A Study on the Improvement the Start-up Support Policy: Focused on the ICT Start-up (창업기업 지원 정책 개선 방안 연구: ICT 창업기업을 중심으로)

  • Various government support policies are being promoted in order to stimulate growth of SMEs. The government is striving to provide effective support through direct methods of tax, finance and indirect methods through support programs. However, the view on the government's startup policy is still tense. We are sympathetic with the need for support, but discussions continue to be made on the effectiveness of support projects and support projects. Therefore, this study evaluates the importance and satisfaction of the government start-up support project. For this purpose, we conducted questionnaires on ICT start-ups who have experienced government start-up support projects. Of these, 128 were analyzed for GAP analysis and ISA. As a result of the GAP analysis of the government start - up support project, the degree of satisfaction (4.408) was lower than the degree of importance (5.221), confirming that the beneficiary's evaluation on the start-up support project was negative. As a result of the importance-satisfaction analysis, 'R&D' and 'commercialization' are located in the maintenance area, and 'government funding', 'marketing, overseas advancement' projects are included in the concentrated area. In the low-ranking areas, there are 'entrepreneur events and networks' items. Finally, there are 'facilities and spaces', 'mentoring and consulting', and 'entrepreneurship education' in the surplus areas. As a result of multiple regression analysis, it was found that 'R&D', 'entrepreneurial education', and 'government funding' influenced satisfaction. Based on the results of this study, it is expected that it will contribute to improving the quality level of the government start-up support project by establishing the support policy for the ICT start-up enterprises and improving the system.

A Study on Spatial Characteristics of the Medical Device Industry in Korea (한국 의료기기산업의 공간적 특성에 관한 연구)

  • The purpose of this paper is to examine the spatial characteristics of the medical device industry in accordance with the promotion of regional industrial policy. For this aim, I suggest a research methodology that can examine the productivity of production activity and the profitability of sales activity by the government. As the government's large-scale support is localized by the 'selective support' method, the spatial characteristics of the productivity and profitability of the industry are different. In this context, the results of the review of the government's regional industrial policy in three aspects are as follows. First, the government's support did not come down to increased productivity and profitability. Second, high productivity at the regional level did not necessarily lead to high profitability. Finally, the high market share in terms of profitability did not guarantee high profits. Therefore, it is necessary for the government to reconsider the direction of regional industrial policy so that the link between productivity and profitability can be secured in the examination of the achievement of industrial specificity and policy support.

  • This research investigates comparisons and characteristics of government's startup polices between startup for micro-enterprise and technology based startup. In particular, revitalization plans of "New Business Start-up Academy (NBSA)" which is supported by a governmental organization, are proposed. Currently, korean government's startup polices are focusing on more technology based startup than startup for micro-enterprise. In order to overcome this issue, this research examines the current issues of the startup policies for micro-enterprise and the detailed plans for revitalizing micro-enterprises' startups. As detailed research studies, the current program and supporting mechanism of NBSA are analyzed. Then, these are compared with several startup policies of Korea government and the detailed action plans are proposed. The proposed results contributes to the criteria and the references for vitalizing micro-enterprises' startups.

  • Recently, the cases that many works of the korean independent animation advance to the world by steps and some of them win the grand prix in famed global animation film festival are proving the growth potential and competitiveness. In this situation, to guarantee the continuous, and reliable as well, growth and international competitiveness of it, it is needed to ensure the government's systematic supports. Although it is a bit leaned toward the creative animation for a theater, however, or many kinds of supporting system are established and carried out, independent animation is still suffering from the financial pressure. As of now, it is must be considered of the international standing of korean independent animation and is needed to be discussed how the government's supporting systems are proceeding and what they are performing. From this point of view, this paper will study the present condition and international standing of the korean independent animation, and further, will examine and analyze the on-going supporting systems. This, consequently, intends to present the direction of government's system to promote the korean independent animation.

  • 우리나라는 R&D투자 정책을 적극적으로 추진한 결과 과학기술 발전을 통한 경제성장을 이룩하여 왔고, 세계 선진 각국에서도 과학기술을 중요한 국가 아젠다로 삼으면서 신기술 개발이나 사회문제 해결을 위한 해결책으로 과학기술 정책을 적극적으로 펼치면서 R&D에 대한 적극적인 투자를 시행하고 있다. 우리나라의 경우도 2014년 기준으로 정부의 R&D투자 예산은 17조 7천억원의 거대한 규모로 확대되고 있으며, 각각의 연구주체들에 의해 수행되어진 결과로 나오는 다양한 종류의 연구성과에 대한 성과관리의 중요성은 점점 더해가고 있는 실정이다. 한편, 연구개발 투자에 대한 성과의 효율성이라는 측면에 있어서 염려의 목소리도 만만치 않은 실정이다. 이는 연구성과를 창출하기 위한 프로세스, 즉 연구기획, 선정, 수행관리, 결과평가, 사후관리 및 사업화 등의 과정들을 철저하고 효율적으로 관리하여야 한다는 측면에서 접근할 수도 있겠으나, 중소기업을 지원하는 정부의 R&D 지원형태에 있어서는 정부의 지원방식에 따라, 즉 출연(국가 등이 반대급부 없이 예산이나 기금에서 지원하는 방식)지원이나 융자지원(일정한 금리와 상환기간을 정해놓고 지원하는 방식)에 따라 도출되는 성과의 차이가 있을 수 있다는 점에 착안하여 그 두가지 지원방식에 따른 성과에 있어서의 차이점을 비교해 보고, 그 결과에 따라 정부가 중소기업을 대상으로 지원하는 방식에 대한 방향성을 제시해 보고자 한다.

Government Visual Arts Support Policy (정부의 시각예술 지원정책)

  • Since the 1990s, the role of the government has been shifting towards governance. This new governance emphasizes government's role in establishing a cooperative system with private organizations through network structure and interaction. In the 1990s, Korean Government support for artists and exhibitions increased unprecedentedly. In the 2000s, support for the arts shifted in ways so as to integrate genres. Simultaneously, in order to strengthen the creative capacities of artists, support for new artists, multi-art and fusion arts have increased. From 2010, 'visual arts' business support was provided. In addition, 'visual arts' was supported by a joint planning project from 2013 Also, an overseas residence program has actively supported exhibitions through international exchanges. Since 2005, it has expanded to cooperation with India, Iran and Asian countries as well as with the Betani Studio in Germany. In addition local government supported for artists and the Biennale, residences, regional cooperative business through the local cultural foundation.

  • I conducted structural model analysis which is considered the influence of "government policy and micro-enterprise manager's characteristics" on management performance through effective analysis on governmental policy for micro-enterprise funding, training and consulting support. This study results showed characteristics of micro-enterprise manager and government policy significant to management performance. In the structural model, significant independent variables are customer's accessibility, promotion availability, goods mobility, customer attractive ability, effectiveness of funding, size of supported training, and effectiveness of training and satisfaction of supported consulting size.

Economic Effect of South Korea's Self-Employed Support Policy (정부의 자영업자 지원정책의 경제적 효과 분석 연구)

  • South Korea's percentage of the self-employed still ranks among the highest amid OECD nations and thus is perceived to be a huge burden on the national economy. Accordingly, the government is continuing its support with the expectation that a support policy is needed for the self-employed. However, few analytic studies exist so far on the economic effect of the government's support of the self-employed. Thus, this study analyzes the practical effect of the government's self-employed support. According to the estimation result while determining the sales amount of the self-employed, the labor input, business period, age, gender, prior business preparation period, and the experience variable of the self-employed support policy are shown to be significant. The result of this study provides an important practical guideline on the political factors that should be prioritized when the government politically supports the self-employed.

  • This study surveyed the subject of companies' industrial security on priorities of the government policy for the confidentiality of corporate and the necessity of expanding the government support for the industrial security. In determining the priority, we should consider all opinions of companies, individuals, societies, and governments that associated with the confidentiality. Especially in industrial security, companies are the most significant beneficiaries and consumers of security policy and it would be the basis for supporting on policy-making. As a result, we analyzed the 50 valid questionnaires collected from security personnel of Korean corporations and 'Enhance support for education and promotion of human resource (On/Off-Line)', 'Establish Security management and Security measures', and 'Enhance Security professionals status via qualifications/certifications' are shown as 1st, 2nd, 3rd priority of government policy to protect Corporate confidential information including its customer information. All respondents of the study says that the Government support for Industrial Security should be enlarged.

  • There are many questions about the sustainability and nurture of social enterprises as an important governmental issue in Korea. But because of the social system and the deficiency of experience about social enterprise, the solution of problems included in social enterprise are very difficult. For these reasons, the purpose of this paper is to find critical factors on social enterprise policy in Korea. For this study 30 experts who work in various fields in Busan about social enterprise was selected and 23 valuable questionnaires was collected. And AHP analysis suggests critical factors(public procurement and partnership with corporation and various organizations) on social enterprise policy in Korea. When we consider many realistic problems for the social enterprises, just depending on the passion and dedication of social entrepreneurship is highly insufficient for the sustainability of social enterprises Effective and strategic governmental support for social enterprises will be a great help to the development and sustainability of social enterprises. In this sense, results of this study is meaningful to the social enterprise policy maker.
