현재 추진하고 있는 전자정부와 연계한 이동공공서비스(Mobile Public Service) 시범사업 추진을 통해 PC를 기반으로 하는 유선 전자정부의 시.공간적 접근성 및 활용성 한계를 극복하고, 무선인터넷 기술을 통하여 전자정부서비스에 '이동성','휴대성' 및 '접근 용이성'을 제공하여 대 국민 서비스 질을 향상시킬 계획이다.

New information communication technologies are changing our society completely, offering the government new possibilities for providing citizens and businesses with better, and more efficient E-Government services. This study analyzes the direct and indirect impact of service value, innovativeness, and users' participation level on the trust toward the Government. Results from a citizen survey indicate that service value, innovativeness, and participation positively affect the trust toward the Government, and that innovativeness has been found to affect service value as well as the level of participation. However, the moderating effect of political efficacy on the relationship between two variables(service value and participation) and trust have been found to be insignifcant. Several other findings and policy implications are also discussed.

Korean government is providing a Internet-based government services to people. One of the main concerns of the government for implementing e-government services is to increase the sustainable use of the people. Therefore, management and development of e-government Web site is an important issue. In particular, it is an important to the government policy for reinforcing satisfaction and trust of the usage of e-government services. Thus, the Web site design is an important issue to consider for increasing usage of e-government services. Therefore, studies of e-government Web site design suggested an important implication to spread for continual usage of e-government services. In this study, we investigated relationships among the design factors of e-government Web site, trust, and satisfaction. The results of this study will provide useful suggestions for developing design strategies for continual adoption of e-government services.

This study aims at finding what factors influence trust in e-government and how trust in e-government and satisfaction with e-government services affect trust in government. Despite of the importance of trust in e-government, there has not been sufficient research. Giving light on the factors of affecting trust in e-government is of academic significance. Therefore, the purpose of this study is to explore the nature, driving forces and consequences of citizens'trust in e-government and in government. The empirical results indicated that temporal embeddedness, network embeddedness, information provision quality, information security quality and e-participation quality affect satisfaction with e-government services and trust in e-government. Also, satisfaction with e-government services and trust in e-government influence trust in government, and satisfaction with e-government services affect trust in e-government.

이번 호에서는 광주 시민에게 편리한 최상의 행정서비스를 제공하는 "정부광주합동청사"에 방문하여 박회록 기술팀장을 만나보았다. 현재 정부청사는 정부서울청사, 정부과천청사, 정부대전청사 및 정부지방합동청사(광주, 제주, 춘천, 대구)로 분류되며, 정부세종청사 및 정부마산합동청사는 건축 중에 있다. 정부광주합동청사는 광주지역에 산재되어 있는 국가기관 청사를 한곳에 모아 지역 주민에게 종합적인 행정서비스를 신속하게 제공하기 위하여 2008년 12월에 준공되었고 현재 광주지방국세청 등 13개 특별행정기관이 입주해 있으며, 대민행정 One-Stop Service 확대는 물론 청사의 통합관리로 인력 및 예산절감 등 국유재산 활용도를 크게 높이고 있다.

GIS의 국가적 틀을 이루는 공급주체에는 중앙정부 이외에도 지방자치정부가 있다. 현실적으로 지방자치정부는 행정 일선에 위치하고 있으며 각 지역의 특수성을 고려하여 지역 주민들의 수요를 충족시키고 행정서비스의 질을 향상시키기 위하여 GIS를 도입할 수 있는 대표적인 기관들이다. 학계의 전문가들은 공공 부문 업무의 80%가 지리적 연관성을 갖는 것으로 보고 있기 때문에 향후 GIS가 정부의 서비스 제공과 관리자들의 의사결정에 필수적인 요소로 자리잡을 것으로 예측된다. 본 연구의 목적은 국내 기초지방자치정부가 정부의 행정효율을 향상시키기 위하여 그리고 국민을 위한 서비스의 질을 높이기 위하여 GIS를 얼마나 도입하여 활용하고 있는지를 알아보고자 했다. 또한 이러한 조사분석을 통하여 얻은 결과들을 정리하여 국가적으로 GIS의 활용을 촉진할 수 있는 방안들을 담고자 하였다.

정보통신기술의 발전과 그에 따른 사회경제적 수요 변화에 따라 기존 인터넷 기반의 전자정부가 접근성(accessibility), 활용성(availability) 및 개인화(personalization) 제고차원에서 무선 기반의 전자정부(Mobile-Government), TV 기반의 전자정부(TV-Government), Ubiquitous-Government, (이하 U-Gov) 등으로 빠르게 전환되고 있다. 이와 같은 전자정부서비스의 전환점에서 본 연구는 TV기반 전자정부 서비스 제공 전략에 대한 시론적 연구이다. 따라서 본 연구에서 T-거버먼트의 기술적.사회적 환경변화와 미국, 영국 등 해외 사례와 우리나라의 T-거버먼트 서비스 제공 현황을 분석하였다. 그리고 이러한 거시적 기술적 환경분석과 국내외 사례분석을 토래로 향후 T-거버먼트 개발시 고려사항과 추진전략을 제시하였다.

미국의 공공부문에서 정보기술의 이용이 급속히 진행되고 있다. 연방정부에서는 직원 2인중 1인이 전자메일을 이용하고, 3인중 1인이 인터넷 브라우저(검색ㆍ관람소프트웨어)를 사용하고 있다. 연방정부는 실질적으로 '사이버정부'의 영역에 가까워지고 있다고 보여진다. 이후, 정보기술을 활용한 행정 서비스는 a.정보제공형으로부터 실무서비스 제공형으로, b.단기간서비스로부터 성청횡단형 원스톱 서비스로, c.개별정보로부터 데이터 웨어하우스 정보로 라는 3가지의 성격을 강조할 것이다.

Government publications, as the important media of communication between the public and the government, have served as informational sources to provide a variety of information. Although technological development led into sharp changes in the types and services of government publications, the Korean service of government publications has yet to respond to the changes properly. The web service of government publications is provided only in the archives-based way with no consideration of the characteristics of the government publications, so that it is considerably difficult to use the service. Therefore, based on literature research, request of information disclosure, website survey, and interviews, this work overhauled the web service of government publications provided by the National Archives of Korea, and suggested an improvement plan of the service. This study is meaningful in the point that it suggested an improvement plan for the web service of government publications, which have been managed as a sort of archives but have been placed in the blind spot of service, through interviews with the persons in charge of government publications in relevant public organizations and the National Archives of Korea.

인터넷을 통한 전자정부의 활동은 시민들의 편의 제공과 업무의 효율성을 높일 수 있다는 측면 때운에 전세계적으로 활발한 서비스 계획이 이루어지고 있다. 그러나, 모든 서비스가 전자적으로 이루어지는 것이 아니기 때문에 온라인의 디지털 형태의 문서와 오프라인 상에서 존재하는 종이 문서 사이를 연결시키면서 대인 서비스의 편의성을 높일 수 있는 기술이 필요하다. 본 연구에서는 전자정부의 대민 서비스에서 온라인을 통한 증명서 같은 문서발급을 제공할 수 있는 기술과 구조에 대해서 연구하고, 서비스 사례를 통해서 응용 예를 알아보았다.
