The Korean government's R&D budget has risen steadily annually, reaching 24.2 trillion won in 2020, and the ratio of R&D expenditure to GDP ranked high among OECD countries. However, national science and technology innovation ranked low among OECD countries. This study focused on Korean government-funded research institutes in the field of science and technology by analyzing the effects of budget and workforce input on research performance in order to provide directions for management. Multiple regression analysis was conducted with budget and workforce input as independent variables, which influence major research outcomes (SCI paper, patent, royalty). In the research budget, only government contribution had a positive effect on SCI thesis performance, and the increase in the government project and private project funding had a negative effect on the number of patents and technology royalties. For the workforce, the positive effect of regular workers on all research achievements was 3-6 times more than that of non-regular workers. Through this study, policy implications such as establishment of institutional performance indicators according to research types were derived for the outcome driven management of government-funded research institutes in the field of science and technology.

This paper examines whether the budget making process has improved since the Automatic Submission of Budget Bills to Plenary Session Act was enacted. The budget bill was passed before the Dec. 2 deadline from 2014 to 2016. Several researchers, therefore, concluded that the clause is in favor of the ruling party and the majority party. However, this study confirmed that the argument is valid only under the condition of unified government. In other cases, the government party can have a limited impact on the budget-review process, and the aspects of the budget screening process are similar to those before the Act was enforced. Under the conditions of the divided government and two-party system, it is difficult that the budget bill is passed by the legal deadline. In the case of the divided government and multi-party system without majority party, the third party exerts a very significant influence on the budget-review process.

신약개발은 많은 투자비와 시간이 필요하면서도 성공률이 낮아 위험성이 높은 분야로, 국내 제약 기업의 투자 역량과 인력이 부족하여 민간 R&D 투자만으로는 한계가 있다. 현재 바이오 분야 중 신약 분야에 가장 많은 정부 R&D 예산이 투입되고 있으나, 특정 단계가 아닌 신약 개발 단계 전주기에 걸쳐 지원하고 있기 때문에 투입 예산을 효율적으로 활용하여 성과를 창출하기 위해서는 투자 현황에 대한 분석이 필요하다. 본 연구에서는 정부 R&D 사업 중 신약개발 과제를 대상으로 신약개발 단계, 의약품 종류, 대상 질환을 기준으로 정부 R&D 투자 현황을 분석하고자 한다. 이는 향후 신약 분야의 경제적 성과 창출을 위한 정부의 투자 방향과 전략 수립에 활용 가능할 것이다.

The dominant perspective on institutional change of the GRI is the environment-dependence. GRI's institutions are, however, prone to change due to the endogenous factors. Therefore, we need a dynamic alternative model to analyze the interaction between the exogenous and endogenous factors around the GRI's institutions. In this paper, authors examined the changes in GRI's funding system. The results were verified in the layering which is a one of the dynamic institutional change forms. Owing to the interaction between the exogenous and endogenous factors, institutional reform's layers of the institution funding expansion have been continuously accumulated in order to modify the Project-Based System(PBS). Eventually expansion layers of the institution funding have grown more quickly than the Project-Based System(PBS), as a result, GRI's funding system has been changing centered on the Block funding.

우리나라 연구개발(R&D) 투자는 2014년 기준 세계 6위, GDP 대비 총 연구개발비 비중은 4.29%로 세계 최고 수준으로 조사되었다. 또한 정부 R&D 예산은 지속적으로 증가하는 추세를 유지하고 있으며, 연구개발비 투자 규모 증대에 따라 국가과학기술역량의 양적 증대뿐만 아니라 질적 수준 또한 향상되고 있는 것으로 평가되고 있다. 뿐만 아니라 연구성과의 활용 측면에서 기술사업화로 연계가 큰 폭으로 증가한 것으로 조사되었다. 반면 R&D 예산 및 성과 활용의 양적 질적 증대가 이루어졌음에도 불구하고 다수의 연구성과가 사업화로 연계되지 못하고 휴면 상태로 있다는 조사결과도 있다. 이에 본 연구는 막대한 예산, 특히 정부 R&D 예산 투입에 의하여 창출되는 연구성과가 기술이전뿐만 아니라 사업화까지로 연계될 수 있도록 영향을 미치는 요인을 선행연구 분석을 통해 도출하고, 각 요인 간 영향 및 기술사업화에 영향을 미치는 핵심요인에 대해 정량적 데이터 분석을 수행할 것이다. 본 연구는 기술의 이전 및 사업화에 관한 연구를수행함에 있어 결정주체, 정책/제도 등의 관점에서 분석한 정태적 접근과, 사업화 전체 프로세스의 관점에서 분석한 동태적 접근을 포괄하는 통합적인 연구라는 점에서 의의가 있으며, 본 연구결과는 산 학 연 및 정부의 기술이전 사업화 관련자들이 보다 종합적인 관점에서 효과적인 사업화 전략 수립을 통해 성과 확산에 기여하는데 정책 자료로 활용될 수 있을 것으로 기대된다.

박근혜 정부의 "정부 3.0"에서는 빅데이터가 창조경제의 핵심으로 부각되고 있다. 지난 2월 국토교통부 등에 따르면 정부는 올해 664억원의 예산을 투입해 고품질의 공간정보와 빅데이터 체계를 구축할 예정으로 중앙 및 지자체가 시행하는 385개 공간정보 사업에 2,946억원을 투자할 계획도 세웠다. 이러한 정부의 행보 속에 우리 전력산업은 빅데이터를 어떻게 다뤄야 할까? 한번 살펴보기로 하자.

이번 호에서는 광주 시민에게 편리한 최상의 행정서비스를 제공하는 "정부광주합동청사"에 방문하여 박회록 기술팀장을 만나보았다. 현재 정부청사는 정부서울청사, 정부과천청사, 정부대전청사 및 정부지방합동청사(광주, 제주, 춘천, 대구)로 분류되며, 정부세종청사 및 정부마산합동청사는 건축 중에 있다. 정부광주합동청사는 광주지역에 산재되어 있는 국가기관 청사를 한곳에 모아 지역 주민에게 종합적인 행정서비스를 신속하게 제공하기 위하여 2008년 12월에 준공되었고 현재 광주지방국세청 등 13개 특별행정기관이 입주해 있으며, 대민행정 One-Stop Service 확대는 물론 청사의 통합관리로 인력 및 예산절감 등 국유재산 활용도를 크게 높이고 있다.
