효율성 평가는 그동안 주로 영리를 추구하는 기업들의 주된 관심사였다. 이에 반해 학교, 도서관 및 정부단체 등 비영리조직을 대상으로 한 성과평가는 이들 조직의 존립목적이 특별할 뿐만 아니라 조직활동의 성과인 산출물에 대한 계량화가 어렵다는 이유로 방치되어 왔다. 그러나 최근 들어 비영리조직에 대한 효율성이 이슈로 등장하면서 이러한 기관을 대상으로 한 효율성 측정방법론에 대한 관심이 증대되고 있다. 프랑스의 경우, 공공서비스의 효율성 또는 생산성 측정의 방안으로 가장 널리 이용되고 있는 방법론은 전문가집단에 의한 항목별 평가다. The purpose of this study is to examine the causal relationships among leadership, appraisal, reward, knowledge quality, knowledge management system(KMS) quality, and KMS use. The results of data analysis by structured equation model(SEM) indicate that leadership significantly influences appraisal and reward. Appraisal affects reward too. Reward and knowledge quality affect KMS Use, but leadership, appraisal, and KMS quality don't affect KMS use. Based on the results, the theoretical and practical implications of this study are discussed.

정부가 구제역 발생 이후의 대한민국 축산업 재건을 위해 대대적인 리모델링 착수에 들어갔다. 방향은 ${\blacktriangle}$방역메뉴얼 개편 ${\blacktriangle}$조직정비 ${\blacktriangle}$축산업 선진화 등 크게 3가지이다. 이와 함께 정부는 지난 3월 24일부로 구제역이 진정돼 안정적인 통제가 가능하다는 판단에 따라 구제역 경보단계를 '심각'에서 '경계'로 한 단계 낮추기로 했다. 구제역 발생에 따른 위기 경보 단계는 '관심(주변국 발생)${\rightarrow}$주의(국내 발생)${\rightarrow}$경계(확산)${\rightarrow}$심각(3개 시 도)' 등 총 4단계로 구성돼 있다.

전자계산기의 발전과 더불어 급격히 선진국들의 기업, 정부 그리고 운수등의 조직운용의 의사결정 및 정책수립에 널리 응용되고 있는 Operations Research(OR)가 근래 우리나라 수개 대학교의 산업공학과, 경영학과 그리고 계산학과등에서 OR과목들을 교과과정에 포함하고 있고 국방부를 비롯한 정부기관, 기업체 그리고 은행등에서 정부결정에 OR기법을 이미 사용하고 있거나 많은 관심을 가지고 있다. 특히 이번 한국OR학회의 창립에 즈음하여 OR (Management Science와 Systems Analysis는 흔히 OR과 비슷한 의미로 사용된다)에 대해 잘 모르는 분을 위하여 간단히 OR에 관한 소개를 하는것이 의의가 있으리라고 본다.

새정부는 정부조직을 대폭 축소 개편하는 와중에도 과학기술처를 과학기술부로 확대했다. 그러나 IMF사태이후 우리언론내의 과학기술분야는 계속 축소 조정 되고 있다. 많은 매체의 과학기술 관련부서가 경제문화부서의 일부로 또는 1개 담당으로...이러한 언론매체하에서는 국가경쟁력의 강화와 이를 통한 경제재건 및 IMF조기졸업은 어려울 것이다. 우리언론은 지난날 과학기술분야에 할애했던 관심과 열정을 살려야 경제난국을 극복할 수 있을 것이다.

정부의 대민 서비스의 대부분을 차지하는 민원행정조직의 근본적인 문제점을 지적하고, 민원행정프로세스를 재구축하기 위한 전략을 제시함으로서 작금 정부가 추구하는 전자정부의 구현에 일조 하고자 함에 본 연구의 목적이 있다. 본 소고에서는 민원행정의 중요성 및 우리나라 민원행정의 문제점을 살펴보고, 정보기술(IT)을 기반으로 한 프로세스 재설계 방안에 관해 개념적인 차원에서 제시한다. 아울러 민원창구의 혁신을 위한 방안으로 케이스 관리(Case Management) 개념을 제안하고, 궁극적으로 민원행정이 지향하는 원-스톱, 논-스톱 서비스를 실현하기 위한 요건을 언급한다.

정부의 행정 서비스를 보다 효과적이고 효율적으로 제공하는 것은 정부혁신의 핵심키워드이다. 이를 위한 수단으로 정부 공공기관들은 전사적 아키텍처(Enterprise Architecture)를 적극적으로 도입, 활용해야 한다. 전사적 아키텍처란 아직까지도 진화중인 개념으로 해당 기관 정보화 업무의 전 영역을 업무 프로세스(Business Processes), 정보 흐름 및 관계(Information Flow and Relationships), 애플리케이션(Applications),데이터 명세 및 관계(Date Descriptions and Relationships), 그리고 기술 하부구조(Technology Infrastructure)로 구분 짓고 각각을 구조화된 산출물로 정리함으로써 공공정보화의 청사진을 제시한다. 이렇게 구축된 아키텍처 결과물은 기관 내 뿐 아니라 타 기관 EA와의 연계를 통해 상호 운용되어야 하며, 이 과정에서 어휘의미중의성(Word Sense Ambiguation)등 상호운용성 문제가 핵심 이슈로 대두되리라 예상된다. 공공분야로 한정짓더라도 200여 정부부처 EA간의 상호운용성 문제는 정부조직 간 경계를 넘어 통합된 EA정보를 취합, 활용하는 데 있어 가장 큰 장애요인이 되리라 예상된다. 본 논문에서는 온톨로지를 사용하여 각기 서로 다른 EA간 상호운용성 문제를 해결하는 방안에 대해 논의하고자 한다.

The purpose of this study is to analyze the factors affecting cooperation between industry and public research institutes, in addition to the effects of cooperation between them; on technological and economic performance of firms. Based on existing research relating to the factors affecting industry-university-research institutes cooperation and the relationship between them and firm performance, this study selected the competence of government-funded research institutes, R&D capabilities and organizational characteristics of firms, and support of government and local governments; as factors influencing cooperation between industry and public research institutes. This study sets seven hypotheses on the relationship between the factors promoting industry-public research institute cooperation, technological performance and economic performance. A questionnaire survey was used to collect data for hypothesis testing and 116 questionnaires were completed and used in this research. The PLS-MGA was used as a method for hypothesis testing. In the analysis results, we found that the competence of government-funded research institutes, organizational characteristics of firms, and the support of government and local governments have a positive impact on cooperation between industry and public research institutes. We also found that the collaboration between industry and public research institutes, positively affects firms' technological performance. In addition, we found that the technological performance of a firm, positively affects a firms' economic performance. On the other hand, firms' R&D capabilities have no significant effect on cooperation between industry and public research institutes, and industry-public research institute cooperation does not directly affect the economic performance of firms.

The purpose of this research is to verify the moderating impact of perceived organizational support between job satisfaction and organizational commitment among the workers in small and medium sized enterprises in South Korea. For this research, 117 workers were selected through a survey from September 7th to 25th, 2015. As results, perceived organizational support had the moderating effect between job satisfaction and organizational commitment of the workers. These findings suggest that corporate welfare programs should be launched in order to maximize the managerial effectiveness in the workplace. In addition, the government must develop and provide appropriate supportive systems for the well-being of the employees in the small and medium sized enterprises. Finally, the employees should make efforts to let the government and companies recognize their unique needs in work and life.

1990년대 후반 정부는 경기부양의 일환으로 창업보육센터(Business Incubatir: BI)를 전국에 설치·운영하도록 지원하였다. 창업보육센터를 통해 벤처기업이 스스로 자생력을 갖출 수 있는 시기까지 시설, 기술, 행정, 경영지원 뿐만 아니라 입주지원까지 다양한 지원 역할을 수행해오고 있다. 특히 창업보육센터의 교육프로그램은 입주업체들의 기업 성장에 있어서 매우 중요한 역할을 한다. 이러한 창업보육센터의 교육프로그램이 기업 성과에 영향을 미치는 요인으로 최근 조직문화에 대한 관심이 고조되고 있다. 조직문화는 스타트업을 움직이는 심장이며 그 영향력은 실핏줄을 타고 회사의 가장 사소한 결정에까지 미친다. 조직문화마저 없다면 스타트업은 제품, 브랜드 무엇 하나 제대로 갖추지 못한 그저 꿈을 쫓는 집단에 지나지 않을 것이다. 본 연구는 창업보육센터의 교육프로그램 서비스품질 구성요인 인 유형성, 신뢰성, 반응성과 스타트업에게 중요한 원동력이 되는 실천중심설계가 교육만족, 조직문화 및 조직성과에 미치는 영향에 대해 살펴보고 아울러 교육만족이 조직문화에 조직성과에 미치는 영향에 대해 연구를 진행하고 가설을 검증함으로써 학문적, 실무적으로 유용한 시사점을 도출하고자 한다.
