CALS의 개념을 한마디로 정의하기에는 범위나 방법상 어려움이 있다. 그럼에도 불구하고 과거에는 군의 무기체계를 지원하는 개념에서 출발하였으므로 일반적으로 "무기체계의 설계, 제작 및 군수유통체계 지원을 위해 디지털기술의 통합과 정보공유를 통한 신속한 자료처리 환경 구축"으로 정의할 수 있었다. 그러나 이제는 "제품의 생산(생산계획 등 이전 활동 포함)으로 부터 폐기에 이르는 모든 활동을 디지털정보기술의 통합을 통해 구현하는 산업화전략"이라는 표현으로 바꾸어야 할 것이며, 이것은 곧 제품에 대한 요람에서 무덤까지의 총체적 관리를 위한 정보기술 통합전략이라고 정의할 수 있을 것이다.

정보통신부는 올해 국내 정보화정책에 대한 '정보통신부 2000년 주요업무 계획'을 확정.발표했다. 이는 지금까지 추진해 온 '사이버코리아21' 정책의 연장선상에서 시행되는 것으로서 정부의 지속적인 정보화 추진 의지를 엿보게 한다. 국가사회 정보화 촉진 사업에 전국 144개 통화권역 실현. 155Mbps-2.5Gbps급 광케이블 조기 실현. 정보화 기술개발들. 신 산업육성 사업에서 IMT-2000.위성방송.인터넷 등 디지털컨텐츠 적극활용. SW산업 창업인프라 지속 확충. 7천억원 투자 차세대 핵심기술 6대 분야 전략적 개발. 정보통신 100여개 중소.벤처기업 육성 대기업 대체보완 사업 등 통신과 전파자원의 이용촉진사업에 대국민통신비밀보호 강화. 위성궤도.주파수 등 국제 배분 전파자원의 최대한 확보. 통신위성 국산화 사업 등을 중점 사업으로 하고 있다. 이에 정통부의 2000년 주요 업무 계획 4개 사업부문의 내용을 원문 그대로 게재한다.

1999년 수립된 국가수자원관리종합정보시스템 기본계획에서 제시된 목표시스템과 비교를 통하여 현재 운영되고 있는 국가수자원관리종합정보시스템(WAMIS)과 물관리정보유통시스템(WINS), 통합홍수관리시스템에 수문정보관리시스템, 하천정보관리시스템, 실시간하천수관리시스템, 수자원 계획수립 업무지원시스템, 정책결정지원시스템을 추가하여 8개 시스템의 통합 데이터 모형으로 구성된 수자원정보화의 기본모형을 수립하였다. 향후 목표로 하고 있는 8개 시스템의 통합 데이터 모형을 제시하였고, 각각의 개별 시스템에 대한 목적, 대상업무, 대상업무와 자료와의 관계, 시스템 모형 및 데이터 모형 등을 수립하여 제시하였으며, 이를 달성하기 위한 세부 추진방향을 도출하였다. 수자원정보화에 대한 목표시스템을 구축함으로써 수자원 관련 정보화의 업무기능과 분야별 정보화 시스템의 기능이 제시될 수 있으며, 이를 토대로 정보화 관련 국가 수자원 정책을 지속적이고 체계적으로 추진해 나갈 수 있을 것으로 판단된다.

국가전략 6대 분야는 IT(정보기술), BT(생명공학기술), ET(환경기술), NT(극미세기술), ST(우주항공기술) 및 CT(문화기술)로 정부 및 민간부문에서 최근 집중 육성되고 있다. 이중에서 IT는 정보시스템의 계획, 분석, 설계, 구축을 위한 일련의 연결된 형식기법을 통칭하는 용어로 광통신, 디지털방송, 무선통신, 소프트웨어, 차세대 인터넷, 컴퓨터 등을 주요 전략품목으로 삼고 있다. 지반공학에서의 IT는 '계측'이라는 다소 시대에 쳐지는 듯한 용어를 사용하고는 있지만 나름대로 컴퓨터 및 통신기술의 발달과 함께 성장하고 있다.(중략)

We are now observing that the information technology environments are rapidly changing toward smart and soft power computing. The main purpose of this paper is to investigate national-level information strategies and to provide suggestions for sustained growth of information technology industry which have played a significant role in upgrading national wealth and brand. In this context we look into the governance structures of the current government, delineate problematic sources, and derive remedial solutions, if any.

국군에서 99년도에 공식적 웹 문서에 XML을 활용하기로 발표한 바 있다. 그러나 현재 이를 제대로 수용하고 활성화하기 위한 전문 인력과 제반 여건은 크게 미흡한 실정이다. 이 논문에서는 XML 도입에 대비하여 군의 현 시스템을 분석하고, XML의 활성화를 위한 정보시스템 계획을 제시하고자 한다. XML/EDI는 문서 교환 방식을 혁신적으로 개선할 수 있는 정보 기술이며 군의 과학화와 정보화를 위하여 전략적 중요성을 가지고 있다. 그러나 XML을 통한 정보 시스템의 구축은 현 군사 운영 체계와 분리될 수 없는 문제이므로 전략적 정보 시스템 계획 수립의 차원에서 이 문제가 검토되어야 한다. 이 연구에서는 군사 계층별 업무 요구사항을 분석하여 현실태와 문제점을 파악하고, 웹 정보 시스템도입을 위한 조직 구조를 제시한다 실용화 도입의 단계별 조직 계획과 XML 교육 훈련 계획, XML 활용대상 업무의 선정 등을 중심으로 연구한다. 연구의 중요한 산출물로서 전략적 정보 시스템 계획의 애플리케이션 시스템 맵을 제시한다.

One of the biggest problems found from the results of the various GIS-related projects which have been fulfilled by many local self-governing bodies is as follows. Many GIS projects have been undertaken without the proper review on National Standards on GIS, the information master plans for the development of the municipalities, and the GIS master plans which should be followed by the former ones with the relatively detailed implementation planning. Because these projects were to be done at most with little considerations of the formerly mentioned materials such as vision, goals, strategies, and the implementation planning, it is quite doubtful that a GIS project could play a proper role as an element in the integrated information system. As an effort to solve this problem, this paper first analyzes the types of the GIS projects done by many municipalities, proposes a recommended procedure for a life cycle of a GIS project and for a GIS master plan based on the information master plan for a municipality.

New renewable energy information becomes one of the greatest issues all over the world because of serious environment problems and limited fossil resources. The new renewable energy source information system is treated seriously for efficient management and distribution as dealing with these energy problems. However, it is difficult to manage and utilize new renewable energy information because gathering and surveying information is progressed individually in each research field. Therefore this paper will establish ISP(Information Strategy Planning) and propose the basic management system based-on GIS to analyze new renewable energy such as solar energy, wind power, small hydro, biomass, geothermal etc. and build the integration management system. The proposed integration management system can provide spatial analysis using thematic map, data search, data import/export and interpolation about users' queries.
