  • In the face of complex crises such as a shrinking society, regional imbalance, and climate change, there is a need to seek sustainable development in local communities. In the forest sector, attempts are being made to link forest resources with local industries. However, the current support system, which is centered on the central government, has limitations in achieving sustainable forest management. On the other hand, the international community is actively promoting a shift in systems by introducing the concept of local forestry, which emphasizes local initiatives to achieve sustainable forest management. However, in the Republic of Korea, the concept of local forestry is still unclear, which hinders the promotion of a paradigm shift. In this paper, we applied the Delphi technique to conduct three surveys of 29 academics, administrators, and field experts in the Republic of Korea. The aim was to define the concept of local forestry that is suitable for domestic conditions and identify institutional measures to establish and revitalize it. The results showed that local forestry can be defined as a broad concept that is both consultative and systemic in nature and that an institutional approach that supports actors and their activities is necessary to revitalize local forestry.

  • Local opposition against the construction of solar power facilities is a growing social issue in the context of renewable energy expansion in Korea. Local opposition, despite solar power generation being an environmentally-friendly and safe energy source, is an issue that requires diagnosis. This study examined the features of opposition against the location of small scale solar power panels developed in rural areas and draws policy suggestions to increase local acceptance. Four cases representing local conflicts have been selected from the period starting in December 2017 to March 2018 in Okcheongun, Chungbuk Province. In order to analyze those cases, a total of 38 local residents and stakeholders were interviewed. This study analyzes the reason of opposition against renewable energy development in their neighborhood based on the place attachment theory. As a result, the grounds of opposition are specifically found in three place attachment dimensions: place identity and place dependence in personal contexts; shared history, self-governing and membership, economic concerns and political concerns in community contexts; identity from nature, experiences of management on nature, environmental consequences in natural contexts. This study suggests policy implications for increasing local acceptance such as the resolution of technological concerns, a local participation system, adequate compensation measures and harmony with the surrounding landscape.

  • In the information society, characterized by knowledge and network economy, standards and standardization became a very important factor in determining the competitiveness of nations and firms. This paper defines the concept of standards and standardization and reconstructs the theory on the relationship between standards and technological innovation. The findings and policy implications are as follows. First, the effect of standards on technological innovation differs according to its function(compatibility, minimum quality, information, and variety reduction) and types(product-related and non-product). On the other hand, standards can impede technological innovation. Second, in terms of national innovation system(NIS), standards are an infra-technology, which is a public good. Therefore, government should decide the optimal level of investment on standards and standardization. Third, since standards foster firms' innovation over the all stages of business activities company, industry, and government should connect standardization activities with R&D, manufacturing, marketing, supply chain, and technology transfer, Fourth, standards play an important role in product innovation as well as process innovation. Based on these theoretical background and hypotheses, the empirical study of the Korean firms is needed.

  • Korean society is facing the 2017 regime and the era of the fourth industrial revolution. University education is trying to select agendas that focuses on public interest and innovation, which are key words, for change. Unlike recent efforts, practical changes are insufficient. There is a relative lack of discussion on the essence and theory of university education in South Korea. This study looked at the current location of Korean university education and discussed the essential direction from a point of view on critical pedagogy. So far, Korean university education has operated under the control of neo-liberalism for more than 20 years since the May 31 educational reform in 1995. Democracy and deindustrialization, the direction pursued by the 2017 regime and the Fourth Industrial Revolution, differs from neo-liberalism. Therefore, it is necessary to reflect on neo-liberalism and seek a subsequent turn of direction. Henry Giroux has been critical of the neo-liberalistic policy of American education, which has been a major discourse since 1980, and has discussed proposals for various changes. In particular, it provides clear coordinates for the features of human resources as educated people. For example, they are intellectuals, border intellectuals, and public intellectuals. These intellectuals have independent, autonomous, active, self-reliant characteristics and have a duty and accountability to pursue for public interests. It is also closely related to the 2017 regime and the Fourth Industrial Revolution. Along with this discussion, university education seems to need serious and rigorous discussion and consideration.

  • This study is to analyse how trust and asset specificity among partner firms affect on performance of international joint venture(IJV). Especially, the analysis was mainly based on a quadratic model. While it assumes that the previous studies was based on linear model in the relationship between trust, asset specificity and the performance, this study proceeds a empirical analysis by setting up a hypothesis; it would be quadratic relationship between trust, asset specificity and performance which are based on social capital theory and transaction cost theory. The survey was held with 74 manufactures who were established as an IJV by Korean and foreign firms together. In the result of the empirical analysis, trust shows an inverted U-shaped relationship with IJV performance. Also, asset specificity shows the U-shaped relationship with IJV performance. The results suggest that it needs to control and maintain the trust level among the partners in order not to lose an appropriate control caused by too much trust. In order to minimize the cost generated by asset specificity and to transform it into positive impact, it needs a control and the operation of monitoring system on the opportunistic action of the partners. Furthermore, it needs to keep organizational flexibility and innovativeness to continuously develop new capabilities.

  • The Purpose of this study is to integrate two opposite paradigms, (development from above) and (development from below), by means of A. Giddenss (structuration theory) and to provide practical development strategies on the basis of integrated paradigm. The integration of these two opposite paradigms is in fact the internalization of epistemological overcoming of 'dependency', which means the structural transformation of dualistic thinking into monistic thinking that the enlargement of capitalist world-system can be 'development' and it may also be 'dependency'. Therefore the practical main issue of this integrated paradigm results in how peripheral countries should achieve self-reliant and continuous development under the circumstances of dependency. To achieve such development while resisting the growing arrogance of transnational capital, development strategies should be prepared to maker revitalized political community designed to fit a human scale and for the economy to be subordinated to the political will of the community. And at the same time the 'empowerment' of people should be strengthened.

  • The link between transnational environmental harm and national security has attracted new attention due to the environmental crisis such as climate change, nuclear accidents and, pollution. However, both domestic and international environmental regimes are still tied to the unsuccessful and unclear notion-sustainable development. The present author argues that environment should be considered as a security matter for the effective environmental protection. If, for example, a nation committed a serious environmental harm and the effects spans borderlines, and the source nation refuses to cooperate or compensate, would sustainable development still be an appropriate measure? Then, what would be the victim state's tool to protect its own security? The present author first looks into the possibility utilizing UN Security Council. But due to its limited legality and effectiveness in this environmental matter the present author would like to propose a non-traditional but a not-brand new method. This new method reflects two new trends both from international law and security areas. First, this approach clearly moves from the military focused security concept to broader security concept. Second, this is also a shift from traditional international law to transnational law. With these two new approaches, we will find a more suitable answer both for securing national environmental security and for protecting environment.

  • This paper presents the a measured path-loss characteristics for mobile communications beyond 3G in microcellular residential area and street microcell at 3.4, 5.3, and 6.4 GHz band signals. The residential area is divided into two sections, one of which is composed of fifteen-story appartment buildings. The other section comprises four-story houses. The street microcell is classified line-of-sight(LOS) and nonline-of-sight(NLOS) areas. Both residential areas have standard deviations independent of the residential area classification, whereas the path loss exponents in the apartments is higher than those in area for same frequencies. A two-ray model is applied to analyse the path-loss charateristics in LOS areas. In LOS areas, an empirical breakpoint, whose distance is 6 percent shorter than a theorical breakpoint, is founded. Further, a sudden power level drop occurs at a transition point from LOS region to NLOS area. Path loss exponent is found to be significantly higher for non-LOS region than for LOS region. The power level drop due to corner loss and path-loss exponents both increase as the distance between the transmitter and the corner increases.

  • GIS is considered as a big industry or business in the field of applied sciences. Recently GIS market in Korea is growing rapidly for LBS, Telematics, Web-geographic information services. This paper attempts to focus on the interrelationship between GIS and geography, and the question of how geography emerged out of intellectual trends within GIS to examine possible contribution of geographers in GIS fields. The application of GIS appears to be largely technical in nature. It is important for the GIS operator and the consumer of GIS products to be aware of the geographical concepts that underpin GIS operations. Also it is seen that many departments of geography in Korea have attempted to actively adopt GIS into their education program, with aim to improve the status. GIS has promoted a shift towards applied geography from academic geography. GIS researchers and educators in geography are concerned not with technology, but with the basic concepts and the issues relating to its use, in comparison with other academic fields. It is the responsibility of geography community to make sure that our students receive a geographical education that includes problem-solving, critical thinking and technical capabilities. It is concluded that promoting GIS technology in geography curriculum is essential for the further expansion of geography within GIS and also for the survival of geography.

  • Since the third inter-Korean summit, the inter-Korean summit in Pyongyang and the U.S.-North Korea summit in Singapore and Hanoi, denuclearization negotiations are under way that will determine the fate of the Korean Peninsula. However, the negotiations are stalled and some skepticism is expected due to the conflicting U.S.-North Korea stance over the terms of denuclearization. The reason why it is difficult to realize the complete denuclearization of North Korea is that there are a variety of variables such as the traditional security dilemma in Northeast Asia, the hegemonic competition between the U.S. and China, and the formation of a new cold-war system. At a turning point when three inter-Korean summits and three U.S.-North Korea summits were held in the wake of the 2018 PyeongChang Winter Olympics, North Korea's complete denuclearization has become a must-do historical task for Northeast Asia and world peace beyond the Korean Peninsula. In this sense, the inter-Korean summit in Pyongyang is seen as a historic occasion for presenting a new milestone for the denuclearization of North Korea and the development of inter-Korean relations through the 9.19 Pyongyang Joint Declaration and the Military Agreement. Meanwhile, Constructivism, which has become the main paradigm of international political theory, presents the view that ideological variables such as ideology, history and culture define material factors, identity and interests of state actors, and that the structure of international relations can be changed through interaction. In this study, the historical meaning of the 9.19 Pyongyang Declaration, which is now past its first anniversary, was considered from a constructivist perspective. To this end, the development process of constructivism theory and analysis model and the development process of inter-Korean relations were briefly reviewed, and the military implications of the 9.19 Military Agreement were presented.
