전시 접수국 지원(WHNS) 협정의 개념은 '80년대초 이후 미국이 NATO의 중.장기 방위증강을 추진하는 과정에서 발전,구체화된 것으로서 현재 미국은 벨기에, 서독등 10개의 NATO 회원국들과 WHNS 협정을 체결하고 있다. 우리나라와 미국간의 WHNS 협정은 지난해 서울에서 개최된 제23차 한.미 연례안보협의회의(SCM) 기간중(1991년 11월 21일) 체결되었다. 이 협정은 외부침략등 유사시 미국과의 연합전쟁 수행을 전제로 미국 증원부대의 전개를 보다 신속히 하고, 증원군이 필요로 하는 군수지원 사항을 사전에 규정해 둠으로써 유사시 대응태세를 강화하는데 목적이 있으며 주한미군의 단계적 감축에 대비한 보완책으로서 그 필요성이 크다고할 수 있다. 이 협정의 체결을 계기로 한.미 양국은 수평적 안보협력관계를 발전시켜 나가는 기반을 조성하였으며, 기존의 지원사항 및 협력체계의 재정비와 한.미 연합방위능력의 향상이 기대된다

This paper summarizes a solution procedure for a large cylindrical structure mounted underneath a ship as a sonar. Vibration analysis of the water loaded structure is required to enhance the structural reliability as well as acoustic performance of the sonar. It is, however, often very difficult to solve such structures since they have many DOFs, considering the frequency of interest and the water-loading. The mode mapping method is proposed and verified to take into account the water-loading with the minimum DOF for the analysis. The cyclic symmetric method is then reviewed to show how the eigen properties of the full model can be obtained from the representative segment model. The solution procedure is finally proposed and applied successfully for a simplified water-loaded cylindrical array structure.

This paper is concerned with the natural vibration characteristics of a rectangular plate with a rectangular hole in contact with the water. The addressed problem was solved by using the Rayleigh-Ritz method combined with the Green function method. This study presents the numerical approach, numerical results and experimental results. In addition, the validity of the approximate formula which mainly depends on the so-called non-dimensionalized added virtual mass incremental factor and the natural mode shape change due to the presence of the water were investigated. Experiments were also carried out to validate theoretical results. The theoretical results are in good agreement with the experimental results. It was found that the effect of a square hole on the natural frequencies of the square plate in contact with water is different from the effect of a square hole on the natural frequencies of the square plate in air and the approximate formula can predict lower natural frequencies in water with a good accuracy.

수면상에 떠있는 2차원 물체에 작용하는 시간평균 표류력 및 표류모오멘트를 비점성 선형 포텐셜 이론을 사용하여 계산하는 방법에 대하여 검토하였다. 부유체 접수면상의 압력을 직접적분하여 구한 수평방향 표류력이 특정주파수 부근에서 음의 값을 보이고 있다. 이는 무한원방에서의 에너지 보전방법에 의한 표류력이 항상 양의 값을 취한다는 기존 이론과 상이하다. 본 논문에서, 이러한 차이가 부유체의 횡요 및 상하동요에 기인한 복원력의 성분과 횡요와의 연성효과에 의하여 발생하였음을 규명하였다. 이는 횡요가 있는 경우, 표류력을 산출하는 기존의 무한원방 방법에 결함이 있음을 보이고 있다. 이에 반하여 기존의 접수면압력 직접적방법은 부유체에 작용하는 시간평균 표류력 및 표류모오멘트를 모든 주파수에 대하여 정확하게 산출한다고 결론지울 수 있다.

해외건설공사를 성공적으로 수행하기위해서는, 낙찰통보전 낙찰가능시점부터, 현장소장을 비롯한 현장준비팀을 조직 운영하여, 계약서류상의 각종 요구사항, 승인사항, 인 허가사항, 현지법,공법,계약조건, 공정계획, 인원소요계획, 장비소요계획 등을 검토 한다. 또 현장답사 등을 통하여 견적시에 계획되고 작성된 모든 내용을 검토 보완, 수정 및 Update함과 동시에,선발대를 현장에 투입해 발주자로부터 현장을 인수하고 가설공사를 시작하며 조기착공에 서두른다. 단, 현장투입 전 발주자로부터 접수한 Letter of Intent(낙찰/계약의향서)상의 착공관련 조건을 확인하거나 Notice to Proceed(착공지시서)의 접수를 확인해야 한다. 시공자의 입장에서 건설공사의 궁극적인 목표를 이익의 극대화로 볼 때, 공사초기에서의 신속한 동원이야말로 목표달성에 이르는 지름길이며, 발주자 및 감리자로부터 신뢰를 받아 공사 전반에 걸쳐 순조로운 현장운영을 가능케 하는 것이다.

한전에서 핵심사업으로 구축된 신 배전정보 시스템은 전반적인 배전업무 수행은 물론, 전기고장신고 콜센터를 통한 복구처리 등 전력설비 기동보수와 같은 대고객업무에도 효과적으로 활용하고 있다. 하지만 콜센타에 의해 접수된 전기고장 정보와 이동중인 기동 보수차량 간에 시스템적인 연계가 불가능하여 이미 구축된 고장위치 도면정보, 설비속성 정보 등과 같이 복구에 필요한 정보를 현장에서의 활용이 어려운 실정이었다. 이러한 배경에서 기동보수 차량의 위치를 모바일 환경에서 상시 파악하여 고장지점으로 신속히 출동시키게 하고, 현장에서는 고장접수정보와 계통정보 등을 제공하여 고장설비를 신속 복구함으로서 고객서비스의 질을 높이기 위한 TRS 응용 시스템를 구현하고 그 결과를 기술하였다.

XML 문서의 이용은 E-Commerce뿐만 아니라 M-Commerce로 나아가고 있다. 개인용 PC를 뛰어 넘어 정보의 저장대상이 모바일 기기들로 서서히 이전하고 있는 것이다. 본 논문은 무선 이동 환경을 위해 적용 가능한 무선 이동 환경을 위한 원서접수시스템을 설계하고자 한다. 무선 이동 환경의 특징을 그대로 이어받은 이 시스템은 사용자가 언제 어디서나 자신이 원하는 대학의 학과에 지원할 수 있으며, 또한 지원한 학과의 경쟁률을 원하는 때에 보게 됨으로써, 경쟁력 있는 지원이 가능하도록 하고자 한다.

우편번호는 우편업무에서 활용되는 배달지역에 대한 특화된 기호체계로서, 일련의 주소목록에 대한 색인 역할을 한다. 전국을 3만 4천여 개의 영역으로 세분화한 새우편번호를 2015년 8월부터 본격적으로 사용하는데, 이를 위해서는 우편물의 접수에서 배달에 이르는 업무 영역의 전반에 걸쳐 새우편번호를 토대로 처리할 수 있도록 만반의 준비가 필요하다. 특히 서장으로 불리는 소형통상우편물은 우리나라 우편물의 대부분을 차지하고 있으므로 이에 대한 효율적인 자동구분처리가 매우 중요하다. 소형통상우편물은 우체국에서 접수된 후, 전국의 우편집중국으로 운송되어 소형통상구분기에서 발송/도착 구분작업이 진행된다. 본고에서는 새우편번호에 대해 소개하고, 소형통상우편물을 중심으로 이를 처리하기 위한 자동구분처리 기술의 현황을 우리나라를 중심으로 살펴보고 발전방향을 제시하고자 한다.
