Exploration of Life-cycle Management for Government R&D Program: the Case of Preliminary Feasibility Study on R&D Program (국가연구개발사업의 전주기 관리방안 탐색: 연구개발 부문 예비타당성조사 제도를 중심으로)

  • Market failure occurs when Pareto efficiency is not achieved through market mechanism. In order to solve this problem, government intervene market; paying great attention to the optimum state of resource allocation. However, as the size of government investment in R&D goes up, many professionals emphasize the importance in efficient management system. This work is the result of exploratory study to look into life-cycle management of governmental R&D program. Literature reviews and empirical research on governmental R&D programs elicit improvements for effective life-cycle management of governmental R&D program as follows: consistent discrimination between capital expenditure and recurring expenditure, dual management system by spending properties, implementing total cost management system in capital expenditure, and discrimination between preliminary feasibility study with confirming total program cost in recurring expenditure.

  • The risk assessment (safety assessment) must be performed to verify the risks during operation and installation of the hydrogen system and to ensure safe design and operation. Among them, hazard and operability study (HAZOP), a qualitative risk assessment, is most often used to discover risk factors and secure safety. However, in HAZOP performance, there is a difference in the level of evaluation results depending on the level and experience of the evaluator, and there is a high possibility that subjective results will be derived. This study aims to develop a risk factor library that can list and provide information on potential risk factors in order to solve these problems when performing HAZOP, reduce risk factors that are omitted or overlooked.

  • 본 논문은 스테레오 영상의 왜곡 현상을 분석하는 수학적인 해석 방법을 제안하였다. 스테레오 카메라의 중심과 투사기의 중심을 연결하는 직선이 스크린이 가지는 평면의 중심을 지나는 법선 벡터가 되고, 스테레오 카메라와 투사기의 두 렌즈의 광축이 스크린의 중심에 놓일 경우에 사진을 찍는 조건, 투영 조건 및 관측 조건에 해당하는 해석해를 유도하였다. 위 세 가지 조건에 따라 영상의 왜곡 정도가 바뀌게 되는데 왜곡을 최소한으로 만들 수 있는 조건식을 유도하였다.

Species Identification and Tree-Ring Dating of Coffin Woods Excavated at Ma-Jeon Relic in Jeonju, Korea (전주 마전유적 출토 목관재의 수종식별 및 연륜연대 분석)

  • The objectives of this study were to identify the species of coffin woods excavated at Ma-jeon relic in Jeonju and to date this coffin using tree-ring method. Al coffin woods were identified as red pines, most possibly, Pinus densiflora S. et Z. Tree-ring dating provides a calender year to each ring and produces the cutting date, if the bark presents. Due to the presence of bark and complete latewood present, the cutting date of the tree for coffin turned out between A.D. 1637 autumn and 1638 spring. However, due to the seasoning and storage periods, actual coffin manufacturing and burial time may be a little different from the tree-ring date.

  • Research information services such as ScienceON, RISS, and DBpia used by researchers during the R&D process mainly consist of a user interface in the form of a portal and search functions that respond to demands. However, the importance of open collaboration that freely shares and utilizes the research process and results and provides various tools and services necessary for collaborative research is gradually increasing, so there are also limitations to these service roles. Thus, we design WithON, which provides collaborative research environments of a preemptive response method, focusing on a personalized user interface to support the entire R&D cycle. We expect WithON would fundamentally change the existing research information services into collaborative research-centric ones.

  • This study aims to provide implications for the realization of the SDG goal for higher education through a comparative analysis of the UK and Australia's inclusive higher education policies. The cases of the UK and Australia were chosen for analysis since both countries have developed various policies to strengthen the inclusiveness of higher education since the early 2000s. The implications for the Korean government are as follows. First, it should approach the concept of underprivileged students by applying various categories such as 'race, region, and etc.,' not just for a category of income level. Second, it should enhance higher education opportunities for underprivileged students not only by expanding admission opportunities for them, but also by assisting them to adapt to college life and develop a student career. Third, it should provide underprivileged students with the customized support in consideration of their characteristics and merits. Finally, it should develop the "Inclusive Higher Education Project" which would help them complete higher education courses through regional partnerships.

  • Advanced biofuels are recognized as a key tool to mitigate the $CO_2$ emissions in the transport sector. Active R&D works have been carried out but there are still some major barriers to implement the technology. In this paper, recent developments on the advanced biofuels' technology are reviewed and the major barriers to commercialization of the biofuels will be discussed.

A Study for Analysis of Image Quality Based on the CZT and NaI Detector according to Physical Change in Monte Carlo Simulation (CZT와 NaI 검출기 물질 기반 물리적 변화에 따른 영상의 질 분석에 관한 연구: 몬테카를로 시뮬레이션)

  • In this study, we evaluated image quality by changing collimator length and detector thickness using the Geant4 Application for Tomographic Emission (GATE) simulation tool. The gamma camera based on the Cadimium Zinc Telluride (CZT) and NaI detectors is modeled. In addition the images were acquired by setting 1, 2, 3, 4, 5, and 6 cm collimator length and 1, 3, 5, and 7 mm detector thickness using point source and phantom, which is designed by each diameter (4.45, 3.80, 3.15, 2.55 mm) with 447, 382, 317, and 256 Bq. The sensitivity (cps/MBq) for point source, and signal to noise ratio (SNR) and profile for phantom at the 4.45 mm by drwan the region of interests were used for quantitative analysis. Based on the results, the sensitivity according to collimator length is 2.3 ~ 48.6 cps/MBq for CZT detector, and 1.8 ~ 43.9 cps/MBq for NaI detector. The SNR using phantom is 3.6~9.8 for CZT detector, and 2.9~9.5 for NaI detector. As the collimator length is increased, the image resolution is also improved according to profile results based on the CZT and NaI detector. In addition, the senistivity for detector thickness is 0.04 ~ 0.12 cps/MBq for CZT detector, and 0.03 ~ 0.11 cps/MBq. The SNR using phnatom is 7.3~9.8 count for CZT detector, and 5.9~9.5 for NaI detector. As the detector thickness is increased, the image resolution is decreased according to profile results based on the CZT and NaI detector due to scatter ray. In conclusion, we need to set the geometric material such as detector and collimator to acuquire suitable image quality in nuclear medicine.
