Recently, with the US protection trade trend, South Korea 's exports to the US have shrunk and the need to pioneer emerging markets in Eurasia has increased. Due to the bankruptcy of Hanjin Shipping, a large Korean national shipping company, the necessity of securing transportation that can replace the Asian - European shipping route has emerged. Moreover, as the international trade and logistics environment is rapidly changing due to the spread of electronic commerce, it is time to prepare for the environment where IT technology is applied to international logistics activities. Therefore, this study was carried out to establish information strategy of Eurasia logistics information sharing platform from Korean perspective through comparison of logistics information level of Eurasian countries. This study aims at standardization direction for supporting logistics activities between Eurasian countries, providing customs clearance and logistics services without interruption, providing information for expanding business of trade companies, and building information linkage infrastructure for expanding cooperation between logistics companies across countries. Through this study, it is expected that logistics activities through information sharing among countries will be actively carried out.

하천관리지리정보시스템(RIMGIS)은 하천정보의 표준화 및 전산화를 통한 정보제공과 하천에 관련한 업무를 지원하기 위해 개발된 시스템으로 5개의 지방국토관리청에서 관리하고 있는 하천대장 및 부도, 구조물도 등의 다양한 하천 관련 정보를 정보화하여 인허가 및 하천기본계획 등의 하천업무를 신속하고 효율적으로 수행할 수 있도록 운영되고 있다. 국가 주요 기반시설을 생애주기 관점에서 관리하고 소요재원의 확보근거를 마련하고자 "지속 가능한 기반시설 관리 기본법"이 제정되었고 최근에 시행되었다. 이에 따라 국토안전관리원에서는 도로·철도·철도 하천 등과 같은 사회기반시설(15종)의 노후화에 대비하여 전략적인 투자와 관리방식 도입을 목적으로 인프라 총조사 사업을 진하천 등과 같은 사회기반시설(15종)의 노후화에 대비하여 전략적인 투자와 관리방식 도입을 목적으로 인프라 총조사 사업을 진행하고 관리를 위해서 기반터 시스템을 도입하였다. 하천관리지리정보시스템과 기반터 시스템은 하천 기반시설의 정보가 데이터베이스에서 다뤄진다는 점에서 유사하지만, 기반터 시스템은 하천관리지리정보시스템과 달리 유지관리 측면에 대한 필요한 보수 주기, 필요 예산 등과 같은 정보를 산정할 수 있도록 프레임워크가 구성되어 있다. 그러나 하천과 기반시설의 코드를 연결하는 작업들은 현재 상황에서는 미흡한 실정이고, 유지관리와 시설물의 노후화를 가속화하는 홍수와 침수피해 등을 전체적으로 고려할 수 있는 방안에 대한 연구도 미진한 상황이다. 이에 본 연구에서는 하천 기반시설의 유지관리를 위해 하천, 제방, 인명에 대한 위험지수를 고려한 잠재 인명피해 위험도와 잠재 홍수피해 위험도를 평가기준으로 설정하고 적용하였다. 또한 이를 포함시킨 투자우선순위 평가기법을 도입하여 감가상각과 위험요소 등을 고려할 수 있는 데이터베이스 구성 방안을 제시하고자 한다.

Information inequality has been differently conceptualized and defined in national laws. While the information inequality increases, library policy and informational service has lagged behind in meeting the needs of the society and the state. This paper aims to provide a preliminary research on information inequality, in terms of conceptualization, the legal base, terminology, index development based on the level of digital information. The paper also highlights cases on library services for solution of the difference. It compares library services designed for the disabled, ethnic minorities and the aged. The paper reviews the existing literature and project data. As a result, there are a number of processes and tasks that needs to be developed, including policy development, supporting organization, human capital, cooperating network, supporting facilities and service, and data.

Computerization is recognized as simple supporting tools up to recently but Information is made for the improvement of company's outcome beyond the assistant tools and is emerged as core tools of creating new opportunities for company in point of management strategy. But Information plays minor role in Korean Institute of Oriental Medicine(KIOM) yet. Information has not processed systematically because of lack of understanding and budget in KIOM. The purpose of this research is to make plan for knowledge information which is aimed to make effective supporting and strengthening the ability of KIOM's research, until 2013. Also we tried to find new project s for information and to apply the result to planned information projects. The final goal of this study is to make mid/long-term information plan of KIOM. We applied the general information strategy planning(ISP) method which is progressed as analysis of information technology, analysis of information status, design of future model and extraction of action plan order. First, we examined the information elements for the advanced management from analysis of management environment and analyzed information technology trends. Second, we list up the gaps and problems of KIOM's information status and define the future model to solve this problems. It is showed the road map of time and budget for future model to progress systematically inner-information of purpose. We hope that information of KIOM will be conducted successfully.

This study aims to propose the adoption of a business management system, as well as suggest the functions and development directions for public organizations, which are required to establish the record management and information disclosure system under Government 3.0, rapidly respond to the needs for strengthening the responsibilities for explanation, and improve work efficiency. Recently, some of the public organizations that introduced the record management and information disclosure system adopted the Electronic Document System, which focuses on the function of electronic approval, and developed a records classification scheme for the system. This study aims to review the case of A organization, which recently developed an in-house records management system and established information strategy planning to adopt a customized business management system after establishing a business reference model throughout the organization, and suggests the directions of the electronic record production system for public organizations.

우리나라는 환경용수 수요 증가, 기후변화 등으로 인하여 물이 부족해지고 있으며, 농촌용수와 공업, 생활, 환경용수의 경쟁이 그 어느 때보다 격화되고 있다. 생활, 공업, 농업용수로 나누어서물관리를 하던 과거와는 달리 현재에는 통합물관리의 필요성이 대두되고 있으며 한 분야만 검토해서는 전반적인 물관리 개선방안의 수립이 어려운 실정이다. 따라서 통합적인 지능형 물관리가 절실히 필요한 시점이다. 농촌용수 지능형 정보화시스템은 직접조작을 위한 원격 제어계측시스템으로 물관리자동화사업 분야와 수리, 수문, 관개배수 프로그램 등의 정보화시스템의 두가지 측면에서 살펴볼 수 있다. 현재 우리나라의 농업용 수리시설물에 대한 데이터베이스와 응용프로그램은 농촌용수종합정보시스템(RAWRIS)을 비롯하여 몇몇 시스템에서 구축하고 있으나 만족도는 높지 않고, 이들의 중요성도 인정받지 못하고 있는 실정이다. 농촌용수와 관련된 분야별 목적에 따라 별도로 수집 관리되고 있는 기존 정보시스템의 효율적인 연계 구축 및 활용을 위한 종합적인 정보전략계획(ISP) 수립이 필요하고, 농촌용수 및 시설물 관련 신규 사업과 공정의 체계적 관리, 기존 시설물들의 통합관리, 농촌용수의 수량 및 수질 계측의 실시간 및 장단기 자료관리와 분석, 가뭄과 홍수대비 물관리의사결정 지원, 농촌용수 관련 대국민 정보서비스 제공, 농촌용수 관련 조직들의 업무적 공유와 통합 등을 실현해야할 필요성이 있다. 본 연구에서는 지능형 시스템 정보서비스를 위한 정책지원 등의 정보제공 대상의 수준을 분석하고자 한다.

Korean Administration has launched the KIT(Korean Information Infrastructure) project to strengthen national competitiveness and to improve people's quality of life in preparations for the coming information society in the 21s1 century. It is estimated of 3.19 trillion won for the KII construction starting from 1995 by 2010. The KII is to be implemented in three major stages: deployment such as Network test bed, Government network, and Public network. This paper shows overall trends of domestic and foreign information and telecommunication market, and achievements and issues of the 1st stage trials. This paper suggests some considering points for the successful deployment of the KII project.

본 논문에서는 공공자격처리시스템의 관리 효율성을 극대화하기 위한 지침서의 신개발 사양으로 다양한 이론에 근거한 IT 거버넌스 체계를 적용하여 모델을 개발하고 실제 운영시스템에 적용한다. 모델의 개발은 정보기술자원과 정보를 공공자격처리시스템 개발 전략과 목표를 기준으로 일반적 사항인 계획, 조직, 도입에 대한 사항의 상위개념으로서 구축, 운영, 지원, 모니터링 등에 대하여 시스템 관리자와 함께 일반 행정처리 중심의 사용자를 바탕으로 한 기술 분야의 세부사항을 자세하게 중점적으로 적용하는 방법론을 도입한다. 개발자와 관리자 및 행정사용자가 중심체계가 되는 방법론을 적용하여 관리자 지침서를 모델링하는 본 논문은 공공자격처리시스템 프로젝트를 2개의 대규모 개발 시스템으로 분류하고 각각 7가지의 분야에 대하여 세부사항을 도출하고 운영책임 관리자와 일반 행정처리 사용자에게 적용하여 결과를 평가한다. 국가정보화 IT 거버넌스 혁신을 통하여 8가지 영역의 표준 지침서 제작의 필요성이 대두되어지는 관점에서 본 연구가 국가가 시행하는 공공자격 처리시스템의 특수 분야에서 확장되어진 기술적 공유를 추구할 수 있다.

This paper has explored the analyzing and defining the core competencies of IT consultants who carry out IT consulting projects which desperately are needed by companies to survive in business competitions. Many companies have used IT consultants for their IT projects to achieve their project objectives. The problem of this is the results of IT projects carried out by IT consultants from the recognized consulting firms are quite often criticized by many clients who pay high price for hiring IT consultants. The purpose of this paper is that to weight of capability evaluation model for IT consultants. To define the capability model, I conducted the surveys from the IT professionals by the interview and e-mails. The result of this, this paper defines what core skills IT consultants should have to perform well when they carry out the IT projects. There are 6 major skills and 17 sub skills IT consultants should have in succeeding IT projects. 6 major skills are job competence skill, communication skill, business attitude, vocational values, job performance skill, leadership skill and related 17 sub skill are defined. With the capability evaluation model, the managers who are in the charge of incubating and enhancing the capability of IT consultants in the large corporation and also small, medium companies will utilize their companies' strength to get the advantage on the business competition.

Due to the rapid progress of globalization, fierce international competition, a declining population, low birth rate and aging population, deficit in a difficult situation at home and abroad, Japan's local governments expand internal and external alliances and partnerships to maximize the economic benefits to the region seeking to enable in the region have efficient allocation of human and material resources through industry support, funding, and administrative efficiency for the purpose of speeding up the formation of a mega regional economies. Union of Kansai Government implements, especially in the wide area of industrial clusters, economic policy need to comprehensive planning and growth strategy such as adjusting the growth strategy attempts to promote the local economy and to enable investment planning and coordination within the current mega regions, These roles are further improving and upgrading their importance of mega regional phase in Japan's regional economic policy.
