급변하는 기업 환경 속에서 기업들은 선택과 집중 전략의 일부로 기업의 역량을 전문영역에 집중하고, 물류관리 등의 업무들은 3자 물류업체에 아웃소싱하고 있다. 이로 인하여 물류관련 산업이 전 세계적으로 급성장하고 있으며, 국내 3자 물류업체들 역시 경쟁우위를 확보하기 위하여 규모의 경제를 통한 비용 절감, 물류 기업들 간의 파트너십을 통한 고객서비스 향상, 신속하고 정확한 업무처리를 지원할 수 있는 정보화에 노력하고 있다. 그러나 대다수 국내 3자 물류업체들은 규모가 영세하고, 정보화 투자 및 운영을 하기에는 자금과 인력이 부족하여 적극적인 정보화 추진이 어려운 실정이다. 이에 따라 3자 물류업체들의 정보화 수준 향상을 위해서는 정확한 정보화 수준 파악과 그에 기초한 정보화 정책 수립이 선행되어야 한다. 그러나 국내 3자 물류업체의 정보화 수준 평가에 있어 정부기관 및 다른 산업을 대상으로 한 기존의 정보화 수준 평가 모형을 그대로 반영하기에는 적합하지 않다. 따라서 본 연구에서는 국내 3자 물류업체의 정보화 수준을 파악하기 위하여, 3자 물류업체들의 특성을 반영한 평가 모형을 개발하고, 이를 국내 3자 물류업체들을 대상으로 설문 조사하여 평가 모형의 타당성을 검증하고자 한다. 본 연구모형은 물류산업에서 가장 활발한 활동을 하고 있는 3자 물류업체들의 정보화 수준 파악을 위해 잣대가 될 수 있으며 향후 정보화 정책 수립, 정보화 효과 분석 등의 사후 평가 자료를 얻는 데 활용 될 수 있다.

[ ${\ulcorner}$ ]2003 중소기업 정보화 수준 평가${\lrcorner}$ 결과, 중소기업의 정보화 수준은 49.22점으로 대기업의 70%에도 미치지 못하는 것으로 조사되었다. 본 조사는 정보화 추진의지, 추진환경, 설비수준, 활용수준 등 네 평가부문으로 중소기업의 정보화 수준을 평가하였는데, 평가결과 국내 중소기업은 추진환경이 가장 취약한 것으로 나타났다. 한편 기업의 정보화 발전단계를 다섯 단계로 설정 모형화한 결과, 단계별 정보화와 평가부문간에 유의적인 차이를 보였고 각 단계별 진전에 필요한 요인들도 상이하게 나타났다. 현재 중소기업은 정보화 발전단계 중 세 번째 단계인 업무효율화 단계로, 다음 단계로 발전하기 위해서는 추진환경 개선과 함께 정보시스템의 확대 및 유지노력이 필요하다. 또한 일정 수준 이상의 중소기업에게는 정보화에 따른 역기능을 예방 대응하기 위한 정책적 지원이 필요하며, 정보화에 대한 인식 전환과 다양한 정보화 교육을 통한 시스템 활용수준의 제고 노력이 필요하다.

지난 수년간 정보화수준 및 투자효과분석을 위한 많은 연구가 진행되고, 실제 평가가 수행되었음에도 불구하고 여전히 정보화 수준을 객관적으로 평가하기 위한 평가모델이 요구되고있다. 특히 조직이나 사업의 정보화 목표에 맞게 정보화를 진단할 수 있는 평가방법론이 필요하다. 기존의 기업 정보화수준 평가모델의 경우 업종별로 다른 평가 모델을 적용하지만, 이 경우에도 업종 외에 해당 조직의 정보화 목표 및 범위에 대한 요소를 중요하게 고려하지 않았다. 정보화 평가모델은 크게 조직 중심의 전반적인 정보화 수준을 평가하는 모델과 투자한 사업에 대한 투자 효과를 분석하기 위한 모델로 나눌 수 있다. 두 개의 모델은 조직 또는 사업의 정보화 목표에 맞게 정보화가 진행되었는지를 평가하며, 평가한 결과를 피평가 조직에 피드백하여 차기 정보화 사업 추진에 활용하게 된다. 본 연구에서는 국방 분야의 여러 가지 특성을 고려한 정보화 평가모델의 구축 방법론을 제안하고, 평가의 유형 중에서 정보화 수준 평가 모델의 적용 방안에 대하여 논의하였다.

오늘날 정보기술은 항만 운영을 위한 필수적인 기술에 해당되며 항만의 경쟁력을 가늠하는 척도로도 항만의 정보화 수준은 매우 중요한 가치를 지닌다. 그러나, 항만의 정보화 수준에 대한 연구는 아직까지 매우 부족하고 최근의 수행된 선행연구의 경우에도 정보화 수준을 평가하는 지수를 개발하는데 주안점을 두고 있어, 컨테이너 터미널들의 실질적인 정보화 수준의 측정과 분석에 관한 연구가 결여되었다. 본 연구에서는 이러한 첨에 주목하여, 우리나라 주요 터미널의 정보화 수준을 분석하고, 몇 가지 시사점을 제시하는 것을 연구의 목적으로 한다. 특히, 본 연구에서는 선행연구의 지수모텔에서 고려되지 못했던 계층간 상호중복성 등을 고려하여 보다 명확한 지수모델을 수립하여 주요 컨테이너 터미널의 정보화 수준을 분석하였다.

In this study, we developed the web-based system evaluating the construction information level considering the characteristic of business of the construction company. According to the business, if a construction company answer to the information evaluation questions and inputs its information goal, the web-based system provides the construction information score and the comparative report to the result of companies which are the similar business type and scale. Moreover this system presents the information strategy to achieve company's information goal based on the present information level. This study will enable to a construction company to improve the level of IT in the construction industry and to increase IT investments.

국내 제조업체에 정보화시스템을 도입하기 위해서는 먼저 그 기업의 현재의 정보화수준을 분석해 보아야 한다. 본 논문에서는 중소기업청에서 제공한 정보화평가모델[1]을 사용하여 수도권지역의 제조업들에 관한 정보화수준을 평가 및 분석한 다음 정보시스템도입을 위한 앞으로의 전략방안을 제시하였다.

정보화지표는 정보화의 진전에 따라 국가 전체 또는 어느 한 부분의 정보화 수준을 측정하여 함축적인 지수로 나타나게 해주며, 그 활용이 매우 편리하여 널리 이용되는 분석방법 중의 하나이다. 정보화지표의 설정모형에 따라 국가 정보화 수준에 대한 분석결과는 달라질 수 있으며 이에 따른 정책의 결정도 변화될 수 있어, 합리적인 정보화지표의 설정은 그만큼 중요하다고 하겠다. 본 연구는 국가 정보화 수준을 정확하게 측정하기 위한 효율적이고 현실에 부합된 지표를 개발하는 것을 목적으로 최근 정보화 진전 및 변화된 환경을 고려하여 정보화지표의 개념을 정립하였다. 그리고 이를 기준으로 정보화지표 체계를 확립하고 측정항목별 지표를 설정하였다. 본 연구는 먼저 세 가지 지표, 즉 정보화설비지표, 정보화이용지표, 그리고 정보화지원지표를 설정하고 이를 보다 효율적으로 비교 분석이 가능하도록 6개 그룹으로 세분화하였다. 즉, 정보기반구조, 정보통신기기산업, 기초정보이용, 고도정보이용, 정보화 연구개발투자, 정보인력지표로 세분화하여 각 부문의 정보화 수준을 고려할 수 있도록 하였다. 또한 각 그룹별로 현실성 및 실제 적용가능성 측면을 고려하여 총 28개의 정보화측정지표를 설정하였다.

Today, through developing country's Official Development Assistance (ODA) project, Republic of Korea is giving help in establishing communication networks, furnishing PCs and etc, as a help of information base expansion. And to resolve digital divide between countries, Republic of Korea's IT service group dispatch business has also significantly contributed to enhance information application level of developing countries. The conclusion and suggestion of this study is as follow. It is obvious that utilization of information can be affected by capability improvement of developing country's informatization level. However, developing informatization strategy level and environment in long term wise will cause greater influence than to raise immediate informatization base level. Overall, settlement of long term digital divide seems possible when we elevate developing countries' informatization strategy level and environment.

The construction industry has been behind in informatization compared to other industries such as banking, manufacturing, medical, etc. since it is not conscious of informatization and it also has difficulties in attracting investments and attracting IT experts. Furthermore, there has been lack of survey and research on that specifically what areas and how much degree they are behind in informatization. This paper presents a framework and strategy for assessment of informatization based on end users' viewpoints. The authors has already performed the assessment of informatization of general contractors based on IT experts' viewpoints. However, this paper tries to assess informatizaton of construction based on end users' aspects. The result of this research is expected to provide various aspects such as assessment, identification of needs, and problems regarding information systems. These could be effectively used as a guideline and a direction for information system development.

Ministry of Land, Transportation and Marine Affairs has implemented Construction CALS project for improving informatization level of construction industry and for making construction production system efficient. Construction CALS project has been implemented since 1998, however, there has been no attempt to measure how high the informatization level of Construction CALS is. This study measured the informatization level of Construction CALS by using the evaluation index proposed in the former studies. For measuring the level, this study made questions and selected samples, did survey, and analyzed the survey results. According to the results, Construction CALS is excellent for the fast rehabilitation of system errors, the web-base environment of system, the application of standard classification system, and the development of information strategic plan. This study will contribute to find out the informatization level of Construction CALS precisely.
