본 연구는 선진국의 조경 식재 시공의 대표적인 조경수 재배사례와 우리나라의 재배방법을 고찰하여 보고 그 이론적이며 실무적인 근거를 바탕으로 우리나라 미래 조경수 재배방법에 문제점을 도출하고 개선방향을 간략하게 소개하여 보았다. 우리나라 조경수재배에 관하여 문제점에 대한 개선방향으로 조경 식재 후 하자발생에 대한 책임감과 기술개발, 재배 환경, 이용방법, 정부 및 민간의 소재개발 지원에 과감한 투자와 개발로 선진국 사례처럼 식재 후 하자(고사)없는 4계절 조경 식재 시공제도가 정부관급 주도형으로 조속히 시행되어야 할 것이다. 우리나라도 일부에서는 Pot 재배를 하고 있지만 더욱 향상되어 Container 재배로 전환되고 조경 식재 공사 소재의 가격이 정부고시 가격으로 의무화하는 방안이 선진국과 같이 선행되어야 할 것이다.

Government has accounted an R&D investment on drug development for the highest share among biotechnology sector. Since competitive investments between each agencies, issues on efficiency or effectiveness of the duplicate investments have been raised continuously. In this research, we investigated the effectiveness of the investment through analysis of portfolio on drug development R&D, journals, patents, and performance of the each process. As a result, reliable technology for current market demands could not compute productive outcome at the early process of the development. On the other hand, grants which support non-clinical process of the development has produced the high-quality patents for active utilization. Moreover, analysis of the performance of the process, which affects rate of success on the drug development, showed decreased efficiency compared to global average. Therefore, we proposed the strategies of reflecting the market demands and bridging between stages without interruption for maximizing the efficiency and effectiveness on investment of drug development R&D. Furthermore, strategies for concentrated support on each process should be prepared for the success of final drug development.

주요 선진국에서는 전통적 생산요소인 노동이나 자본에 비하여 기술 진보가 경제성장에 더 큰 기여를 하고 있다고 판단하고, 기술개발을 위한 R&D 투자를 적극적으로 추진하고 있다. 본 연구에서는 IT부문 R&D 투자액이 IT부문 수출 실적에 미치는 효과를 분석하는 한편, 회귀분석 결과를 활용하여 2020년 우리나라 정부가 목표로 하고 있는 수출 1조 달러 달성을 위하여 IT 부문에서 어느 정도의 R&D 투자가 이루어져야 하는 지를 분석한다.

13억의 인구와 370만 평방마일의 영토를 가진 중국은 공산주의 경제체제에서 자본주의 경제체제를 도입하여 시장개방, 자유경쟁 경제방식으로 전환함에 따라서 급격한 경제성장을 이루어 국제통화기금(IMF)의 1993년 보고에 의하여 국내총생산액(GDP)가 1조 6천억$로 미국, 일본에 이어 세계 3위의 경제 성장을 이루어 경제강대국으로 부상하고 있고 아울러, 무한히 넓은 땅덩어리와 천연 및 인적자원을 기초로 한 앞으로의 성장잠재력이 크게 기대되어 미국, 일본을 비롯한 선진국이 중국에 대한 투자를 다방면으로 검토하기 시작했고 생명공학분야도 예외없이, 연구분야에는 포장시험, 임상시험 등 실용화 연구에 중국측 강점을 이용한 협동연구, 중국정부 자체가 상업화 가능성이 높다고 판단하는 Torch High Technology Development Center에의 외국기업이나 연구소의 참여 등으로 확대되고 있다. 산업계는 벤쳐 케피탈의 활성화를 통한 첨단기술에 대한 투자를 적극적으로 실시하는 한편, 제약 및 생명공학분야의 합작투자를 통해서 외국의 기술, 장비, 자본 및 노하우를 도입하고 있다. 우리나라는 여러 산업 분야에서 대중국 투자 또는 협력이 활발히 이루어지고 있지만, 생명공학 분야는 그렇지 못한 것 같다. 연구개발의 국제경쟁력은 우리나라의 자체 연구개발도 중요하지만, 아울러, 외국에 대한 연구 동향을 파악함과 가능한 분야에 대한 투자와 협력을 통한 공동관심과제의 도출은 중요한 의미를 갖는다.

For the continuous growth of the construction industry and the increase of the global competitiveness, research and development of construction technology is necessary. However, the R&D investment of Korean government for the construction industry is not sufficient compared with other countries and the various policies for encouraging construction R&D investment need to be improved too. This research focuses on the promotion of the construction R&D by the private sector that is one of the principal body of construction R&D and also the final user of the developed construction technology. This research suggests three promotion directions for the construction R&D by private sector; (1) the direction of creating better R&D investment climate, (2) the direction of increasing R&D investment amount, and (3) the direction of fostering R&D activities immediately.

최근 정부 R&D 방향을 보면 정부출연연의 역할은 중장기, 대규모 신규사업발굴에 초점을 두고 있으며 출연연 자체적으로 연구기획에 많은 투자와 노력을 하고 있다. 하지만, 출연연 주요사업 연구개발계획서에 철저한 준비가 되어야 함에도 기획 전문지식이 체계적으로 축적되지 않았으며 연구기획에 대한 좋은 본보기를 요구하는 연구자들이 지속적으로 이어져왔다. 이에 본 연구에서는 논리적이고 심도있는 검토를 거치는 사전평가 과정인 국가연구개발 예비타당성조사 사업을 본보기로 제안하며 주요사업 기획에 도움이 되는 평가항목들과 내용을 메타분석하고자 한다. 이를 위해 KISTEP에서 공개한 예비타당성조사 보고서의 평가항목들 중에서 출연연 주요사업에 적용될 수 있는 기술적 타당성 평가항목들을 선별한다. 그리고, 선별된 평가항목들끼리의 내용분석을 통해 사업 타당성에 대한 지적사항을 항목별로 정리하여 시사점을 찾아내고자 한다. 본 연구를 통해 주요사업 대규모, 중장기 연구기획 시 실무적으로 도움이 될것으로 기대한다.
