This paper starts from one question: what are the key factors of the web accessibility policy, which is significant for realizing equity in the web and enhancing human dignity in the information society. To find significant factors for complying with web accessibility, this paper analyzes panel data of 16 Korean local governments (for five years: 2004-2009) according to the research design which is based on the demand and supply balance model and consists of four variables : 'legal and institutional environment (including legal infrastructure)', 'financial foundation (fiscal self-reliance ratio)', 'policy inputs (amount of imformatization budget, employee of information experts)'and 'policy demand (internet usage rate, the number of disabled people and elderly people)'. From the results of this study, this paper can explain the mechanism and impact factors on the web accessibility policy of Korean local governments. Some factors are critical to improve web accessibility: (1) the importance of policy demand, (2) the importance of policy inputs, (3) the importance of legal and institutional environment. Finally, this paper concludes with some suggestions to enhance the web accessibility capacity for Korean local governments: (1) improve awareness on web accessibility, (2) develop a standard and invest R&D on web accessibility, (3) foster experts in web accessibility.

21세기 지식정보사회를 준비하는 일원으로 국내 교육분야에서는 교육정보화 촉진 시행계획에 따라 모든 국민이 언제 어디서나 원하는 교육을 받을 수 있는 열린교육 및 평생교육 사회구현에 목표를 두고 교육정보화를 추진하고 있다. 본 논문에서는 교육정보화를 위해 현재 추진중인 정책, 지원사업, 기술개발 등 전반적인 현황을 진단하고, 문제점을 분석한다. 그리고, 향후 보편적인 교육방법으로 자리잡을 사이버 교육 환경의 특징과 활용되는 정보통신 표준기술을 살펴보며, 관련 국제 표준화 활동을 소개한다.

This study aims to understand the IT savvy degree and the keyword changes on the informatization issues in rural areas during the pandemic status of COVID-19. In the analysis result, we could understand that the informatization policies in rural areas have focused on reducing negative influences on the issues of university entrance exams and higher-level education and economic vulnerabilities. According to the sentiment analysis results on the keywords related to the informatization policies in rural areas, the IT-savvy performance - the improvement of the digital divide and IT utilization capabilities in rural areas - was positively understood. The study is one of the earlier studies considering the relationship between the pandemic of COVID-19 and informatization in rural areas. But still there are limitations of collecting more meaningful data and basic level keywords analysis because of the negative pandemic diffusion of COVID-19.

급격한 정보화 진행과 함께 계층, 소득, 지역간의 정보격차가 심화되고 있으며 정보소외계층에 대한 정보격차 문제가 점차 사회문제화 되고 있다. 따라서 정보화의 긍정적 효과를 극대화시키고 정보격차의 피해를 극소화시키는 정책이 요구된다. 이러한 정보격차를 최소화하기 위한 요건으로는, 모든 사람이 정보에 접근할 수 있도록 보편적 정보 서비스 확대, 인터넷 접속비용 및 재정지원을 통한 정보접근능력 강화, 교육 및 인식의 제고를 통한 정보이용능력 향상 등을 생각할 수 있다. 한편 정보격차를 해소하기 위해 필연적으로 소요되는 사회적 비용을 줄이면서 어떤 정책을 가장 효율적으로 결정하고 실행하는가 하는 것이 중요한 이슈일 것이다. 그러므로 이를 해결하기 위한 정책이슈로는 정보격차를 해소하기 위한 사회적 비용을 투자로 보는 인식의 전환, 정보격차를 해결하기 위한 민간의 적극적인 참여와 지원, 정보격차의 문제를 정확하게 인식하고 해결하기 위한 통계자료 확보 및 정책의 실효성을 높이기 위한 충분한 자금확보가 요구된다.
