우리나라는 범국가적인 정보화를 추진하여 지금 어느 국가보다도 발전된 정보기술력을 가지고 있다. 이에 따라 장애인들에게도 그에 적절한 정보화교육이 이루어져야하지만 실정은 그렇지 못하고 있다. 먼저 정보화 사회의 개념과 그에 대한 긍정적, 부정적 입장에 대해 알아보고 정보격차에 대한 기본 개념을 정리한 후 장애인들을 위해 정보 격차를 줄일 수 있는 방안을 정보 접근성에서의 방법과 장애인 정보화 교육, 컨텐츠 개발 등의 관점에서 제시하였다.

The Korean economy has recently changed from industry-based economy toward information-based one, empha-sizing on information utiliation and technological development. It is important to examine the background for the incoming information society and spatial aspect of infromation, because informati-zation process itself contains spatial features like spatial concentrtion and dispersion. This paper generally focuses on the socio-cultural aspects of the informati-zation aspects. The main questions are as follows: 1) what are the ain questions of the exsisting Korean case studies on the informatization; 2) how can we find the charateristics of spatial concentration of informatization by informatization indices; 3) is there any relationship between the degree of informatiztion and regional development? The results of this study can be found in the following facts: (1) The exsisting studies cannot be generallized as spatial analysis on the informatization In general, they focus only a single aspect of information industry or information job. Futhermore, their spatial unit of analysis is limited to provincial level, rather thn city-level micro study. (2) There are big differences between the Capital region, especially Seoul, and others with regard to the socio-cultural aspects of informatiation. Such informatization is concentrated in Seoul. Inchon and Kyeonggi-do, which are the better positions in information intensive activities. (3) The regional differences for the level of informatization are much bigger than those for the level of welfare, suggesting that the informatization tends to concentrate in specified large cities like Seoul. It is clear the Korea is now entering the initial stage of information society.

The regional differences between urban and rural areas make many diverse differences. There are various differences between urban and rural areas such as economic gap and cultural gap. There is also a difference between urban and rural areas in accessing and utilizing information. The purpose of this study is to clarify the relationship between the information gap and the income gap among farmers and fishermen groups, where information gap is considered to be more serious than other groups. In other words, we tried to examine whether the information gap between farmers and peasants affects the income gap. The purpose of this study is to analyze the relationship between informatization level and income of farmers based on the information gap index and survey results conducted every year by the government. The results show that there is a statistically significant positive relationship between the informatization level of farmers and household income. In addition, the trend of the regression coefficient is positive, suggesting that the government needs various informatization policies to increase the informatization level of farmers.

This study examined community-centered informatization education support measures for empowerment of women with disabilities based on gender perspective.First, the 'Digital Information Gap Survey' conducted by the Ministry of Science and ICT used the 2018 'Digital Information Gap Survey' to find out the current status of the digital information gap between male and female handicapped people. The law on information education support for women with disabilities is presented.Lastly, based on the current status of informatization education support available to women with disabilities, centered on local communities, such as establishing a comprehensive women's disability support center, visiting education considering disability types, developing and supporting customized informatization education considering learning ability, and discovering community resources related to informatization. In this paper, we propose a plan to support informatization education for women with disabilities based on capacity building.

This study examines the relationships between the adoption intention and ill results/"digital divide" of informatization. It is very important to enhance the ability to use the information around the country today. Government invested large sums in informatization. As a result, we became a leading country in the information and communication technologies (ICTs). But the speedy growth in information society enlarges the gab between 'information haves'and 'information have-nots', which results in decreasing the efficiency of informatization. Now, we have to consider the idea of "information welfare policy" to approach the problems of "information poor"which refers to those deprived of opportunities to access ICTS and use of the Internet. This paper shows that we can not reach the information welfare society without the solution of these problems, and which are obstacles to progress in informatization. It is hoped that the results from this study bridge and close so called "Digital Divide" within society and create the impartial information welfare society.e impartial information welfare society.

본 연구는 시 청각 장애인의 정보격차 및 정보 불평등 문제를 해소하기 위해 장애인 정보화 교육의 문제점을 살펴보고 개선 방향을 제시함으로써 향후 장애인 정보화 교육이 보다 효율적으로 시행될 수 있도록 하는데 그 목적이 있다. 시 청각 장애인에게 정보 격차 해소를 위한 교육은 지속적으로 시행되고 있으나 정보화가 진행될수록 신체적 결함으로 인한 정보소외는 존재할 수밖에 없다. 이런 문제점을 극복하기 위해서는 첫째, 시 청각 장애인에게 정보화 교육 기회를 확대해야 한다. 둘째, 장애 특성을 고려하여 개별화 교육을 실현할 수 있도록 정보화 교육과정 및 교수법 개발을 개발해야 한다. 셋째, 교육과정의 정기적인 지도 점검이 요구된다. 넷째, 보조공학 기기 및 S/W에 대한 지원 및 개발을 강화해야 한다. 마지막으로 시 청각 장애인 정보화 교육 과정의 표준화 작업이 매우 시급한 실정이다.

In these days. we can draw many benefits from information and information technology but some side effects threatening information society have arisen. This study aims to examine information divide and internet addiction as dysfunction of information society, Until now. public libraries have little to do with these serious problems So this study suggests new roles of public libraries to tackle information divide and internet addiction.

At the point of time needing intergrated plan in each field for preparing the unification between the South and the North of Korea. They show the biggest difference in the field of information and expecting that cultural difference in various fields cause huge expense after unification and prevent both the South and the North of Korea from being unified. By the method of Delphi, we can clear the question of the Digital Divide we have more efficiency and systematic policy.

As we are entering the information society, there are increasing concerns about information gaps which are believed to create serious obstacles to social integration and development. Previous studies on the information gaps in Korea, despite their contributions to our understanding of the issue, appear to be descriptive. This study attempts to analyze the relative importance of residential area, gender, age education, and household income for information gaps and their changes in recent years. Based on the data from two surveys conducted by the Information Culture Center, the study run multivariate logit model analysis of the sue of computer and internet. The result shows that all the variables except residential area have influences on the use of computer and internet. In terms of time change, gender-based difference in the use of digital media has decreased between 1998 and 2000 while the differences by all the other variables have remained constant or increased.

급격한 정보화 진행과 함께 계층, 소득, 지역간의 정보격차가 심화되고 있으며 정보소외계층에 대한 정보격차 문제가 점차 사회문제화 되고 있다. 따라서 정보화의 긍정적 효과를 극대화시키고 정보격차의 피해를 극소화시키는 정책이 요구된다. 이러한 정보격차를 최소화하기 위한 요건으로는, 모든 사람이 정보에 접근할 수 있도록 보편적 정보 서비스 확대, 인터넷 접속비용 및 재정지원을 통한 정보접근능력 강화, 교육 및 인식의 제고를 통한 정보이용능력 향상 등을 생각할 수 있다. 한편 정보격차를 해소하기 위해 필연적으로 소요되는 사회적 비용을 줄이면서 어떤 정책을 가장 효율적으로 결정하고 실행하는가 하는 것이 중요한 이슈일 것이다. 그러므로 이를 해결하기 위한 정책이슈로는 정보격차를 해소하기 위한 사회적 비용을 투자로 보는 인식의 전환, 정보격차를 해결하기 위한 민간의 적극적인 참여와 지원, 정보격차의 문제를 정확하게 인식하고 해결하기 위한 통계자료 확보 및 정책의 실효성을 높이기 위한 충분한 자금확보가 요구된다.
