물관련 정보화에 대한 우리나라의 수준을 평가하기 위해 건설교통부 및 산하기관에서 구축되어 운영되고 있거나 현재 구축 중인 14개 시스템에 대한 현황, 연혁, 구조 등을 조사하였으며 미국, 영국, 일본의 정보화 관련 조직과 시스템에 대한 조사 및 분석을 통해 우리나라의 물관련 정보화가 향후 지향해야 할 방향을 제시하였다. 관련 시스템 및 정보화 환경에 대한 조사성과를 바탕으로 우리나라의 물 관련 정보화 수준을 4가지 정보화 영역별(수자원정보화, 물관리정보화, 하천정보화, 수문정보화)로 평가하였고, 기본원칙 다섯 가지(공공성, 정확성, 정시성, 다양성, 연계성)를 설정하여 정량적인 지표로 결과를 제시하였다. 분석결과, 4개 정보화 영역에 대한 기본전략을 수립할 경우 향후 목표로 하고 있는 수준에 도달하기 위해서는 정확성, 정시성, 다양성의 원칙에 부합하는 지표들에 대한 시스템에 우선 집중하여야 할 것으로 나타났으며, 다음으로는 공공성 및 연계성 부분에 집중함으로써 향후 다양한 기능을 갖춘 물관련 정보 종합시스템의 구축을 추진해야 할 것으로 나타났다.

Smaller enterprises begin on practical use to form integrated informational system on the inside of company according to development of internet and information techniques. The past days, it was managed mainly information system for the inside of enterprise, but in the present time, e-business between enterprise and enterprise, enterprise and customer, country and enterprise, ERP system, etc are activated. To construct the integrated informationalized system, smaller enterprices use the informational process strategy methods to analyze and evaluate the level of enterprise, construct the information infra and informationalized system. In this paper, 1 introduce the informationalized process strategy method about implimentation of the integrated informationalized system for smaller enterprice, do the modelling for one smaller enterprice by proposed method.

1999년 수립된 국가수자원관리종합정보시스템 기본계획에서 제시된 목표시스템과 비교를 통하여 현재 운영되고 있는 국가수자원관리종합정보시스템(WAMIS)과 물관리정보유통시스템(WINS), 통합홍수관리시스템에 수문정보관리시스템, 하천정보관리시스템, 실시간하천수관리시스템, 수자원 계획수립 업무지원시스템, 정책결정지원시스템을 추가하여 8개 시스템의 통합 데이터 모형으로 구성된 수자원정보화의 기본모형을 수립하였다. 향후 목표로 하고 있는 8개 시스템의 통합 데이터 모형을 제시하였고, 각각의 개별 시스템에 대한 목적, 대상업무, 대상업무와 자료와의 관계, 시스템 모형 및 데이터 모형 등을 수립하여 제시하였으며, 이를 달성하기 위한 세부 추진방향을 도출하였다. 수자원정보화에 대한 목표시스템을 구축함으로써 수자원 관련 정보화의 업무기능과 분야별 정보화 시스템의 기능이 제시될 수 있으며, 이를 토대로 정보화 관련 국가 수자원 정책을 지속적이고 체계적으로 추진해 나갈 수 있을 것으로 판단된다.

Researcher studied the factor of successful implementation for AIS. I found the facts that the elements of IMB affected the Practical level of AIS and the affected factors are operating of IMS, security and emergency action. Specially I suggest that the importance of operating procedure planning, maintenance of operating, and continuous improvement, security and emergency planning, doing and check. Most of important factors of improving the level of AIS, are the implementation of IMS. the results of this research support this suggestion.

Although smaller enterprises connected with our country's most manufacturing industry want to construct information administration system in the company, they are not constructing information administration system actually because problem of financial difficult and money is hard. Also, because there is no person in charge of computing in the company, they are feeling constraint if is going to do to informationize company's information where and how. Therefore, in this paper, we make information construction strategy plan to construct the information administration system of ${\circ}{\circ}$ smaller enterprise, estimate information level through operation of constructed information administration system actually.

경영환경 변화와 필요성에 대한 인식이 높아져 많은 기업들이 정보화 투자를 수행했지만 여전히 중소기업에게는 비용 부담, 투자성과의 불확실성 등으로 인해 미진한 면이 없지 않다. 본 연구에서는 중소기업에 대한 실태조사를 통해 BSC에 기반하여 정보화에 따른 성과를 측정하고, 정보화 투자 유형에 대해 분석하였다. 그 결과 현재 가장 많은 투자가 이루어진 영역은 회계, 마케팅, 영업 관련 분야 순이며, 투자규모로는 제품개발 부문에 가장 많은 투자비가 소요되고 있는 것으로 나타났다. 투자 유형을 보면 9개 분야에 걸쳐 모두 정보화 시스템을 운영중인 기업은 3%에 불과하고 6.92%는 정보화 시스템이 하나도 없는 것으로 조사되었다. 각 분야별 정보화 시스템 운영을 통해 모두 성과가 유의할만한 차이를 나타내었으나 마케팅/서비스 분야는 그렇지 않은 것으로 나타났다. 또한 현재 중소기업들이 가장 선호하는 정보화 시스템과 이들이 어떤 패턴으로 정보화에 대한 투자를 진행해왔는지를 살펴볼 수 있었다. 이러한 시사점을 통해 향후 중소기업 정보화를 지원하는데 있어서 보다 더 효과적인 경로를 유추할 수 있고, 정책효과를 극대화하는데 일조할 수 있을 것이다.

정보화사업은 사회 다른 어느 분야보다 눈부신 발전을 보이고 있으며, 중앙부처는 전국공동활용체계 구축, 그리고 행정업무의 능률 제고를 위한 각종 사업들을 역점 추진하고 있다. 그러나 정보화 사업은 중앙부처 위주로 추진되어 개별기관별, 단위사업별로 정보화가 이루어지고 있다. 또한, 기초자치단체의 경우 종합적인 정보시스템추진계획 구도와 전략의 부재로 인해 다양한 정보화 사업들이 부서별로 산발적으로 추진되고 있으며, 이는 사업추진의 분할손은 물론 사업간 연계를 통한 상승작용을 저해하는 주 요인으로 작용할 가능성이 노출되고 있다. 중앙부처의 표준시스템의 개발 및 보급은 그 수용대상인 기초자치단체의 행정정보화를 앞당길 수 있는 긍정적인 영향과 더불어 기초자치단체의 수용능력여부에 따라 기초자치단체의 행정정보화는 그 혼란을 더욱 가중하는 부정적인 영향을 줄 수도 있음을 시사하고 있다. 본 연구는 이러한 표준시스템의 긍정적인 영향만을 인식하고 있는 구조를 파악함은 물론 간과하고 있는 부정적인 영향을 시스템사고를 이용하여 이해함으로써 표준시스템의 보급으로 인한 기초자치단체로의 역기능을 최소화하고, 그에 역동적으로 대처할 수 있는 방안으로 조직 측면에서는 CIO제도의 활성화와 정보담당조직위상의 제고를, 시스템 측면에서는 표준시스템과 기존시스템간의 GAP 분석을 통한 틈새도출 및 보강을, 데이터 측면에서는 공유정보제공시스템 구축을 통한 데이터 자원의 활용을 그 대안으로 제안하고 있다

In recent, Information Technology(IT) is the biggest issue on the social whole including the construction industry. IT is recognized as a key strategic means to reinforce competitive power and raise the effectiveness. However, CEOs of each firm have trouble with IT investment decision-making. Because there is neither any case to measure real value of IT nor any confidence to economic effect of information system. IT evaluation is so helpful for most construction firms to make a plan of IT investment. In addition, which will eventually facilitate to achieve their management goal and have the maximum of the firms' value. Therefore, the purpose of this research is to develop IT evaluation system for monitoring IT level continually. And this will be enable a construction company to increase IT investment and improve the level of IT in the construction industry.

Using PMIS(Project Management Information System) plays an important role in systematically planning and effectively managing the complex and large-sized construction projects. In spite of the importance of PMIS, on-site engineers, who are the main users of PMIS, have not used PMIS enthusiastically because PMIS has been evaluated and improved by not the viewpoint of the system users but the viewpoint of system managers and head office manager. Therefore, this study developed an assessment model to evaluate PMIS with the viewpoint of the on-site engineers, so previously developed PMIS can be evaluated by the on-site engineers with importance and satisfaction elements. It is anticipated that the effective use of the developed assessment model might increase the utilization of existing PMIS as well as develop the construction industry.
