본 논문은 웹 사이트 평가 기법과 웹 접근성 평가 기법을 비교함으로써, 웹 사이트 평가 기법에 비해 적용 기법이 상대적으로 부족한 웹 접근성 평가 기법의 문제점을 지적하고, 이에 따른 다양한 웹 접근성 평가 기법의 활용을 제안한다. 웹 접근성이라 함은 정보기술이 발전함에 따라 소외되기 쉬운 장애인이 웹을 쉽게 사용할 수 있도록 하는 것으로써, 어떤 사용자라도 보편적으로 웹을 사용할 수 있게 하는 것이다. 그러나 웹 접근성에 대한 국내외의 노력에도 불구하고, 적용되고 있는 웹 접근성 평가가 실제로는 장애인이 웹을 사용함에 있어 많은 도움이 되고 있지 않다. 따라서 실제적인 도움이 되는 웹 접근성 평가 방법의 개발과 시행이 시급하다 하겠다. 본 논문은 웹 사이트 평가 및 웹 접근성 평가 기법을 비교 조사함으로써, 현재 적용되고 있는 평가 기법의 현황 및 동향을 조사하였다. 이러한 자료를 바탕으로, 웹 접근성 평가에 있어 평가 기법 범위의 협소성과 한계를 지적하였다. 또한, 웹 접근성 평가의 평가기법상의 한계가 웹 접근성을 포함한 통합적 웹 사이트 평가의 개발에 문제가 되며, 그에 따른 많은 문제가 발생함을 지적하였다. 그리고 웹 접근성 평가에 대해 다양한 평가 기법을 활용함으로써 생기는 이점을 제시함으로써, 다양한 평가 기법을 적용한 웹 접근성 평가 방법 개발의 타당성을 제시하였다.

노인 인구의 급격한 증가와 인터넷을 통한 정보획득의 보편화로 인하여 웹 접근성의 중요성이 부각되고 있다. 웹 접근성이란 "경제적, 지역적, 신체적, 사회적 한계로 인해 정보서비스를 받기 어려운 자들에 대한 정보 통신망의 자유로운 접근과 이용" 을 의미한다 정부기관이 선도하여 웹사이트를 통해 보다 편리하고 좋은 서비스를 국민에게 제공하려는 전세계적인 노력에도 불구하고 장애인이나 노인들에게는 아직도 웹사이트의 접근이 용이하지 못한 실정이다. 이는 웹 접근성의 문제를 발생시키는 근본 원인 중 하나인 웹 접근성(Web Accessibility)에 대한 개념 이해 및 현재 사용되는 웹사이트의 접근성 만족 유무를 정확하게 평가할 수 있는 평가 방법의 부재에 기인한다. 현재까지 웹 접근성 평가는 표준 평가항목인 W3C의 웹 접근성 지침(Web Contents Accessibility Guideline 1.0, 이하 WCAG 1.0)을 기반으로 만들어진 자동화 평가도구를 이용하여 대부분 이루어져 왔다. 자동차 평가도구를 이용한 웹 접근성 평가 방법은 평가가 용이하고 평가결과의 정량화로 인해 연구의 객관성을 높일 수 있다는 장점이 있다. 그러나 선행연구와 실험을 통해 자동화 평가도구의 문제점이 지적되고 있다. 예를 들어 전문가가 직접 스크린 리더를 통해 계산한 접근성 오류와 자동화 도구가 계산한 접근성 오류와는 많은 차이를 보이고 있다. 기존 연구에서는 자동화 평가도구의 문제점을 보완하기 위해 전문가가 직접 평가하는 매뉴얼 평가방식과의 병행을 제시하고 있으나, 근본적인 문제점을 해결하고 이를 개선할 수 있는 연구가 필요하다. 따라서 본 연구에서는 "한국형 웹 콘텐츠 접근성 지침(TTAS.0T-10.0003)"을 기본으로 하여 "EuroAccessibilty Consortium" 에서 고려하고 있는 "testable statement" 으로 통합 보안한 접근성 체크항목의 재구성과 함께 "자연어 처리" 알고리즘을 적용하여 자동화 평가도구의 개선 방안을 제시한다. 아직까지 제시된 개선방안의 적용 및 검증이 이루어지지 않아 한계점을 가지고 있으나 자동화 평가도구의 개선방안에 대한 제안은 향후 연구의 기초자료로 활용 가능할 것이며 많은 후속연구를 유발할 것으로 기대한다.

최근 인터넷 웹 콘텐츠의 접근성에 대한 표준화의 준수와 웹 접근성 향상을 위한 노력이 정부와 공공기관 그리고 기업까지 확산되고 있다. 이 논문에서는 한국형 인터넷 웹 접근성 지침에 대하여 살펴보고, 웹 접근성 평가도구인 KADO-WAH 프로그램을 다운 받아서 프로그램을 활용하고 일선 학교에서 적용할 수 있는 방안을 제시한다. 또한, 웹 접근성 평가 도구를 활용하여 교육 관련 홈페이지를 웹 콘텐츠 접근성 지침에 따라서 평가하는 방안을 제시한다. 평가 결과에 따라 나타나는 검사 항목 통계 보고서를 토대로 웹 접근성 준수 여부를 분석한다. 마지막으로, 평가 결과 나타난 오류와 경고 항목을 평가보고서에서 요구하는 방향으로 수정하여 교육용 홈페이지의 웹 접근성을 향상시키는 방안을 제안한다.

인터넷 및 IT 기술의 획기적인 발전으로 인해 우리가 접하는 정보는 그 양적 측면 뿐만 아니라 질적 측면에서도 비약적인 발전을 가지고 왔다. 또한 인터넷 보급의 활성화로 대부분의 사람들은 많은 종류의 정보 속에서 그리고 다양한 형식으로 구성된 정보 속에서 지내고 있다. 특히 웹의 사용이 일상화 되어감에 따라 컴퓨터를 다루기 힘든 정보소외계층의 웹사이트 정보 접근성에 대한 관심이 증가하고 있으며 그와 관련한 다각적인 연구도 활발히 진행 중이다. 본 연구에서는 선행된 웹 사이트 접근성에 관한 연구와 한국형 자동화 접근성 평가도구의 분석을 통하여 기존의 웹 접근성 평가의 한계를 파악하고 이를 통해 새로운 유형의 웹사이트 접근성 평가모형을 제안하고자 한다. 이를 위한 접근성 평가의 효율성 및 타당성 확보를 위해 먼저 자동화 평가도구인 Kado-Wah 를 이용하여 기본 평가를 진행하였고, 그 결과를 바탕으로 웹 페이지 소스분석 및 음성합성 S/W 를 통한 메뉴얼 평가를 실시하였다. 평가결과를 바탕으로 접근성 오류정도를 산출하여 한국과 미국의 교육기관 웹사이트의 접근성을 비교 분석하고 그 결과를 통해 향후 웹 기반 정보접근에 대한 효율성을 최대화 할 수 있도록 웹 구현에 대한 지침을 제안하고자 한다.

최근 인터넷에 접근할 수 있는 웹 접근성 향상이 많은 분야에서 이루어지고 있지만, 교육용 홈페이지에서는 이에 대한 인식이 부족한 형편이다. 이 논문에서는 한국형 인터넷 웹 접근성 지침에 대하여 알아보고, 웹 접근성 평가도구인 KADO-WAH 프로그램을 활용하여 교육 관련 홈페이지를 웹 콘텐츠 접근성 지침에 따라서 평가해 본다. 평가도구로 평가가 이루어지지 못하는 부분은 일선 학교 컴퓨터 관련 교사들에게 설문지를 통하여 웹 접근성 평가를 받고, 그 결과를 분석한다. 평가도구에 의한 평가와 설문조사에 의한 평가에는 어떤 차이가 있는지 살펴보아 교육용 홈페이지의 웹 접근성을 높이는 방안을 갈구하고자 한다.

Several software programs such as Bobby and A-Prompt developed based on the W3C's WCAG 1.0 guidelines have been employed to evaluate the accessibility of web sites. Although these programs make an evaluation of web accessibility easy and objective, many researchers pointed out that the results of web accessibility are lack of reliability. Therefore, this study is intended to suggest the modified algorithms for evaluating web accessibility focused on the 'images' and 'tables'. To verify them, we compared the accessibility of the Korean governmental web sites with new and current algorithms, respectively. The results show that the suggested algorithms are more accurate than the existent one.

웹 접근성(Web Accessibility) 평가를 위하여 웹 접근성 표준 가이드라인에 기반 한 120여개의 자동화 평가 도구들이 존재한다. 국외 평가도구는 WCAG 1.0과 미국 재활법 508조를 기준으로 만들어진 A-Prompt, Bobby 등이 있으며, 국내에는 KWCAG 1.0에 기반하여 한국정보문화진흥원에서 제작한 KADO-WAH가 유일한 자동화 웹접근성 평가도구이다. KADO-WAH는 국외 평가도구와 비교하여 상세한 검사를 진행하지 않으며 자동화 평가 범위가 한정되어 있어 상당부분 전문가 평가를 필요로 한다. 이를 보완하기 위하여 개선된 웹 접근성 평가도구의 개발이 필요하다. 본 논문에서는 국내 자동화 평가도구인 KADO-WAH의 기능을 향상시키기 위하여 국외 자동화 평가도구와 비교 분석을 통해 KADO-WAH의 문제점을 제시하고, 이 문제점을 개선한 웹 접근성 평가도구를 구현한다.

Because the web sites are in common today, the access to the web for disabled people and old aging people, what we call accessibility, becomes more important. Even though efforts to reduce the informational gap resulted from the lack of the accessibility have been carried out, the studies in this field in Korea are not still in popular. In this study, previous research on the measurements for the accessibility is reviewed and then a new model measuring accessibility is suggested. To increase the validity of the measurement, both an automated tool and a manual test are employed. First we used the 'A-Prompt', one of the popular automated validation tools and analyzed web sources, and applied manual tests by HPR Screen Reader. With the error rates calculated, the accessibility of the government web sites between Korea and the United States was compared and finally the conclusions were drawn.

Cultural contents should provide all the people web services to ensure accessibility without any obstacles as a core resource of nation including a code linking people and people beyond time and space. This study achieved that automated measure including 11 checkpoints and manual analysis including 11 criteria and 26 checkpoints of three areas in selected five web sites such as Culture Portal. Art Road, Korean Patterns, MFM, and e-Museum supported by Ministry of Culture & Tourism. As a result, web accessibility level of cultural contents analyzed it staying at the beginning level. This study Provided the directions in order to improve accessibility of cultural contents through showing real cases to practice for improving web accessibility.

The purpose of this study is to suggest the shortcomings and the direction of the web accessibility evaluation studies by analyzing the research trends on web accessibility evaluation in Korea. For this aim, a total of 59 theses presented in the registered academic journal and the candidate of registration academic journals from January 2000 to March 2017 were selected. The selected dissertations have been analyzed based on the evaluators, the evaluation targets, the evaluation methods, and the evaluation results with regard to web accessibility. As a result of the analysis, the highest rate in the evaluator aspect was 'independent evaluation (66 percent)' and the highest percentage in the evaluation target aspect was 'web site (83 percent)'. When it came to the evaluation methods, automatic evaluation and the mixture of automatic evaluation and manual evaluation had a similar percentage. Lastly, only two papers showed that web accessibility did not have any problems. This study is meaningful in the sense that it suggested a desirable direction for the web accessibility studies in Korea and web accessibility evaluation studies in the situation when the meta studies which analyzed research trends are insufficient.
