Religious Freedom and Religious Education in Protestant Mission School in Recent Korea: with Special Reference to Proselytism (한국 개신교사학의 종교교육 공간에 나타난 종교자유 논쟁: 개종주의와의 관련을 중심으로)

  • This paper aims at exploring the characteristics and meanings of religious freedom controversy surrounding religious education, with special reference to proselytism, in protestant mission school in recent Korea. Most of protestant mission schools have been providing students compulsory religion class and chapel service in the name of religious education. According to the school authorities, religious education should be provided for the realization of founding philosophy, and they say that mission school has the right to religious education. On the contrary, many non-christian students argue that their religious liberty is seriously violated by required religious education especially compulsory chapel worship. So serious conflicts broke between mission school authorities and students. Supreme Court decided that Soongsil University has the right to maintain compulsory chapel service, ruling that Daegwang High School should not maintain required chapel worship. It seems that Supreme Court gave different decisions to high school and university respectively, considering the differences between high school and university in application for admission to a school, students' critical consciousness, school's autonomous rights, etc. However, these precedents are being challenged by many peoples and groups. There are three agents which are involved in religious freedom controversy in mission school. The first are mission school authorities supported by religious groups, the second government supported by political parties, and the third mission school students guided by NGO. Among them protestant groups are playing the major role in making religious freedom problems in mission school. Protestant groups try to convert mission school students to protestantism by compulsory chapel service and religion class. Such a protestant proselytism becomes a cause of oppressing students' human rights and religious liberty. In this situation government has a responsibility to protect the students' rights to religious freedom. But government seldom impose sanctions on the protestant mission schools' compulsory programs. The reason why government does not restrict mission school's unlawful religious education is because protestant groups have strong influence in voting. Eventually civil movements organizations involved in religious freedom controversy for the sake of students's human rights. In conclusion, the assailment is protestant proselytism, the accessory is government, the victim is students in the religious education in mission school in recent Korea.

A Study on the Industrial Security Policies in Germany (독일의 산업보안 정책과 시사점)

  • The purpose of this paper is to introduce the industrial security policies in Germany and to look for the implication for the development of korean industrial security. Due to highly developed economy and industrial technology, Germany has become the main stage for the industrial espionage for a long time. In Germany industrial espionage is classified into two categories; Economy-espionage and Competition-espionage. While economy-espionage is related to the Espionage of foreign intelligence agencies, Competition-espionage means the act of espionage, that is implemented by the private sector. When it comes to economy-espionage, prevention of economy-espionage is the duty of the State, because it threat the national interest. Otherwise, the private sector has to take the responsibility of prevention of competition-espionage. It goes without saying that, the state has to investigate the crime, when espionage happens. But Prevention is more important than investigation in this regard. For the realization of Public-Private-Partnership, the private sector should be the genuine counterpart of the Public through the sharing responsibility of industrial-espionage prevention. Another talking point this paper suggest, is the national ethic in connection with economy-espionage. The State could be not only a actor of espionage prevention, but also a perpetrator. The economy-espionage for the purpose of national interest would not be justified, unless it has nothing to do with national security.

Media Diplomacy in the Time of Digital Revolution: A Case Study about 24 Hour English News Channel's Dealing with Libya Crisis in 2011 (리비아 사태와 글로벌 정보전쟁: 24시간 영어뉴스 채널을 통해서 본 미디어 외교의 현장)

  • Recently, media diplomacy takes on a substantial role in information war not only in setting global agenda but also in delivering their favored views and frames. Focusing on its crucial impact, this study attempts to investigate empirically the relationship between national prestigious media's news coverage and it's own foreign policy particularly about the 2011 Libya conflict. The total of 530 news articles in such 24 hour English news channels as BBC World, Cnn International, Russia Today, France24, Al Jazeera English and Deusche Welle were analyzed for this study. The analyses reveal that Libya coverages of those news channels are entirely constructed in the context of the foreign policy. To put it concretely, there was the undeniable level of differences in terms of quoting relevant sources, viewpoints, attitudes and frames for the pursuit of media diplomacy helped by high quality journalism. The authors argue in this regard that protecting information sovereignty should be urgently discussed even in the time of digital revolution. To launch 24-hour English news channel like 'Korea 24' would be a possible strategy for influencing global agenda and perspective in way of supporting national interests.

A Survey on the Parents' Perceptions of and Attitudes toward Game Use among Teenagers in Korea (청소년 게임이용에 대한 학부모의 인식 조사 연구)

  • The present study explored Korean parents' perceptions of and behavior toward game use among teenagers in Korea. A total of 600 Korean mothers of teenagers residing in Seoul and five other metropolitan areas participated in the survey. The survey was constructed based on five categories of variables, including the overall perception of games and game use, specific attitudes toward game use, cognitions about and attitudes toward game addiction, factors predicting parental monitoring of children's game use, and views and opinions about what needs to be done to promote healthy game cultures as well as to prevent problematic game use among teenagers in Korea. Results indicate that the respondents' overall perceptions of and attitudes toward games and game use are negative. In contrast, attitudes toward game use of the respondent's own child are contingent upon various comparison standards. Results also indicate that the respondents tend to overestimate the possibility that their own child is addicted to games, and their perceptions of game addiction are based on a narrow range of behavioral symptoms. Additional analyses indicate that parental monitoring of teenagers' game use can be predicted by the theoretical model driven from Ajzen(1991)'s theory of planned behavior. Finally, results also indicate that, in order to deal with the problems associated with teenagers' game use, proactive approaches to promote healthy game cultures as well as various initiatives to prevent problematic game use are necessary. Implications of the findings and future direction were discussed.

  • Since the world's economic and political structures have changed, the term 'globlization' has shown up as a dominant power and as a necessity for regional and national development. Each nation is responding to the globalization process economically and politically in various ways. In general, however, the economic response to the globalization is economic restructuring from the Fordist industries to 'flexible specialization'. And the political response to the globalization is 'global localization' as a new type of local politics(i.e., local policy activism or growth-enhancing local development policies). The crisis of Fordism shifted the role of local governments towards more involovement with local economic development. Local governments are mobilizing for loca economic development, they are taken into a process of institutional change that tends to redefine their responsibilities inside the state. Local governments thus tend to act as an entrepreneur in order to restructure theiir local economies and to compete with other national and international regions. State restructuring towards enerepreneurialism and efficient regional policy pursuing a pro-growth coalition trategy is chosen as a new mode of regulation for the post-Fordism at the local level. The flexible specialization as the post-Fordist economy and the local government as an entrepreneur are the global choice for globalization and a post-Fordist society. The paper focuses on the regulation theory which comprises the political economic perspective on resturcturing. Economic restructuring and state restructuring will be discussed in detail. And the paper tries to combine the economic globalization and the global localization as economic and political responses to globalization.

A Protection Management Characteristic and Preservation Plan of World Heritage Mt. Huangshan (세계유산 황산의 보호관리 특성 및 보전방안)

  • The purpose of this study is to establish basic data for the continuous protection management policy of domestic natural world heritage and mixed world heritage, and to examine the present situation and characteristics of the protection management according to the World Heritage Convention on the World Heritage listed Huangshan. The results of this study are as follows. First, Huangshan began to be protected by the establishment of the Huangshan Construction Committee in 1933, and after the designation of national park in 1982, laws and regulations were established in the central ministries, And various projects related to utilization have been implemented. Secondly, the establishment of the boundary for protection was actively intervened by the central government, such as the reorganization of the boundary of Huangshan through the administrative district plan. In order to protect the ecological and landscape value as well as the cultural factor, And designated a heritage designated area. Third, the protection management of Huangshan was divided into four major stages. The first phase was divided into the period when administrative measures were taken to manage the protection of Huangshan. The second phase was designated as a national park in Huangshan. The third period was the time of the protection-oriented project according to the recommendation of the international organizations after the World Heritage listed. The fourth period was the expansion of the tourism industry for the continuous use of protection of Huangshan city, My preservation business was being implemented. Fourth, Huangshan is managed by the central government and the city government. Huangshan, which is a mixed heritage, is managed jointly by the Ministry of Cultural Heritage Administration and the Ministry of Natural Heritage Administration. The protection and management of Huangshan promoted the efficiency and expertise of the heritage-related work through the establishment of the administrative unit-specific management system, and the local governments were entrusted with the authority to implement the protection management policies that meet local characteristics. Fifth, the preservation area of Huangshan has been destroyed by the development policy centered on the mountain. In addition, according to the operation of accommodation facilities, there are problems such as sewage, garbage disposal, and environmental pollution caused by tourists, and the damage caused by pests and diseases in planted plantations around the area and changes in ecosystem due to the composition of cable cars. Sixth, for the continuous protection of Huangshan, strict regulations on new construction, extension and management of accommodation are required, and it is necessary to install facilities to limit and control the number of visitors.

An Analysis on Situation of Broadcasting and Telecommunication Equipment EMC Test Market and Way of Government Intervention (방송통신기자재 전자파 시험 시장의 현황 분석 및 정부 개입 방안)

  • This paper forecast that, if the EMC test market for broadcasting and communication materials and equipment reaches a saturated state, such will give rise to adverse effects such as capture phenomenon, rent seeking phenomenon, and stiff test price competition; this in turn will eventually wield a negative impact on our society. Thus, to determine the saturation level of EMC test markets, the size of test markets and test capabilities of the designated laboratories were surveyed. As a result, the operation rate of equipment in the EMC test markets was revealed to be 78 %, suggesting market saturation. Moreover, the wireless, wire, and SAR equipment operation rates reached 65 %, 3 %, and 10 %, respectively, suggesting market saturation. Thus, maintaining the strictness of testing requires limiting the designation of new test laboratories; in light of practices and implementation of laws, however, the relevant administrative agency has difficulty rejecting applications for the designation of laboratories.

The Effects of Youth Startup Mentoring on Entrepreneurship and Early Startup Business Performances -Centered on In-depth and Focus Group Interviews- (청년 창업 멘토링이 기업가정신과 초기 기업의 창업 성과에 미치는 영향 -심층 인터뷰와 포커스 그룹 인터뷰를 중심으로-)

  • This study analyzed the actual impact of central and local governments' startup mentoring programs on the entrepreneurship and early startup business performances of company owners and prospective owners. To analyze the participants' hidden intentions, literature review, in-depth interview, and focus group interview research methodologies were used consecutively. The following results were obtained. First, participants with higher expectations toward the mentoring programs tended to evaluate the programs more negatively, with a substantial number of interviewees responding that the quality of the programs was subpar. Second, startup mentoring programs seem to have had positive effects on building entrepreneurship. The effect was especially significant in areas such as creativeness and innovation. Third, the mentoring programs did not have a significant impact on business performance, suggesting the need for institutions' active participation in mentor-mentee relations and programs. Fourth, most participants evaluated mentoring programs as unsatisfactory, meaning that the programs do not meet the intention and purpose of the institutions providing them. Based on these analyses, the academic importance of this study was highlighted and ways startup mentoring programs can improve in the future were suggested.

Globalization and Critical Review for the Korean Welfare State (세계화와 한국 사회복지의 비판적 검토)

  • The integrated global economic system have intensed Liberalization, dereguration, privatization. National states were subordinated in global economic system. To save social costs and to encourage the national competition power, the globalized market tends to reduce the domestic social expention. Truely anxious things are not the defectiveness of capitalism itself but neo-liberal measures of each national states. So neo-liberal globalization beat welfare states. Welfare and growth, accumulation and justice are inter-conflict elements, and these confliction is well explained in context of globalization. Stratigies of growth pursuing economic benefits subordinate social policy in economic policy. Globalization did not always reduce the power of national state, but each national states purposely reduce the power of state and state participations. Thus Globalization can be overcome and must be overcome, eventually, the history of social welfare in korea differ frome that of European states. Their's social welfare retrenchment have based on the excessly expeneded welfare provision, but the frame of social welfare in korea is not yet established in history. Fundamentally historic experiences between European and korean social welfare are different. So "the third way" in korea must be in carefull approaches and the social welfare policy in korea must purchase "anti-market policy" and the equal distribution.

An Analysis of the Fake News Assessment Criteria on Fact-check Coverage (팩트체크 보도의 가짜뉴스 판단 기준 검토)

  • This study examines the fact-check coverage provided by the SNU fact-check center site(factcheck.snu.ac.kr). A total of 50 articles that were cross-checked by multiple news media organizations were analyzed. The study's variables were topics, types, characteristics, consistency of the news media organizations' judgement, and fact-check sources. This study found that fact-checking coverage was generally focused on presidential or general election candidates or politicians, as well as political topics. The types of fact-checking coverage primarily included factual information, as well as some opinions or interpretations. Fact-check coverage was mainly focused on the facts of the statements themselves, causal relationships, or the timing or target of the comparison criteria. On average, the fact-checking coverage most frequently assigned the judgment 'mostly false, and primarily used interviews of individuals or data from organizations involved in the issue, government data, and experts' statements as the bases for its fact-checking judgements.
