Alternative Financial Resource and Option for the Funding of Public Broadcasting (공영방송의 대안적 재원과 재원산정구조의 모색)

  • The public broadcasting in Korea are currently financed primarily through license fees paid by anyone who holds a TV set. This paper aimed for other options; How can we have a stable cash flow for public broadcasting account for right incentives, lack of sufficient government intervention, efficiency and quality? As this paper shows, bringing taxes more efficient and fairer, while a solid foundation for the public broadcasting finance; combined with an incentive based payment system this may be a sensible alternative to the forthcoming poll tax.

An Analysis of Revenue and Cost of Exporting Chrysanthemum (국화 수출 수익 및 비용 분석)

  • Analyses of export of agricultural products, so far, have not been an easy task because of the lack of direct data from exporting companies. Results obtained from indirect data are subject to criticism and have a restriction on general interpretation. This paper uses and analyzes the direct data from a chrysanthemum-exporting-company, leading to some conclusion that farms receive on average 72.3% of unit price but the share decreases by the distance to the company. Exporting farms have higher income ratio, compared to farms that sell flowers to domestic market. The analysis of unit price and cost shows that the profitability of exporting-company might be worsened if government subsidy is not in place.

The Impact of financial Sources on Service Delivery in Non-profit Social Welfare Organizations (민간 사회복지조직의 재원(財源)이 서비스 전달에 미치는 영향)

  • This study is to identify the relationship in non-profit social welfare organizations(SWOs) between financial sources and service delivery. Especially the impact of the former to the latter is its main concern. For this purpose, gathered are the 1992, 1999 financial reports of those study organizations, and some qualitative data on a number of the organizations collected by the author is also used for verifying and interpreting the data. Gronbjerg's study(1992) provided an analytical tool for decomposing financial structure of human service organizations, and resource-dependency perspective was a theoretical framework for interpreting the impact of financial composition to service delivery. The findings are as follows: (1) Between 1992 and 1999, there was a noticeable change in financial composition among SWOs. Government subsidies has increased in terms of both amounts and percentages, for residential facilities 75% to 82% and for nonresidential facilities 37% to 47%. Funding from donations shows no abrupt changes, although absolute amounts were slight increasing. Fees were sharply decreasing, especially for the non-residential facilities which previously enjoyed them as valuable resources for preventing unnecessary influence from government. (2) The funding sources of SWOs and their strategies to acquire them has impact on service delivery. Although non-government fundings(donations and fees) were found to give elasticity to SWOs, various problems associated with acquiring them (i.e., changing the clientele) would prohibit SWOs from fully concentrating to those fundings. Meanwhile, government fundings are characterized as stable, and, as such, most of the SWOs prefers. Limited elasticity, red-tape, 'sacrifice of quality of service' over efficiency, etc. are referred to the problems.

  • As London and post-Koyto protocols presumably affect emission of organic waste in Korea in 2012, appropriate treatment of organic waste becomes very important. Organic wastes are regarded as non-point pollutants. It has been criticized that direct emission charges on the emission of non-point pollutants are not effective due to the high uncertainty in the relationship between pollution sources and pollution levels. This study suggests indirect emission charges on production of livestocks or consumption on foods. Furthermore, it is assumed that revenue from the emission charges will be recycled to support biogas production. Biogas can be fueled to produce energy. In order to evaluate potential economic and environmental impacts of recycling the indirect emission charges on organic wastes, a static CGE model was developed. Simulation results of emission charges on the production of livestock show that livestock, agriculture, and food industry will confront relatively high burden while emission charges on consumption of food will affect more broadly and consumers will suffer more. Production charge on livestock sector will lead to higher reduction in GDP and total expenditure relative to the consumption charge. GHGs reduction effect was higher for the consumption charge relative to the production charge. Synthetically, consumption charge on food sector is more desirable as an alternative charge for the emission of organic wastes.

Thermoeconomic Analysis of Hybrid Desiccant Cooling System Driven by District Heating (지역난방에 연계된 하이브리드 제습냉방시스템의 경제성 분석)

  • A hybrid desiccant cooling system (HDCS) that uses a heat pump driven by district heating instead of a sensible rotor can provide an increased energy efficiency in summer. In this paper, the summer operation costs and initial costs of both the HDCS and traditional systems are analyzed using annual equal payments, and national benefits are found from using the HDCS instead of traditional systems. In the analysis results, the HDCS reduces the operation cost by 30 compared to the traditional systems, and each HDCS unit has 0.079 TOE per year of primary energy savings and 0.835 $TCO_2$ per year of $CO_2$ emission reduction more than the traditional systems. If HDCSs were to be installed in 680,000 households by 2020, this would produce a replacement power effect of 463 MW. Despite this savings effect, HDCSs require a government subsidy before they can be supplied because the initial cost is higher than that of traditional systems. Thus, this paper calculates suitable subsidies and suggests a supply method for HDCSs considering the national benefits.

  • Encouraged by the investment in the rice paddy, the introduction of new varieties (Tong-Il), and the price support program, there has been great success in increasing rice production. Meanwhile, the demand for rice has decreased rapidly as per capita income continues to rise. Rice self-sufficiency has been attained, and a new over-supply problem is emerging. Moreover, the Uruguay Round Agricultural Negotiation would prohibit government price support for agricultural products. In October the Korean government decides the government purchase amount and support price, which works as the price guideline. All interested parties exert political efforts to influence the decision. The continued increase of the government purchase price of rice due to political pressure pushed the government purchase price above the market wholesale price in 1988. Also, the farmers preferred to sell to the government than to the wholesaler. This has discouraged the market mechanism, and the government is to take over the three functions of the market mechanism: stockpiling, seasonal price fluctuation adjustment, and circulation. Another big increase may cause the government purchase price to rise above the consumer price, which might lead to arbitrage opportunities for the farmers and suffocate the market mechanism. However, the current political situations limits the options for the Korean government. This paper argues that a supply control policy will reduce the social cost resulting from the high level of producer price support, and it proposes several second best policies: First, the production of new varieties should be reduced rapidly. Second, the old rice in the government warehouse should be auctioned or disposed of in order to reduce the government handling and management costs. Third, the acreage diversion program should be launched in order to control rice paddy acreage. Fourth, a social welfare program in rural areas should be introduced, since the share of population over 60 is increasing rapidly. Fifth, instead of the price support which is forbidden by the Uruguay Round, Korea should restructure the agricultural industry by developing new crops, by enhancing productivity and by improving the agricultural infrastructure.

Deficiencies of China's General Aviation Law and its Improvement (중국 일반항공법의 법적 흠결과 개선방향)

  • General aviation is an integral part of civil aviation and involves the widest range of aviation segments except commercial aviation. Featured with different operational procedures and practices to satisfy the economic needs and safety requirements of a sovereign state, general aviation tends to be regulated by an individual state. The last three decades have seen exponential growth of commercial air transport in China, but its general aviation sector has remained disproportionally underdeveloped. With the deepening of the reform of low-altitude airspace, the sector is poised for a radical change and rapid growth. However, legislation governing general aviation activities in China is distorted causing inconsistency and confusions in their application and implementation. This paper aims to analyse China's prevailing legislation regulating general aviation activities. It first discusses the various definitions adopted by ICAO and its member states and reviews the development of general aviation in the US, EU, Australia and China. It then examines the sources of China's general aviation laws, e.g. Chicago Convention and its annexes, and Chinese domestic legislature which covers legislation, laws, directives, rules and procedures. The paper continues to analyse and establish the deficiencies of its prevailing legal framework by pointing out the following: variation of definitions in different regulations, inconsistency of principles in existing laws and regulations, legal vacuum concerning government subsidy, environment protection, safety and security, and other operational areas such as aerial club, sightseeing, and search and rescue. In this process, the paper argues that a coherent, consistent and systematic legal framework is required in order to ensure fair competition and safety for a healthy, progressive and sustainable general aviation growth. Suggestions for rectification and improvement are proposed.

Study on Forecasting Urban Rail Demand Reflecting Transfer Fare Value in a Non-integrated Fare System (독립.환승할인요금체계하의 환승요금가치를 고려한 도시철도 수요추정 연구)

  • The recent increase of light rail construction by the private sector in Korea has caused a new issue in forecasting rail demand. Integrated fare systems between several rail operators is convenient and brings cost savings to users, and therefore is also very effective in increasing demand. However, it causes some short-term revenue loss to operators so that the private sector often suggests a non-integrated fare system. The current rail demand forecasting model is based upon an integrated fare system. Thus this model cannot be used to forecast the demand with a non-integrated fare system. Some value of transfer fare should be estimated and applied to forecast the demand in a non-integrated fare system. This study conducted a stated preference (SP) survey on urban railway passengers and estimated the value of transfer fare. The estimated value is 2,609 Won/hr, which is about 52% of in-vehicle time. This shows railway users have a tendency to pay more for transfer fares to save time or distance. This value has some limitations since it is derived from the SP survey. If some non-integrated fare system is applied in the future and a RP survey is conducted and compared with these study results, a more clear value of the transfer fare will be derived.

  • Recently, the Japan Cultural Agency announced a plan for revitalizing the art market represented by reading museums (advanced art museums) to promote industry through strengthening the sustainability and economics of art museums. Along with these policy announcements, the Japanese cultural system and Bypyeongje are divided into pros and cons, and there has been a heightened opposition, which is now in a state where policy promotion has been temporarily suspended. The opposite reason is that it does not meet the museum's inherent purpose of preservation and lore, and the reason for favoring that commercialism can ruin the art world is that the Japanese art society is other than art museums and museums Also, it consists of non-profit organizations, art festival administration organizations, support staff, volunteers, etc., but because of the high subsidy bias, no real labor costs are paid, which means that it is virtually neglected. Also, there is a vigilance that the art society itself, which reduces its reliance on subsidies in response to social changes, can survive. Seeing that the situation is not much different from Japan, Korea is also actively discussing new establishments of the National Art Bank, performing art appraisal and evaluation functions for revitalizing art works, art loan, art trust, etc. There is. As it is difficult to solve realistic problems with subsidies from the future situation, it is difficult for us to expand investment in culture, and culture and economy are united and linked. You will find a plan to make it operational. In this regard, it is thought that the examination of the cultural and economic agency's strategy, represented by the Japanese advanced art museums, gives us a meaningful suggestion.

A Study on the Policy Directions for Implementing the Happy Korea-oriented Software Platform (국민행복형 소프트웨어 플랫폼 도입 이슈와 구축 방안에 관한 연구)

  • Park Geun-Hye Administration declares "Happy Korea, a New Era of Hope" as the administrative vision. 'The orientation to Happy Korea' includes the meanings of both improving the quality of life directly and solving the social problems. It is the Happy Korea-oriented technology that can solve the social problems. The Happy Korea-oriented technology is closely connected to a concept of 'platform' because it makes an impact on providers and customers, in turn, their transactions can offer convenience to the third party. Therefore this study explores the issues of the adoption of the Happy Korea-oriented software platform. In order to achieve this research objective, we firstly make literature review and interview field experts. Three issues of the adoption of the Happy Korea-oriented software platform are drawn: economy, technology, and human resource. In addition, we present some policy directions for implementing and diffusing the Happy Korea-oriented software platform.
