정보통신기술의 발전과 정보화역기능 현상의 심화로 정보보호에 대한 사회적 수요가 전국가적인 차원에서 일어나고 있다. 산업에 대한 수요는 곧 인력에 대한 수요로 이어진다. 또한, 현재 정보보호 전문업체들은 산업발전의 가장 큰 원동력으로 정보보호 전문인력의 적시적인 공급을 들고 있다. 이러한 점을 고려해볼 때, 정보보호 인력의 중요성을 짐작할 수 있다. 그러나 현재 정보보호산업은 인력의 공급부족으로 인해 심각한 수급불균형 현상을 보이고 있다. 본 연구에서는 그 이유가 일련의 정보보호인력체계가 정립되지 못한 상태에서 사후약방문격의 인력양성 대책 및 정책이 운영되고 있기 때문이라 보고 이에 대해 전문가 의견 조사를 실시하고 그 결과를 연구에 반영하여 정보보호인력체계에 대해 분석하였다.

신용카드 정보를 노린 해킹이나 카드 분실 도난 사고가 증가하면서 고객정보를 보호하고자 하는 지불카드산업 데이터 보안표준(PCI DSS) 컴플라이언스가 제정되고 이를 준수하도록 강제화 되고 있다. 국내에서는 정보보호 인식이 높아지고 정보보호시스템이 운영되고 있음에도 불구하고 PCI DSS 를 준수하기 위한 중복된 정보보호활동이 필연적인 상황이다. 본 논문에서 제안하는 정보보호 통제항목 코드화 방안은 효과적인 PCI DSS 구현을 가능하게 하며 하나의 통제 항목 준수로 유사한 다중 정보보호관리체계 준수를 가능하게 한다. 결과적으로 IT 컴플라이언스 통제항목 준수의 상시적 자가진단을 할 수 있다.

The information security industry is technology-intensive, high value-added industries. South Korea's response has excellent ICT skills and experience and skills in a variety of cyber attacks, has become a benchmark in the world. However, the small size of the domestic information security company, supporting infrastructure is lacking. Domestic information security industry is the primary condition to activate the export. For the export of high value-added enterprise information security products and services, it is necessary the establishment of the domestic IT information security infrastructure of the industrial promotion is based overseas. Come to analyze the domestic information security industry, capital of this small, market reclamation of overseas expansion, information, manpower shortage was a problem. This fact, combined losses caused by cost-free period AS. Therefore, the study on information security in the infrastructure industry overseas bases is necessary. How to select and analyze the causes of infrastructure in selected overseas offices. By utilizing the infrastructure of overseas bases, can raise the added value of the products and services of the Information Security company, we can enable the export of small and medium Information Security company from overseas offices.

하나의 산업분야가 활성화되기 위해서는 다양한 지원요소들이 필요하다. 관련 정책 수립과 업체간의 기술경쟁, 그리고 언론의 관심에 이르기까지 여러 요소가 접목되어야 한다. 그러나 그 가운데에서도 제품 및 서비스의 질적 수준 보장과 이에 따른 수요확대는 산업 활성화의 전제조건이다. 보안산업 역시 크게 다르지 않다. 그렇다면 국내 보안 산업의 현 주소와 보안산업 육성을 위한 지원 노력에는 어떤 것들이 포함되어 있을까.

다년간의 국가정보화 노력으로 우리나라는 이미 IT 강국으로서 선진 정보강국과 어깨를 나란히 하고 있다. 인터넷의 발달과 이를 통한 전자상거래 및 인터넷뱅킹 등 IT 산업의 급격한 발전이 이를 뒷받침해주고 있다. 이러한 추세에 따라 각종 정보보호 제품 및 기술의 개발과 정보보호의 중요성을 인식한 정보보호관리 정책의 수립도 함께 이루어져왔다. 향후 유비쿼터스 사회를 맞이하여 국민 삶의 질적 수준을 한 단계 끌어올리기 위해서는 보다 안정된 정보사회 기반을 마련해야 할 것이다. 이를 위해서 정보보호의 중요성을 확산시키고 정보보호를 담당하는 전문인력을 양성하는 데에 주력해야 할 것이다. 본 연구는 정보보호 인력의 질적 양성을 위해 보다 체계적인 정보보호 교육의 필요성을 높이 인식하여, 정보보호 전문인력이 갖추어야 할 지식 및 기술에 대해 분석하고 있다. 우선, 정보통신 및 정보보호 관련 선행 연구를 통해 55개의 정보보호 분야 지식 및 기술을 도출하고, 산업계 및 학계의 전문가 대상의 검토를 통해 총 71개의 지식 및 기술을 최종 도출하였다. 본 연구의 결과는 정보보호 분야의 실무 수행에 필요한 지식 및 기술 항목들을 제시함으로써, 수요 지향적인 정보보호 교육 프로그램 개발 및 운영에 활용될 수 있을 것이다.

방산업체는 물리적 망분리를 의무적으로 구축하고 군사기밀 및 방위산업기술을 보호하는 정보보호체계를 운용 중이다. 그러나, 물리적 망분리를 운용하더라도 다양한 경로로 방위산업기술 자료가 외부로 반출되어 불법적인 유출이 발생할 수 있다. 본 논문에서는 물리적 망분리 시스템의 문제점을 진단해 보고 방위산업기술 자료가 협력업체 등 외부로 반출되는 경우와 출력물에 의해 유출되는 경우에 대해 유출 방지 방안을 제시하였다.

정보보호 기술은 IT 서비스 및 신성장 동력 산업의 인프라에 해당하는 기술이다. 정보보호 기술을 이용해야 각종 디바이스를 이용한 IT 서비스를 안전하고 편안하게 제공할수 있어서 궁극적으로 안정되고 지속적인 IT 산업 발전을 도모할 수 있다. 본 고에서는 정보보호 보호 핵심 기술분야의 국내외 기술개발 및 표준화 동향을 살펴보며, 이를 통하여 향후 국내 표준화 추진 전략을 제시하는데 있다.

The information security industry is increasing in importance and market size due to the development of the fourth industry such as artificial intelligence, IoT and etc. This paper was analyzed the impact of the increasing information security industry on the domestic economy by using the Input-Output table. It was classified industrial sectors into information security products and information security services industries, and then reclassified the Input-Output table into 35 industries. And it was estimated the production inducement coefficient, the value-added inducement coefficient, employment inducement coefficient, and etc. The production inducement coefficients of the information security product and service industry are each 1.571, 1.802, and the value-added inducement coefficients of them are each 0.632, 0.997, and the employment inducement coefficients of them are each 2.494, 7.361. Only the value-added inducement coefficient of the information security service industry is slightly higher than the total industry, and the remaining inducement coefficients are all lower than the total industry. In addition, the information security product industry has no the forward and backward linkage effect, and the information security service industry has no the backward linkage effect. But it has the forward linkage effect. As a result of analyzing the economic ripple effect of the information security industry, the production inducement amounted to 359.9 trillion won, value-added inducement amounted to 164.8 trillion won, and employment inducement amounted to 803 thousand people.

Information Security industry in Korea is growing rapidly but is confronted with many challenges in business environment. One of the worst hardships is the mismatch in the demand and supply of manpower. Thus the government is developing a manpower policy to relieve the situation. To suggest policy implications, this study analyzes the demand and supply of Information Security manpower in the systematic and behavioral point of views. Using System Dynamics approach, we formulate a model to analyze the demand and supply of Information Security manpower. Finally we simulate the model and interpret the results.
