본 시스템은 시각 장애인들이 일반 책을 점자책처럼 읽을 수 있도록 페이지를 스캔해서 점자(점각)를 표현하는 기기이다. 카메라 모듈로 페이지를 스캔하면 프로그램은 페이지 위의 글자를 인식해 해석하고 이를 점자로 번역한다. 번역된 점자는 솔레노이드 모터를 통해 실제 시각 장애인이 읽을 수 있도록 점자를 표현한다.

시각장애인이 책을 읽을 수 있는 방법은 점자책 또는 오디오북이 있다. 그러나 점자책과 오디오북은 그 개수가 한정적이다. 또한, 점자책과 오디오북을 제작하는 데에는 상당한 시간이 소요된다. 이로 인해 시각장애인의 기본적인 독서권이 침해 받고 있다. 이러한 문제점을 해결하기 위해 영상처리, OCR, TTS 기법을 적용해 시각장애인용 독서 스탠드를 개발하였다. 제안하는 시스템에서는 문자 인식률 향상을 위해 왜곡된 이미지를 보정한 후 단편 블록화 과정을 추가로 적용하여 문자 인식률을 93%까지 증가시켜 실용성을 높였다. 개발된 시스템은 도서관 및 서점 등에 설치되어 시각장애인의 독서권을 확보하는데 도움이 될 것으로 기대된다.

This study analyzes the problem of braille library information services for visually handicapped and suggests the alternatives to solve the identified problems. This study uses a case study method and Pusan Braille Library was selected as a case. The data for this study were collected by the following two methods : (1) document analysis; (2) interviews with 1 staff and 6 users in the Pusan Braille Library. The emphasis of this study was on analyzing the problem; in braille library services, particularly from the following three aspects : (1) both quality and quantity of materials; (2) the facilities; (3) the human factors staffs and volunteers. Suggestion are made to improve the quality in information services of braille libraries - particularly, producing many diskette materials, establishing collection development policy of diskette materials, pervading computers and its facilities, reeducating braille library staffs to cope with rapidly developing information technology.

Braille can be said to be an essential means used for the visually impaired to communicate or acquire information on visual materials in their lives. However, the rate of interpretation of braille among the visually impaired is insignificant at 5%. As a result, libraries for the visually impaired produce various types of materials that can obtain various information for the visually impaired and also have assistive technology equipment to interpret them. However, the publication rate of Braille books is too low to purchase and interpret Braille books. In addition, the Braille interpretation rate is too low, and the purchase of assistive technology devices is too expensive and slow. Therefore, in this paper, we implemented a system that displays Braille using Arduino to help visually impaired people in addition to the existing methods they use to obtain information. For Braille display, Korean data is transmitted from Python through serial communication between Python and Arduino, and Arduino, which receives the data, compares the Korean data with the data in the array in the program and retrieves the Braille values of the Korean data. Here, the Braille value was expressed by controlling the servo motor perpendicular or horizontal to the body using white and black circles based on the Braille list.

점자 체계와 CMYK 모델을 이용하여 시각 장애인과 일반인이 읽을 수 있는 책을 만들기 위한 방법론을 제시한다. CMYK 의 K 를 이용해 8 개의 점으로 구성된 셀 문자를 텍스트에 삽입하여, 텍스트 스캔 시 빠르고 정확한 문자 인식이 가능하게 한다.

As times develop, information becomes more diverse and methods of obtaining it become more diverse. About 80% of the amount of information gained in life is acquired through the visual sense. However, visually impaired people have limited ability to interpret visual materials. That's why Braille, a text for the blind, appeared. However, the Braille decoding rate of the blind is only 5%, and as the demand of the blind who want various forms of platforms or materials increases over time, development and product production for the blind are taking place. An example of product production is braille books, which seem to have more disadvantages than advantages, and unlike non-disabled people, it is true that access to information is still very difficult. In this paper, we designed a CNN-based Braille conversion and voice output device to make it easier for visually impaired people to obtain information than conventional methods. The device aims to improve the quality of life by allowing books, text images, or handwritten images that are not made in Braille to be converted into Braille through camera recognition, and designing a function that can be converted into voice according to the needs of the blind.

This study aims to present a Braille Library document creation and management status, and to identify ways to improve. This research field surveys and interviews were conducted three institutions, the quality requirements of the ISO 15489 standards. As a result, the Braille Library document management improvement plan is as follows. First, the policy and regulatory maintenance is needed. Copy of the regulations on the creation and management, access rights and related document management policies should be developed. Second, the document creation process needs to be improved. Electronic approval system responsible for the creation of persons who are visually impaired, visually impaired people can read documents created during document creation, and introduced measures and braille labels on the files attached to will have to be prepared. Third, the document management process needs to be improved. Changes in the creation copy of the records, and preserved along with the preservation of the original and the copy to have the same period, appointed to manage one set of all copies of the authentic copy of the plan is also required. Finally, for document management system should be introduced. Systematic document management system that can be introduced is required. This system will be designed to be accessible to the visually impaired, the search.

The purpose of this paper is that which behavior is affected by the storytelling for the visually impaired children. I had a depth interview with the children and their parents who were Participated in the storytelling class, the storytelling teacher and the librarian. And then the material was analysed by the grounded theory. As a result of this research, storytelling is very helpful for the visually impaired children to improve their interest in reading, learning ability and their sociality.

옛말에 '우리 몸이 백냥이면 우리 눈은 구십 냥이다'란 말이 있다. 그만큼 시력이 삶에 차지하는 중요성을 피력한 것이다. 눈을 통해 정보를 받아들이는 정도는 거의 90%다. 시각장애우들은 책에 박혀있는 한 점 한 점을 통해 세상을 받아들인다. 잃어버린 90%를 찾기 위해 9배 이상의 노력을 기울일 수밖에 없다.

도서관을 찾는 사람은 늘고 있으나, 읽는 책은 베스트셀러에 한정됐다. <출판저널>이 '독서의 달'을 맞아 전국 도서관 사서들을 대상으로 도서관 이용자의 독서경향에 대해 설문조사한 결과, 교육환경의 개선과 IMF여파로 이용자 수는 증가했으나, 도서구입예산과 독서 프로그램 부족으로 도서관에서 이뤄지는 독서는 문학 등 특정 분야에 편중되고 있다는 사실이 밝혀졌다. 학생들의 대출 건수는 꾸준히 늘어 강화군립도서관만 하더라도 전체 대출의 55%가 학생이다. 다른 도서관도 사정은 같아 학생들이 하교하는 오후 시간대에 가장 이용률이 높다. 최근에는 실직인구가 늘면서 성인 남자의 이용률도 높아졌다. 오미순 사서(해운대도서관)는 "IMF 여파로 취업.창업 관련서의 이용률이 늘고 있으며 그 이용자 대부분은 성인"이라고 밝혔고 성은정 사서(부여도서관) 역시 "IMF사태 이후, 성인 남자들의 이용률이 높다"고 응답했다. 하지만 문제는 도서관이 보유한 책이 베스트셀러에 국한돼 다양한 독서가 이뤄지지 않는다는 점. 조사결과, 이용자들은 <아리랑>, <하늘이여 땅이여>, <남자의 향기>, <토지> 등을 많이 찾는 것으로 집계됐다. 심지어는 로맨스소설이나 무협소설이 청소년들의 읽을거리로 제공되는 실정. 사정은 특수도서관도 마찬가지다. 어린이도서관의 경우, 어린이.성인 모두 문학류를 많이 찾고 점자도서관의 경우, 전체대출 중 80%가 소설류다. 구본일 사서(강화도서관)는 "예산이 부족해 이용자들이 많이 찾는 베스트셀러를 중심으로 구입할 수밖에 없다"고 밝히고 "다양한 책을 갖출 수 있도록 도서구입비 확충이 시급하다"고 주장했다. 또 알맞은 독서 프로그램이 없는 점도 이용자들의 베스트셀러 편중현상에 한몫을 담당했다. 진재호 사서(광주도서관)는 "과거보다 독서생활화가 고조됐지만, 양서를 읽는 독서문화의 부족"을, 김선연 사서(어린이도서관)는 "유아시절부터 성인까지 자연스레 고전을 읽게 하는 제도적 장치의 확충"을 지적했다. 한편 월평균 대출권수는 대도시 지역의 경우 11,000-45,000권, 그 외 지역은 1,600-6,000권, 특수도서관은 어린이도서관이 55,000권, 전화나 우편으로 대출하는 점자도서관이 650권이다. 관내열람만 허용되는 사회과학도서관은 월평균 이용자가 7,676명으로 대학생.대학원생.교수 등이 전체의 68%를 차지한다.
