정보에 대한 정량적 평가방법으로 조건부 가치평가방법을 응용하여 정량화 하였다. 조건부 가치평가 법은 간단히 말해 직접적으로 사람들에게 비시장 재화에 대해 어느 정도 지불의사가 있는가를 설문지를 통해 사용자들에게 직접 묻는 것이다. 기존의 가치평가 법은 해당 정보 재화와 유사한 재화의 시장수요를 추정하여 평가하는 간접적 가치 평가법이 널리 사용되어 왔다. 그러나 정보는 유사한 재화의 명확한 정의가 곤란하므로 이러한 요인들을 고려하여 설문조사를 통한 정보의 가치평가 방법을 선택하여 정보제공 웹 사이트의 경영성과를 측정하였다.

정보기술의 개발 및 도입을 위하여 많은 투자가 이루어지고 있으나 IT가치평가의 독특성과 IT가치의 다양성으로 계량적이고 객관적인 IT가치평가가 용이하지 않다. 이 연구에서는 IT의 가치를 평가하고 IT가치전략을 분석하기 위한 새로운 IT가치평가방법을 제시하고자 한다. 이 방법론은 경영 전반의 관리 및 성과 평가를 위한 Balanced Scorecard(이하 BSC)의 평가요소를 이용해 새로운 프레임워크를 제시함으로써 가능하다.

In this paper, we have tried to evaluate the economic value of technological information. Toward this aim, we have adopted the newly emerging method of contingent valuation which capitalizes on the direct survey through users. The estimated result indicates the strong support for the public activities to provide and diffuse technological information. We also tried to shed light on the implications of the research finding for government technology policy.

This paper analyzes the role of technology valuation in licensing, a commonly used type of transaction of technology, and reviews methods to analyze information on technology valuation for technology licensing. It contemplates the concepts, types and practical application of cost-based valuation, market-based valuation, discounted cash flow, and economic analysis. It shows that each method considers how to share profits associated with technology between licensor and licensee in a fair and reasonable manner when we apply any method to technology licensing.

The purpose of this study is to develop technology valuation system for technology transfer, which is using and supporting knowledge information. The valuation system comprises estimation of latent business profit by supporting formatted patent and technology-products market information, analysis of contribution profit by using industrial standard and innovation step and value of technology by using a real option equation. This study suggests a successful system in order to valuate the technologies quantitatively, and to use and support knowledge information from KISTI databases or other selected internet Information.

첨단기술 분야의 발전 및 기술개발 촉진을 위해서는 개발된 기술의 기업간 이전거래활동이 활발히 이루어져 기술의 상업화와 고도화가 촉진되어야 한다. 이를 위해서는 기술중개기관이나 거래소와 같은 제도적 기반을 갖추는 것뿐만 아니라 특정 기술이 가지는 가치를 중립적 관점에서 평가할 수 있는 방법론의 개발이 요구된다. 기술 구매자와 기술 판매자 사이의 가격협상을 위해서는 특정 기술이 보유한 중립적이고 객관적인 가치가 우선적으로 제시되어야 하기 때문이다. 본 논문은 기술이전거래 촉진을 위한 기술가치평가 모형의 개발과 평가모형에 따른 평가과정을 지원하는 기술가치평가시스템의 개발을 목적으로 차고 있다. 기술가치평가시스템은 웹 기반으로 개발되어, 관심 있는 사용자는 웹 브라우저를 통해 기술적 가치를 실시간으로 신속하고 효율적으로 평가할 수 있도록 구현되어 있다.

본 연구는 전자정보원의 도입으로 도서관 장서의 구성이 다양화되고, 도서관 장서에 대한 이용자 중심의 가치평가에 대한 필요성이 증대되고 있는 도서관 환경을 배경으로 한다. 본 연구의 목적은 도서관의 장서의 가치와 경제성 평가 사례를 분석하여 이를 토대로 도서관 장서에 대한 이용자 중심의 가치 평가 모형의 기초자료를 제시하는 것이다. 이를 위해 국내외의 문헌 연구를 통해 도서관 장서의 평가가 어떠한 방향으로 변화하고 있는지 동향 파악과 국내외에서 이루어진 도서관 장서의 가치연구사례를 분석하였다.

최근 들어 정보통신산업의 발달과 더불어 벤처기업 및 소규모 중소기업이 가지고 있는 기술의 가치평가 및 이를 바탕으로 한 기업의 가치평가에 관한 요구가 많이 늘어나고 있다. 하지만 이러한 기업들이 가지고 있는 기술들은 생명공학, 정보통신, 나노관련기술 등 미래의 불확실한 상황에 따라 쉽게 변화할 수 있기 때문에, 기존의 전통적인 가치평가기법으로 가치를 평가하기 어려운 기술들이다. 따라서 이러한 첨단 기술들 혹은 불확실한 미래를 가지는 기술들에 대한 가치평가는 새로운 접근방법 및 시각이 필요하게 되었다. 본 연구에서는 전통적으로 널리 사용되어지고 있는 기술가치평가방법을 기초로 좀 더 미래상황에 영업적으로나 전략적으로 유연성이 있는 가치평가시스템에 대한 툴을 제시하고자 한다.

For desirable ubiquitous web environments, one of the R&D projects by Korean Land Spatialization Group, has been done to develop a geospatial platform for custom ized land information and geospatial services. To make a better judgement for the investment in the project, analyses for evaluating value of the platform technology and others are done to propose better strategies for the future project management and commercialization of the platform technology. Wiith review of theories and evaluation methods for the technological values, this study suggests 3 evaluating methods: cost approach methods, market approach methods, and income approach methods with focusing on the customized geospatial information platform technology. Results of the evaluation are as follows: the value(over 3,600 million won) estimated by using cost approach methods is larger than the value(over 2,200 million won) using income approach method. Based on evaluation time and methods, the estimated value of geospatial platform technology can be different. This study is performed in relatively early stage of technology developments and results of it will be a reference for commercialization of customized geospatial information platform technology.

최근 들어 정보통신산업의 발달과 더불어 벤처기업 및 소규모 중소기업이 가지고 있는 기술의 가치측정 및 이를 바탕으로 한 기업의 가치측정에 관한 요구가 많이 늘어나고 있다. 하지만 이러한 기업들이 가지고 있는 기술들은 생명공학, 정보통신, 나노관련기술 등 기존의 전통적인 가치평가기법으로 가치를 평가하기 어려운 기술들이다. 따라서 이러한 첨단 기술들의 가치평가를 위한 새로운 전근방법 및 시각이 대두되고 있다. 본 연구에서는 기존에 존재하는 기술가치평가방법을 기초로 좀 더 체계적인 가치평가시스템에 대한 틀을 제시하고, 이러한 틀을 기초로 한 새로운 형태의 기술가치평가시스템을 제안하고자 한다.
