한국 농업은 바야흐로 자조금사업에 관심을 가져야 하는 때를 맞고 있다. 경제가 개발도상국일 때는 정부정책의 지원과 보호 하에 농업이 성장해 왔는데 이제는 WTO/DDA 체계에서 해당산업 스스로가 생존, 발전대책을 함께 찾아야하고 이에 정부의 유통정책과 산업의 자구노력이 합작하여 수행하는 것이 바로 자조금 사업이기 때문이다. 다시 말하면 내 산업을 내가 지키기 위하여 경영규모에 따라 소액을 모두가 내고 그렇게 모은 산업의 총액만큼 정부가 지원, 그 재원을 내가 직접 수요확대와 소비촉진에 쓰는 것이 바로 자조금제도인 것이다.

Universities contribute to the development of the country and society by cultivating professional manpower with knowledge and qualifications as democratic citizens through education and research activities. To this end, the government is improving the basic capabilities of universities and supporting autonomous innovation through university financial support projects. Since the financial support project differentially supports the government's finances limited to universities with a comparative advantage through fair evaluation, the role and function of the university library, a basic educational facility and core institution that supports education and research, is important. However, university libraries have not been able to actively participate in the government's financial support projects due to financial and manpower shortages, poor environments such as facilities, facilities, and spaces, and low participation rates for students. Therefore, this study investigated and analyzed the program operation cases of 18 university libraries in which libraries participated among 45 universities selected for the ACE project (2010-2016), derived problems and implications, and questioned the roles and achievements of university libraries. Based on the results, strategies and measures to be considered by university libraries in preparation for the government's university financial support projects were proposed.

정부는 지난 5월 10일 '주택거래 정상화 및 서민 중산층 주거안정 지원방안'을 발표했다. 이번 지원방안은 주택시장 과열기에 도입했던 규제들을 정상화해 시장기능이 원활히 작동하도록 하는 한편 실수요자들의 내집 마련 지원을 확대하고 중소형 임대주책 공급 등 서민 주거안정을 강화하는 것이 핵심이다. 여기에는 $\bigtriangleup$강남 3구에 적용되던 투기지역 지정 해제 $\bigtriangleup$일반공공택지내 분양권 전매제한 기간 2년으로 단축 $\bigtriangleup$민영주택 재당첨 제한 사실상 전면 폐지 $\bigtriangleup$양도세 비과세 대상 주택보유기간 2년으로 단축$\bigtriangleup$2년 미만 보유주택에 부과하던 중과세 세율 부담 완화 등이 포함됐다. 또 자금지원과 중소 임대주택 공급확대를 위해 $\bigtriangleup$우대금리 보금자리론 지원대상 및 한도 확대 $\bigtriangleup$생애최초 주택구입자금 확대 $\bigtriangleup$동일인 대출보증 한도 증액 $\bigtriangleup$세대구분형 아파트 적용 범위 확대 $\bigtriangleup$2~3인용 도시형생활주택에 대한 주택기금 지원한도 증액 $\bigtriangleup$1대1 재건축 주택규모 제한 완화 등도 담겼다. 그러나 이번 대책에는 건설 부동산시장이 고대했던 DTI 규제 완환 방안은 가계부채 증가에 대한 우려 때문에, 취득세 추가 감면 조치는 지방자치단체 재정난에 대한 우려 때문에 포함되지 않았다.

The importance of marine pollution prevention is increasing day by day both at home and overseas. Against this context, this study proposes policy directions to forge an improved system of coastal control for local governments. I have analyzed the coastal pollution response capacity of local governments to find out how the central government can better support these efforts to reinforce capacity. For the purposes of this research, I carried out a number of case studies on large-scale marine pollution accidents that occurred at home and abroad. According to the results, I identified the implications of the coastal pollution response capacity of local governments and suggested several alternatives such as construction of step by step response system, strengthening education and training, part of human network activation, establishment of grounds for securing response resources, and establishment of dedicated department to prepare for potential future marine pollution accidents. However, as little research has been done on the coastal pollution response capacity of local governments, this work may be regarded as an experimental study to help facilitate follow-up research in the future.

우리나라의 전체 인구는 증가추세인 반면 농촌과 농업인구는 계속해서 감소하고 있으며 인구 구조도 급속히 고령화되고 있어 농업경영과 농촌사회의 지속성이 취약해지고 있다. 이에 정부와 각 지자체에서 귀농 귀촌을 권장하고 농업분야의 창업을 권장하기 위해 다양한 정책들을 추진하고 있으나 정책의 수혜자들에게 노출되지 않아 제대로 활용되지 못하거나, 지원체계가 혼란스러워 적절한 지원이 이뤄지지 않고 있는 문제점을 노출하고 있다. 본 연구에서는 농업분야에서의 창업현황을 살펴보고 농업벤처 창업과 6차산업 창업으로 구분하여 해당 분야에 중심이 되는 '6차 산업 창업지원 체계화 방안'과 '6차산업 사업단계별 맞춤형 지원 방안', 그리고 '농식품 벤처창업생태계 활성화대책'을 중심으로 농업분야 창업 지원을 위해 정부와 각 기관에서 시행중인 정책들을 살펴보았으며, 경영체의 설문조사를 통해 창업과정에서 발생한 문제점들과 보완할 사항들에 대해 살펴보았다. 특히 대부분의 정책들을 농림축산식품부에서 담당하고 있으나 창업관련 정책은 농촌진흥청에서 기획을 하면서 '농식품 가공' 중심의 창업이 활성화되고 상대적으로 홍보나 판촉 및 유통, 농촌관광 등 서비스업 분야의 지원은 취약하다는 것을 알 수 있었다. 창업 지원정책에 대한 세밀한 분석과 경영체별 설문조사를 토대로 실제 창업에 도움이 되기 위해서는 준비단계부터 경영체별로 맞춤형 지원이 필요하다는 점과 이론 교육보다는 실제 창업준비를 위한 상담이나 멘토링의 제도를 활성화시키는 것이 실질적인 도움이 된다는 것을 알게 되었다. 또한 각 시행 기관별 연계를 강화하기 위해 농림축산식품부가 컨트롤타워 역할을 수행하며 각 지자체 중심의 단일화된 지원 창구가 되어 창업단계별로 필요한 지원을 하는 것이 중요하다.

This paper is to give Korean small and medium enterprises the direction for strengthening the competitiveness through looking the problems and improvements about the government policy that domestic small and medium enterprises is essential for the growth anc development. To derive these results, the theoretical background was established through considering the existing research literature. This paper has drawn the final policy alternatives through collecting field data and analysing the practical support after meeting with executives that are operating a small business related to research purposes. In this paper in order to strengthen the competitiveness of small and medium enterprises of the government's support policy, it is critical for the financial support policy and the tax support policiest policy. The conclusions in this study are following. SMEs in Korean economic growth contribute greatly to advance industrial structure, regional balanced development, employment opportunities and to alleviate the concentration of economic power. However, there are these positive, and the negative such as the absence of entrepreneurial spirit and passive participation in society. Therefore, SMEs now should have your own a lot of effort to improve their competitiveness. In addition, government believe that SMEs directly impact on the national economy, especially the people, but they still need systematic and aggressive policy support in the future because of the lack of the result. Finally, if they try strategic approach for several issues and improvement of government's support policy that this study suggested for SMEs, the entrance toward developed countries can be through jumping of Korean economy.

본 연구에서는 농업벤처기업의 활성화를 위해 경영현황 및 애로사항, 지원 우선순위 등에 대해 조사하고 분석하였다. 이를 위해 국내 농업벤처기업 103개소를 대상으로 벤처기업협회에서 실시한 설문조사 결과를 분석하였으며, 일반벤처기업 2,098개소, 농림어업 벤처기업 67개소를 대상으로 실시한 벤처기업정밀실태조사 자료를 토대로 비교 분석 연구를 수행하여 다음과 같은 주요 결과를 도출하였다. 첫째, 일반벤처 대비 높은 금융비용과 부채비율, 신규자금에 대한 높은 정부 의존도, 자금조달의 어려움과 벤처 투자 유치 실적이 저조함으로 인해 농업벤처기업의 재정 여건은 매우 열악한 환경에 있는 것으로 나타났다. 이를 극복하기 위한 방안으로 농산물 중부가가치가 높고 수출 가능한 품목을 선별하여 육성하는 투자 방안이 필요하며, 정부 보조금과 지원금 매칭 펀드 방식의 혼합 지원 및 크라우드 펀딩의 활용 검토가 필요하다. 둘째, 농업벤처는 일반벤처에 비해 R&D투자보다는 설비투자 비중이 높으나 연구개발 자금지원을 가장 필요한 방안 1순위로 꼽고 있으며, 자가 기술을 활용하여 비즈니스 모델화하는 데 어려움이 많은 것으로 파악되었다. 또한 제조업 기업 비중이 63.2%를 차지하고 있어 사업 분야의 편중이 높은 것으로 나타났다. 이와 같은 결과를 고려하여 해외시장을 고려한 제품 연구개발 및 생산원가 경쟁력 확보, 그리고 관련 분야 투자유치와 고용 창출이 필요하다. 또한 개발된 기술의 사업화 지원을 위해 투자 기반 사업화 추진과 제조업 외 다양한 분야의 육성이 필요하다. 셋째, 사업규모가 적고 기업이 안정화되지 못해 신규인력 확보 및 유지에 어려움을 겪고 있는 것으로 나타났다. 인력확보의 활성화를 위한 방안으로는 지속적인 농업 인력 감소에 대응하여 스마트농업 가능 인력의 양성이 필요하며, 농업벤처 지원 교육의 체계화와 효율화를 위한 컨트롤타워가 필요하다. 넷째, 국내외 판로개척에 대한 애로사항이 가장 높은 것으로 나타났다. 이를 위한 지원 방안으로 관 주도의 수출지원정책에서 민간참여 위주로 정책 방향 변경이 필요하며, 수출대상국에 적합한 전략적 농산물 및 가공식품 생산이 필요하다.

현 정부의 주요 정책 중 하나가 일자리 창출이며 소상공인을 포함한 중소기업의 창업을 통한 일자리 창출의 효과는 이미 여러 연구와 기사를 통해 소개된바 있다. 소상공인과 중소기업의 창업을 활성화하기 위해 정부 지원책이 지속적으로 이어 지고 있으나 창업과 환경개선 등을 위한 직접적인 정책자금의 지원은 의존 성향을 심화시킬 수 있고 자생하려는 의지가 약화될 수 있기에 정부에서는 이를 방지하기 위해 자금지원과 컨설팅을 병행하는 정책을 추진하고 있으며, 소상공인과 중소기업의 경쟁력을 높이는 방안으로서 규모의 경제효과를 얻을 수 있는 조직화. 협업화의 중요성에 대해 주목하게 되었다. 그러나 지금까지의 소상공인과 중소기업의 조직화, 협업화에 대한 선행 연구들과 정부 정책은 주로 음식업과 소매업종을 중심으로 성공적인 조직화. 협업화 모델을 연구하여 제시하는 수준에 머무르고 있다. 본 연구에서는 다양한 업종과 업태를 대상으로 소상공인과 중소기업의 조직화. 협업화 확대 적용 방안과 확산 및 기능 활성화 모델을 탐색적 연구를 통하여 도출해 보고자 한다.

2003년 한해 동안 전 세계에서 5백만명이 신규 감염된 것으로 조사되었지만 여전히 에이즈에 대한 이해는 부족한 편이다. 질병관리본부에서는 콘돔에 대한 긍정적인 인식을 위한 지상파 광고 등 다양한 홍보활동과 정부지원 확대 등을 통해 에이즈에 대한 바른 이해와 적극적인 관심을 촉구하여 예방하고자 노력하고 있다.
