사물인터넷은 모든 사람과 사물이 인터넷을 통해 서로 소통하고 새로운 가치를 창출할 수 있는 기술이며, 정보의 확산, 연계, 활용을 가능하게 하는 중요한 연결고리이다. 인지 IoT는 이러한 사물인터넷 인프라와 함께 인공지능 기술을 활용하여, 사물이 스스로 생각하고 판단하며, 보다 잘 연결하고 더 똑똑해지도록 하는 사물지능 실현 기술이다. 본고는 인간 두뇌의 기능을 모방하여 인식, 행동, 인지 능력을 재현해내는 대표 인지 컴퓨팅 기술인 IBM 왓슨, 딥 러닝, 뉴로모픽칩 기술을 요약하며, 또한, 사물수준 지능 실현 사례인 IBM 쿼크, CISCO DMo와 D3의 개발 현황을 소개한다.

지난 3월 23일 한국기술센터 국제회의장에서는‘기술가치평가와 연계한 기술금융 활성화 방안’을 논의하기 위한 정책포럼이 열렸다. 산자부가 주최한 포럼에서 박기영 정보과학기술보좌관은 기술가치평가의‘신뢰성 제고’와‘수요기반 확충’을 중심으로 기술가치평가시스템 구축 방안을 제시했으며, 박봉수 기술신용보증보증기금 이사장은‘기술신보의 기술가치평가시스템을 기술금융의 인프라로 적극 활용해 나갈 것’이라고 밝혔다. 장흥순 협회 공동회장은‘초기단계 벤처투자 활성화를 위한 정부의 역할’을 강조하였다. 이날 포럼은 연구기관, 중소∙벤처기업, 금융기관 관계자들이 참석해 기술가치평가에 대한 높은 관심과 중요성을 여실히 보여준 행사였다.

This paper identifies success factors influencing technology commercialization, develops a framework for technology commercialization model among factors, commercialization, empirically investigates the framework, and suggests policy alternatives for more effective technology commercialization in the areas of information and communication technology industries in Korea. To facilitate commercialization of government-sponsored R&D projects, the following policy implications are suggested; manager's willingness and support on commercialization, and more abundant commercialization fund, former experience on commercialization, strong linkage with present business and technology, more information about government commercialization programs and technologies, and improved environment of commercialization including market protection and penetration support.

재해의 발생 빈도 증가와 불규칙성, 대형화 추세에 따른 SOC 시설물 피해가 증가함에 따라 유관 기관의 재난/재해 정보 수집은 지속적으로 이루어지고 있다. 그러나 각 기관별로 자료가 분산 관리됨에 따라 선제적 재해대응 체계는 갖추어지지 못하고 있는 실정이다. 이에, 예방적 유지관리체계 구현을 위한 분산정보 공유형 재해대응 인벤토리를 구축하고자 한다. 본 인벤토리는 3차원 공간정보를 기반으로 분산 관리되고 있는 재난/재해 관련 정보를 수집하고 이렇게 수집된 데이터들의 통합적 관리를 위해 데이터 표준화를 거쳐 선제적 재해 대응의 원천 데이터로 활용될 수 있다. 본 연구에서는 인벤토리 관리/연계 모듈의 설계 방안을 마련하고자 국내외 인벤토리 관련 시스템 현황조사를 진행하고 관리 및 연계 대상 데이터의 항목을 선정하고 내용을 분류하였다. 또한, 시스템 요구사항을 수집하고 정의하고 관리/연계 모듈의 세부기능 정의를 하였다. 뿐만아니라, 프로토타입 개발을 위해 서비스 제공 형태와 데이터 제공 방식을 결정하였다. 본 연구에서 개발하고 있는 프로토타입은 Web Service 기반의 REST 방식으로 데이터를 제공할 것이며, 3차원 공간 정보를 기반으로 하고 있다. 본 연구에서는 프로토타입 개발을 위해 기본 주재도를 제작하고 연구 지역의 시설물 정보를 구축하였다. 분산정보 공유형 재해대응 인벤토리 시스템은 분산 관리되고 있는 재난/재해 정보들을 자료 송/수신 모듈을 통하여 수집하고 데이터 필터링 모듈에서 수집된 자료의 표준화와 품질측정을 진행하여 데이터의 신뢰도를 향상 시킬 것이다. 또한, 데이터 관리 모듈을 이용하여 공간정보 데이터를 검증하고 최적화 관리를 할 수 있도록 하며, 시스템 관리 모듈에서 유관기관에서 유입되는 자료들을 관리하고자 한다. 이렇게 구축된 인벤토리 시스템은 선제적 재해대응 의사결정의 원천 데이터를 제공하고 SOC 시설물의 유지관리에 활용될 수 있을 것으로 판단된다.

급속하게 변화하는 현대적 경영 환경속에서 Web 기반 정보기술은 시장에 용이한 접근을 제공하고, 상품의 차별화를 창출하며, 비용 효율성을 제고하고, 또한 너무 비용이 많이 들어 엄두를 내지 못할 정도의 전환 비용 때문에 동업자나 고객들 간의 의존성을 증가 시킴으로써 기업의 경쟁우위를 성취하는데 적극 활용되고 있음을 보여주고 있다. 그러나 기존 정보시스템의 전략적 활용에 관한 연구는 기업 내부 프로세스의 통합을 통한 경영력 제고에 치중되는 경향을 보여왔으며 협력사간의 조직간 정보교류를 위한 정보인프라의 구축과 같은 조직간 정보시스템의 전략적 활용에 관한 연구는 아직 미흡한 실정이다. 따라서 본 연구는(1)포터91985)의 가치체인과 가치시스템 개념을 정보기술의 가치활동에서의 연계강도와 형태에 따라 분류하여 분석모형을 설정하고, (2) 경영전략의 운용과 혁신사이에서 다리를 놓아주는 학습도구로써 정보시스템 역할을 조직내 /외적인 정보 공유의 형태와 프로세스의 통합유형에 따라 정보시스템을 분류함으로써 (3) 각 부류에 속한 Web 기반 정보시스템의 전략적 의미를 사례연구를 통하여 재조명하는데 그 목적을 두었다.

This study aims to present promotion strategies for regional industries by exploring the ways to build industrial cluster focusing on regional strategic industries of Gyeongsanbuk-do(province) which are related to innovation city, by taking Gyeongbuk innovation city as an example. This study presented the methods for linking with innovation cities that focus on regional strategic industries, along with the analysis on the linkage between regional industries and public organizations relocated to local regions. As to the methods for the linkage, methods to build clusters based on the characteristics of each industry, such as electronic information device, new material parts, biological oriental medicine, cultural tourism, eco-friendly energy, etc, which are strategic and leading industries of Gyeongsanbuk-do(province), were presented. It was inferred that the industries which have achieved fast growth such as IT and BT industries, required mutually interconnected collaboration through geographical proximity among related subjects, while sectors with mature technologies, such as automative parts, machinery, steel industries, etc, were found to require more extensive infrastructures like the support of transportation and distribution for promoting current clusters.

Internet baking, e-commerce, business processing, etc on smartphone handing could be possible in present days. Ambiguity between cyber and real life has made vulnerability on infrastructure, Gov't Service and National security by cyber terrorism. Especially, Lots of Infrastructure and Gov't Service based on Information Technology were exposed by Cyber terror. Legal system should be improved to keep from these threats. This paper proposed needs of cyber legal system by analyzing proposed cyber related code on Korean National Assembly, issue on Cyber Control Tower, National Cyber Security Industry and Human resource.

전 세계적인 에너지 확보 위기와 $CO_2$ 과다 배출로 인한 지구 온난화 문제에 당면한 현재의 전력산업이 다음 세기에도 지속적으로 성장해 가기 위해서는 에너지 효율 향상과 신 재생에너지에 바탕을 둔 분산전원의 활성화를 통한 환경과의 조화와 더불어 미래 디지털 시대의 에너지 조건을 충족시키기 위한 IT기술과 전력기술의 융합을 통한 자동화되고 지능화된 전력시스템 즉, 스마트그리드로의 변화가 절실히 요구되고 있다. 스마트그리드의 주요 분야 중에서 AMI(Advanced Metering Infrastructure)는 최종 전력 소비자와 전력회사 사이의 전력서비스인프라로, 지능형 전력망(Smart Grid) 구현에 필수적인 핵심 인프라 시스템이며, 공급-수요 상호 인지 기반 수요반응(Demand Response) 실현을 위한 중요 수단이라 할 수 있으며, 다양한 유형의 분산전원체계, 배전지능화시스템 등과 정보 연계 등 미래 지능형 전력망 운용을 위해 요구되는 최우선 지능화 전력망 인프라로 인식되고 있다. 본 논문에서는 AMI 시스템의 해외 구축 동향과 관련 기술 그리고 국내 적용을 위한 방안에 대하여 기술하고자 한다.

Our country has been surrounded an advantageous around condition by sea on three sides. But the development into the sea, for a lack of systematic database on the marine total information network for a foundation information and reseach infra construction. This marine total information network will be not contribute to an advance of domestic marine industry through information's common ownership but also international competitiveness strength.
