RFID 기술은 물품 등 관리할 사물에 아주 작은 전자태그를 부착하고 전파를 이용하여 사물의 정보(Identification) 및 주변 환경정보를 자동으로 추출하여 관리하는 것으로 지금까지 사람 중심(anyone) 정보화에서 사물을 중심(anything)으로 정보화의 지평을 확대시킬 수 있는 신정보화의 출현을 의미하며 향후 IT 시장을 선도할 유망기술이다. 정보통신부는 RFID 기술을 기반으로 하는 정보화를 u-센서 네트워크(USN : Ubiquitous - Sensor Network)라는 개념으로 정립하였으며, RFID 서비스를 활성화하고 u-센서 네트워크 인프라를 구축하여 국민소득 2만달러달성을 위한 IT 산업육성 정책을 적극적으로 추진하고 있다. RFID/USN 구축을 위한 정책 추진전략의 일환으로 정보통신부 장관을 포함하여 민.관 최고 의사결정권자가 참여하는 전략협의회가 구성되었으며 USN 구축 기본계획을 기반으로 국가 차원의 RFID/USN 구축 실행을 위한 마스터플랜을 수립하여 기술개발, 표준화, 정보보호, 산업 적용 및 시범 서비스 등의 정책을 실행할 예정이다.

현대 사회는 지식 정보화를 추구하며 변화하고 있다. 지식, 정보화 사회는 개인, 기업 및 사회 모든 주체의 업무효과의 극대화할 수 있는 인프라를 제공하게 될 것이며 이는 영상, 음성, 데이터 등의 다양한 정보의 교환으로 이어져 인간생활의 새로운 혁신을 예고하고 있다. 한편 지식 정보화에는 고도의 정보 저장 및 통신기술이 필수적으로 요구되며 기존의 실리콘기반 소자의 고성능화 이외에 새로운 기술혁신을 요구하고 있다. 1980년대 이후 광통신에 레이저가 응용되고 1990년대 후반에 이르러 수십 나노미터 크기의 양자우물 구조의 화합물 반도체기반의 녹색 및 청색 LD, LED 및 백색 광 다이오드가 구현되면서 화합물 반도체는 정보 통신에 적합한 소재로 인식되기 시작하였다. 기존 실리콘과 다른 물리적 화학적 성질로 인하여 적극적인 연구와 기술적인 시도가 이루어지고 있다. 1900년대 실리콘기반 전자 소자 기술이 비약적으로 발전하면서 새로운 혁신을 보여주었고 그 포화된 기술에 뒤를 이어 화합물 반도체에 의한 기술의 혁신이 예고 되고 있는 것이다.(중략)

Information system audit, which provides effective diagnosis and inspection of IT governance, is applied to all aspects from planning to development and operation. However, there is a difficulty in carrying out the audit because the system for the specialized university IT project is not developed. Therefore, it is necessary to set the internal system as the audit-based application framework in order to apply it to university IT governance. In this paper, we propose a audit-based application framework of university information system developed for university. The framework has a difference from the existing audit system. By using this framework, it is possible to present a standard for the university IT project and easily approach and use it in the field. And it can be used for direct audit through this framework in the level of the auditor as well as the HQ admin. The framework categorizes the audit into three major dimensions and suggests a method that can be applied to the university information system audit through the UAFP(University Audit Framework Process) and quality assurance.

The Korean government is making an effort to win the advance and international competitiveness of construction by changing Construction Industry into Knowledge-based information industry through Construction CALS. However, systematically obstructive factors and recession make participation of private construction companies in Construction CALS sluggish. The purpose of this paper is to suggest incentive program to induce participation of private construction companies in Construction CALS. Before setting up the direction of incentive program, the level of informatization in Korean Construction industry was grasped. Evaluation category for the discriminate application of incentives was defined and available incentive program was suggested.

In recent, Information Technology(IT) is the biggest issue on the social whole including the construction industry. IT is recognized as a key strategic means to reinforce competitive power and raise the effectiveness. However, CEOs of each firm have trouble with IT investment decision-making. Because there is neither any case to measure real value of IT nor any confidence to economic effect of information system. IT evaluation is so helpful for most construction firms to make a plan of IT investment. In addition, which will eventually facilitate to achieve their management goal and have the maximum of the firms' value. Therefore, the purpose of this research is to develop IT evaluation system for monitoring IT level continually. And this will be enable a construction company to increase IT investment and improve the level of IT in the construction industry.

The purpose of this paper was to diagnose the current status of educational use of Information and Communication Technology (ICT) in school. Based on the survey results, the direction for the educational use of information and communication technology was suggested. The findings were the use of ICT for teaching and learning activities were quite low in schools. The equipments for ICT were becoming out-dated quickly requiring replacement with new ones. The maintenance and operation of the equipments require additional funds that are not sufficient in most schools. There were quite limited number of educational software and a quality of CD-ROM titles. The infrastructures for developing and supplying educational software were poorly structured. The following policies were suggested: Establishing an efficient system for supplying equipments for ICT to schools; Constructing an effective infrastructure for developing and supplying educational software to teachers and students; Developing practical and effective teacher training programs; And funding schools for the maintenance of educational use of ICT.

도서관정책을 총괄하고 있는 문화관광부는 2월 5일 「도서관 발전 종합계획」수립계획(안)을 발표하고 금년 상반기 중 관계부처와의 협의를 거쳐 동 계획을 확정할 예정이라고 밝혔다. 이러한 계획이 수립되면 도서관 육성과 진흥에 대한 도서관계, 시민단체, 언론 등의 여망을 기반으로 각 부문에서 산발적으로 추진되어 온 도서관 진흥 정책을 종합하여 관계부처간 협력을 통해 효과적으로 추진해 나가는 계기가 될 것으로 기대된다. 그 동안 문화관광부는 1991년부터 지난해까지 도서관 건립지원에 769억원, 공공도서관의 콘텐츠 확충에 228억원(1995~2001)을 투입하는 등 도서관 육성 및 진흥을 위해 지속적으로 지원해 왔으며, 그 결과 1991년 267관이던 공공도서관이 2001년에 485관(건립중 포함)으로 2배 가까이 증가하였다. 이처럼 절대 부족한 도서관의 확충과 함께 지식정보화시대 도서관을 지식정보유통의 핵심기관으로 확성화시키고자 2000년부터 관계부처와의 역할 분담을 통해 공공 및 학교도서관 정보화기반 조성 및 도서관 소장자료의 디지털화(콘텐츠 확충) 등 '도서관정보화 종합계획'을 추진하고 있다. 계획수립은 한국문화정책개발원이 주도하여 도서관계 전문인사와 공동연구로 추진하고 자문위원단을 구성하여 계획의 기본방향 및 내용에 대한 각계의 의견을 수렴하게 되며, 문화관광부, 국립중앙도서관, 한국도서관협회 등이 지원기관으로 참여하여 정부정책으로 연계되어 그 활용성을 높이는데 주력할 계획이다. 이번 계획에서는 기본적으로 국립중앙도서관 및 공공도서관의 발전방안을 중심으로 학교 및 대학 도서관 부분에 대해서는 관계부처간 효과적인 정책협의체계 구축을 통한 정책적 지원부분에 초점을 두고 정보화 시대에 부응하는 도서관의 역할과 기능 재정립, 도서관 관종 간의 협력 프로그램 개발을 통한 도서관 운영활성화 등 도서관의 조직ㆍ기능ㆍ인력ㆍ프로그램 등의 측면에서 현황분석을 통한 문제점 도출과 개선방안을 마련, 궁극적으로는 도서관및독서진흥법 개정 등 도서관발전의 법ㆍ제도적 지원 토대를 마련할 방침이다. 한편 도서관정보화 부문에 대해서는 2003년부터 2단계 도서관정보화사업 추진을 위해 관계부처와 협력하여 현재 민간 컨설팅업체를 통해 추진중인「도서관 정보화전략계획(ISP)」을 종합계획에 반영할 계획이다. 또한 교육인적자원부를 중심으로 정부 6개 부처가 '학교도서관 활성화대책 기획단'을 구성하고 학교 및 대학도서관 발전 계획을 수립 중에 있다. 그리고 대통령자문 교육인적자원정책위원회에서 4월 3일 '도서관 정보인프라 활성화 방안'을 대통령에게 보고한 바 있다. 우리 「도서관문화」에서는 도서관 및 관련 부문의 각계 인사들에게 정부 「도서관 발전 종합계획」등 계획 수립에 바라는 바를 알아보았다.

이상에서 소개된 정보통신부 리눅스 활성화 방안을 요약하면 다음과 같다.1991년 개발된 리눅스가 최근 저비용 고효율 안정성 등의 여러가지 이점 때문에 대표적인 PC서버용 운영체제로 부각되고 있다. IBM, Intel, Sun 등 세계적인 하드웨어 및 소프트웨어 업체들이 공식적으로 리눅스 지원을 시작하면서 Windows NT에 대적하는 새로운 서버 운영체제로 부각되었고, 이에 따라 다른 여러 업체들도 리눅스 시장을 선점하기 위해 활발한 개발활동을 전개하고 있다. 본 활성화 방안은 국내에서 리눅스 활성화를 통해 다음의 목표를 달성하기 위해 마련되었다. 추진목표는 첫째, 저가격 고성능의 리눅스를 이용한 PC 보급 확산으로 인터넷 이용환경 구축 예산을 절감하고 교육정보화 등 정보화사업에 리눅스 적용을 통해 국민의 보편적 이용환경을 조성하는 데 있고, 둘째, 리눅스 기반기술 개발을 통해 소프트웨어 기술을 국제수준으로 향상시키고, 셋째, 리눅스의 보급 활성화를 통한 국내 소프트웨어 산업을 육성하는 데 있다. 구체적 추진전략은 다음과 같다. 첫째, 리눅스 한글환경 표준화 및 리눅스 기반기술 개발 등과 같은 원활한 리눅스 보급을 위한 연구개발을 추진한다. 둘째, 리눅스 환경하의 다양한 응용 개발 촉진체계를 구축한다. 셋째, 공공분야에 대한 리눅스 보급을 추진한다. 셋째, 공공분야에 대한 리눅스 보급을 추진한다. 정보화사업 추진 시 리눅스 활용을 적극 추진하고 교육정보화 사업의 기본장비로 활용하는 시범사업을 추진한다. 또한 산 학 연의 리눅스 전문가들로 리눅스 협의회를 구성하여 리눅스 보급 확산을 위한 활동을 추진하게 될 것이다. 이 과정에서 기업들의 요구사항 및 이용활성화에 대해서 협의가 이루어질 것이다. 새 천년에는 시작부터 국가간에 치열한 정보화 경쟁이 있을 것이다. 정보화 환경이 얼마나 저비용 고효율으로 잘 구축되었느냐, 그리고 정보화 인력을 얼마나 갖고 있느냐가 그러한 국제사회에서의 경쟁력을 좌우하게 될 것이다. 이러한 관점에서 리눅스의 활성화는 매우 중요하다. 본 활성화 방안이 성공적으로 수행되어 우리나라가 아시아의 리눅스 메카로 떠올라 새천년에 우리나라가 정보화 선진국에 진입하도록 정부에서는 최대의 노력을 기울일 방침이다.

This study analyzed the regional current status of city J which has growth potentials of regional information, its necessity and the characteristic of the regional information for this area. The development plans of contents on the regional information based on the construction of the information infrastructure, are proposed to the important fields such as the fields of administration, industry and life information. We have also studied such as the development contents, process, providing of service, evaluation, interaction among the contents, demanders of service and providers of service related to their contents. Therefore proposal to the development plans of contents for the regional information, is able to be brought into much spread of regional information and will contribute to the development of regional information as well as get more competitive regional power.

Recently ITs(Information Technologies} have been as essential methods for port operation. However, despite of the importance of ITs, there has not been any research that evaluate and analyze current level of ITs performance and their utilizations. Thus, objective of this study is to develop integrated indicators to evaluate current level of ITs performance and their utilizations in container terminal. To confirm the effectiveness of the suggested indicators, current level of ITs performance in a container terminal was measured, and then some implications based on findings were presented.
