1978년 국제연합회의에서 제정된 「천연고무국제협정」전문을 수시 입수되는 대로 번역정리하여 제1조에서 제34조까지를 본회지 1~2월호에 게재한 바 있으나, 그후 본협정전문의 완벽한 정본이 입수되어 기게재분과 비교검토한 바, 다소 정정된 부분이 있어 중복되는 감도 없지 않으나 기게재분도 처음부터 다시 총수정정리하여 본협정전문(총 69조,부칙)을 완전 수록하오니 참고하여 주시기 바랍니다.

In cost-only incentive contract the emphasis is the attainment of efficient and effective cost control. In contrast multiple incentives contract correlates contractor's profit motives with the generalized government objective function, the decision variables of which are performance or quality (technical progress), time or schedule (timely development and delivery) and the cost (efficient and effective cost control) Under multiple incentive structure, it is essential to formulate the trade-off curves between cost and performance, which are called iso-fee curves. Trade-off curves depict the combination of cost and performance achievement for which the contractor will be rewarded with the same fee. The basic function of trade-off curves is to show he the contractor will be motivated by incentive arragement to trade off or sacrifice the achievement in one incentive element for the acnievment in another.

차세대 성장동력으로 서정된 '디지털콘텐츠'의 지원 사업을 주관하는 주요 역할을 맏고 있는 한국소프트웨어진흥원(KIPA)의 디지털 콘텐츠 사업단이 권택민 전 하나로 통신 상무를 새로운 사령탐으로 선임했다. KIPA는 두자리수의 경쟁률을 보인 공개채용을 통해 권택민 전 하나로 통신 경영기획 담당 상무를 디지털콘텐츠지원사업의 적임자로 선택했다. 권 신임단장은 동국대 영어영문학과를 졸업한 후 지난 84년 데이콤에 입사, 비서실장 '마케팅부장' 차세대 무선사업 추진 티맞을 거쳐 하나로 통신에서 경영기획실장, 경영기획담당 상무를 역임했다. 이번 권 신임단당의 선임배경에는 정본통신 분야에서의 풍부한 현장경험과 함께 국내 디지털콘텐츠 시장을 바라보는 통찰력 등이 높은 점수를 받은것으로 전해졌다. 그는 특히 기획력과 창의력, 마케팅 능력등이 뛰어나 하나로통신 재직시절에도 주요 정책결정 과정에 적지 않는 역할을 담당한 것으로 알려졌다. 취임한지 꼭 한달을 맞이한 지난달 23일 가락 KIPA 집무실에서 인터뷰가 이뤄졌다.

Much research has already been done on Donguibogam. However, comparison of specific characters was not done because researchers found it difficult to compare different editions of the text in one place. Recently, important editions have been published on the Internet, making comparison possible. In this paper, researchers compare eight editions Donguibogam, including the original edition published in 1613 and seven other editions corrected by the Naeuiwon (Joseon Dynasty National Medical Center). The comparison results were summarized and tabulated. The results of the comparison are analyzed and presented in this article as a chart. The result of comparing the characters and the analyzed graph were in agreement. The authors propose that all written and electronic publications of Donguibogam should refer to other editions implied, quoted or referenced within the text and including with proper citations, and reference the original and first edition. Inadequate referencing will pollute future knowledge of this foundational text of Traditional Korean Medicine and may result in perpetration of mis-information. Based on accumulated knowledge and study of historical Korean Medicine texts, the Namsan edition made a mistake in the editing process. The year of publication of Gabsul-yoengyoeng-gegan Edition needs to be studied again and corrections made where appropriate.

The current Korean Arbitration Act (KAA) ${\S}37(2)$ requires that a formal copy of an arbitral award or a duly certified copy thereof and the original arbitration agreement or a duly certified copy thereof be produced for the recognition and enforcement of a arbitral award. But as the KAA provides that the recognition and enforcement of a foreign arbitral award to which the New York Convention applies shall be granted in accordance with the Convention, the duly authenticated original award should be produced instead of a formal copy in that case. The provision on the documents to produce for the recognition and enforcement of an arbitral award is set to establish a reasonable and transparent standard and to facilitate the recognition and enforcement of awards by prohibiting parochial refusal of the recognition and enforcement on the grounds of formalities. Therefore it is necessary to simplify those documents according to the internationally acknowledged standard. It would be desirable to amend KAA ${\S}37(2)$ to require only "the original arbitral award or a copy thereof" without authentication or certification and a translation into Korean without any condition, adopting the 2006 amendment to the UNCITRAL Model Law on International Commercial Arbitration.

본 연구에서는 정보화사업의 성과는 직접적으로 하나의 효과만을 발생시키지 않고 다양한 단계에서 다양한 형태의 성과로 발생된다는 점에서 정보화사업의 추진단계를 사업추진 전(前) 단계(사전평가), 사업추진 진행단계(진행평가), 사업추진 완료 후 운영단계(사후평가)로 구분하고 각 단계별로 정보화사업의 성과를 측정하기 위한 정보화사업 추진단계별 평가모형을 제시하였다. 각 추진단계별 평가영역 및 평가항목의 개발은 정보화사업 평가항목에 관한 선행연구들에 대한 이론적 고찰과 국내 외 공공부문에서 실제 적용하고 있는 사례를 중심으로 도출하였으며, 특히 본 연구에서의 중점연구대상 정보화사업인 문화정보화사업을 중심으로 제시하였다. 각 단계별 평가영역 및 평가항목으로는 사전평가에서는 사업추진 계획영역의 비용산정적정도, 사업적 타당도, 전략적 타당도, 위험도분석, 추진계획적정도의 5개의 평가항목으로, 진행평가에서는 사업추진 실행영역의 사업추진효율성, 자원관리적정도, 아웃소싱관리적정도 등 3개 평가항목을 제시하였다. 또한 사후평가에서는 정보시스템 구축성과 영역의 경우 시스템품질, 정본품질, IS 서비스 품질을, 정보시스템 운영성과 영역은 시스템의 활용도와 사용자 만족도를, 조직 및 경영성과 영역은 사업적 기여도와 전략적 기여도를 각각 제시하였으며, 아울러 각 평가항목별 세부 평가항목을 함께 제안하였다.

The Taesangugeupbang (Emergency Prescriptions for Childbirth) is a medical text written by Li-Chengong of China in the early 14th century. It incorporates forms of obstetrics and gynecology in use in the Chosun Dynasty and is quoted in the Hyangyakjibsungbang (Compendium of Prescription from the Countryside), the Euibangyoochui (Classified Collection of Medical Prescriptions), and the Taesanjibyo (Collection of Essentials for Childbirth). The recent rediscovery of Taesangugeupbang manuscripts in Japan has enabled full-scale research of this text. This article is based on a study of these manuscripts and attempts to synthesize the text through the various documents. The article suggests that: (1) critical texts for understanding the Taesangugeupbang include the Uijeoggo (A Review of Medical Books), the Euibangyoochui, and the Taesanjibyo; (2) there is a possibility that the Taesangugeupbang had disappeared from use in Joseon by the late 15th century; (3) the Taesangugeupbang complemented the treatment regimen of other texts and influenced the development of early Chosun ophthalmology; (4) The Taesangugeupbang is quoted in many Joseon's medical texts and is related to the author's mentor.
