공요인들(CSFs)을 확인하는 것이 중요하다. 그러나 공공부문에서 IT 거버넌스의 핵심성공요인을 다룬 연구들은 많지 않다. 본 연구에서는 문헌고찰과 전문가 패널의 의견수렴을 통해 정부통합전산센터의 IT 거버넌스 핵심성공요인들을 도출한 후 정책적, 실무적인 시사점을 제공하였다. 본 연구의 결과는 정부통합전산센터의 효과적인 IT 거버넌스 구현에 기여할 수 있을 것으로 사료된다.

The Korean Government Integrated Data Center (GIDC) was established as a comprehensive solution to integrate information systems spread across each government agency in 2005. In the process of building and operating the GIDC, various IT governance issues are potential. To implement the effective IT governance in an organization, it is important to confirm some critical success factors (CSFs) of each issue. However, there are few studies on this subject in the public sector. This study tried to draw several CSFs through literature review and expert panel opinions and provide some practical implications. The results of this research are expected to contribute to the establishment of good IT governance in the GIDC.

전자정부사업은 본질적으로 이해당사자 사이의 갈등을 내포하고 있어 막대한 사회적 비용을 초래하기 때문에 이에 대한 적절한 조정과 협력이 중요하다. 정부통합전산센터는 정부부처별, 기관별로 구축 운영 중인 전산시설, 운영인력 등 정보자원을 통합하여 공동활용체계를 구축하는 대표적인 전자정부사업으로 현재 대전과 광주에 설치되어 있다. 2006년부터 단계별 통합을 추진하고 있는 정부통합전산센터에는 다양한 IT 거버넌스(IT Governance) 이슈가 잠재되어 있으며 이를 해결하기 위한 방안 마련이 시급하다. 본 연구에서는 IT 거버넌스 관련 문헌연구와 전문가 의견수렴을 통해 조직문화, 업무프로세스, 구성원역량, 커뮤니케이션 분야에서 IT 거버넌스 이슈들을 선정 후 정부부처, 정부통합전산센터 및 외주업체 관계자들을 대상으로 인터뷰와 설문조사를 통해 해결방안을 찾고자 하였다. 본 연구의 결과는 공공부문 IT 거버넌스에 대한 국제적인 성공모델 정립에 기여할 수 있을 것으로 사료된다.

광주정부통합전산센터(센터장 이우철)는 지난 2009년 6월 한국건강관리협회 광주 전남지부와 업무협약(MOU) 체결을 맺고 만성성인질환 예방 관리, 금연클리닉 등으로 건강한 센터를 만들어가고 있다. 지난 1월 18일 철저한 보안으로 둘러싸인 광주정부통합전산센터를 직접 방문했다.

최근 건설되어지는 도시들은 정부의 신도시 정책의 일환인 첨단 도시 건설을 목적으로 하는 Ubiquitous City를 계획하고 있다. Ubiquitous City는 언제 어디서나 유비쿼터스 서비스와 인프라가 제공되는 환경을 가지고 있으므로 노출 위험이 높다. 보안을 고려한 개별 시스템들의 설계는 정부 정책과 함께 활발히 진행되지만 통합 시스템을 관리하는 면에서의 방안은 제시되지 못하고 있다. 보안관리방안이 성립되지 못한다면 침해 유형이 고도화되면서 항상 변화하는 유비쿼터스 시대에 보안은 취약해질 수밖에 없다. 시스템을 총괄 관리 및 관제하는 통합네트워크전산센터인 U-City전산센터의 보안 관리망을 구성하고 취약한 시스템들의 보안을 관리하는 대책이 필요하다. 본 논문에서는 유비쿼터스 보안망의 체계적인 관리 방안을 통합보안관리(ESM)를 중심으로 기술적인 보안관리대책을 제안한다. 제안된 보안관리대책이 Ubiquitous City를 계획하는 모든 신도시들의 플랫폼이 되도록 한다.

범정부 통합전산센터 추진에 따라 수많은 공공기관의 통합전산환경 구축이 요구되고 있으며 이에 따른 보안 정책과 관리 대책 수립이 진행되고 있다. 일반적인 보안 개념에 유비쿼터스 개념인 언제 어디서나 제공될 수 있는 서비스에 따른 보안의 개념이 도입됨에 따라 보안 관리 대책은 관리적, 기술적, 물리적인 측면에서 검토되어야 한다. 본 논문에서는 통합전산환경의 보안 요구사항을 파악하여 보안 관리 아키텍처를 관리적, 기술적, 물리적인 측면에서 현재 진행되거나 향후 추진들 공공기관의 통합전산환경 구축의 기본적인 보안 관리 아키텍처로 제안한다.

The archive management system for the National Assembly is divided into two ways and propelled by each of them : one is providing the service for the recording purpose by the legislation data processing office and the other is the archiving service by the National Assembly Archives. In this context, a clear analysis is much required for the organization and operation of the archive management system. Also, with the legislation research bureau scheduled to be organized newly, the data processing policy for the National Assembly is being largely modified as the operation plan for the joint computerization center of the National Assembly came out. In relation to the data processing of the National Assembly, the Assembly has requested the research outsourcing to the Korean Research Institute of Electronic Government and had the four possible operation plan of the computerization center as a result. On the basis of four alternatives proposed by the Korean Research Institute of Electronic Government, the Assembly has sought out the desirable way for the archive system of the Assembly. The status of the National Assembly Archives is taken into consideration in finding out the solution for improving the data management system of the National Assembly.
