A Study on the HDF5 Data Model Design for Gridded Marine Weather Information Based on S-100 (S-100 기반의 격자형 해양기상정보 데이터 모델 설계에 관한 연구)

  • The International Maritime Organization's e-Navigation strategy introduces new technologies to ships to support easier and safer navigation. To implement the e-Navigation strategy, it was necessary to develop a common data model, that could meet various requirements across all aspects of the maritime information service. The International Hydrographic Organization's S-100 Universal Hydrographic Data Model was selected, as the basis for the standardization of maritime data products. Three S-100 based product specifications for weather information, collectively called "S-41X", are currently under development by the NOAA's Ocean Prediction Center, for use in the Electronic Chart Display and Information System (ECDIS). This paper describes a design of a grid based S-413 data model out of three S-41X product specifications. Other S-100 data products, which support the gridded data format, were considered. To verify the data model, an encoding test was conducted, using the Korean Meteorological Adminstration's numerical prediction model results.

  • 조선기자재는 선박의 건조 및 수리에 사용되는 모든 기계와 자재류를 일컫는 것으로, 선종과 규모에 따라 다소 차이가 있으나 약460여종에 이르며 선박 건조원가의 55∼65%를 차지하고 있다. 선박부품인 조선기자재는 기능별로 나누어 금속제품, 화학제품, 용접재료, 주단제품으로 구성되는 선체부, 엔진을 포함하는 추진장치와 보조기계로 대별되는 기관부, 조타, 계선, 하역, 안전장비 및 거주설비 등의 의장부 및 동력, 배선, 조명, 항해통신, 제어장치 등으로 구성되는 전기ㆍ전자부로 분류된다. 특히 최근에는 방화ㆍ방재 설비로 대표되는 안전설비를 의장부에서 별도로 분류하기도 하며, 선박의 자동화 추세에 따라 전기와 전자부분을 분리하여 분류하기도 한다.(중략)

Usability Test and Investigation of Improvements of the ECDIS (ECDIS의 사용성 평가 및 개선사항 분석)

  • The ship's chart system was changed from the use of paper chart to the ENC (Electronic Navigational Chart) using ECDIS (Electronic Chart Display and Information System). The introduction of ENC in ships is necessary for ship automation and for the digitalizing of data and integration of information, but unexpected various problems have occurred and are posing a great threat to safe navigation in the transitional period when the new system has been applied to the sea. In this paper, to assess whether ECDIS contributes to the safety of navigation for its intended purposes as new navigation equipment, a usability test of ECDIS was conducted on masters and crew who have used ECDIS on ocean-going vessels. The result was verified with a paired sample T-test, and it was significantly analyzed with the effectiveness of a simplified task; cost efficiency was decreased since ECDIS was used. By analyzing 'MSC.1/Circ.1503 ECDIS - Guidance for good practice', we found that the effects of the maintenance of ECDIS software, operating anomalies identified within ECDIS, differences between raster chart display system (RCDS) and ECDIS, and matters of identification were compounded by the overlapping information on the safety of ships. The anomalies were also grouped according to their characteristics, and we proposed suitable improvements accordingly. The reason for the reduction in efficiency in the usability test was that the problems with ECDIS were intended to be solved only with the careful use of navigational officers who did not have systematic solutions. To solve these problems, the maintenance of software, the improvement of ECDIS anomalies, the reliable ENC issuance including the global oceans, and S-mode development are a priority.

  • Maritime traffic engineering is a technical field that observes the flow of vessels' traffic in accurate and describes the feature of ship's movement statistically, then contributes for the improvement of traffic flow and the safety of traffic. The flow of marine traffic can be controlled by carrying out assessment and analysis of vessel's traffic. It can realize the safety of marine traffic by accurate research and analysis of vessel's traffic, understanding its flow and analysis data of vessel traffic. This study shows the analysis system of marine traffic connected with Radar, AIS based on ENC(Electronic Navigational Chart). The marine traffic analysis system contributes to the safety of marine traffic through the design of marine traffic route, harbour facilities and improvement of vessels' traffic flow.

Development of EMC filter for electronic equipments mounted on ships (선박 탑재 전자기기용 EMC 필터 개발)

  • It is very important to prevent the electromagnetic interference and to prevent malfunction of electronic equipments mounted on ships. To solve these problems, in this paper, the EMC filter was designed, fabricated, and tested. The Ni-Zn ferrite beads with high permeability were used to make large inductance as the inductor and the feed-through capacitors without any resonance points. As a result, excellent attenuation characteristics of 25~70 dB were obtained from the 0 kHz~1.5 GHz band. In addition, when the Electric Fast Transient (EFT) of 4 kV in the level 4 of IEC 61000-4-4 was induced the EFT reduced to 600 V. Therefore, it was clearly shown that the developed EMC felter can be used for suppressing the electromagnetic interference on-board electronic devices and equipments.

  • The satellite navigation system is widely used for identifying a user's position regardless of weather or geographic conditions and also make effect on new technology of marine LBS(Location Based Service). which has the technology of geographic information such as the ENC. Generally, there are conceivable systems of marine LBS such as ECDIS, or ECS that use the ENC itself with powerful processor in installed type on ships bridge. Since the ENC is relatively heavy structure with dummy format for data transfer between different systems, we should reduce the ENC to small and compact size in order to use it in mobile platform. In this paper, we assumed that the mobile system like PDA, or Webpad can be used for small navigation or information system in marine field. We considered the reduction of the ENC size to make them fit well to small capability of mobile platform. However, the ENC should be updated periodically by update profile data produced by HO. If we would reduce the ENC without a consideration of update, we could not get newly updated data furthermore. As summary, we studied considerations for ENC reduction with update capability. It will make the ENC be useful in many low performance platforms for various applications.

  • This paper Presents a discussion on the design and realization for the Phase Sensitive Defector (PSD) circuitry of Flu$\chi$-gate Compass that gives direction information to the Directional Frequency Analysis and Recording (DIFAR) Sonobuoy in Air Anti-Submarine Warfare. PSD circuitry is realized with Twin-T RC networked active band-pass filter. Results of a performance test the PSD circuitry shows that the effectiveness of band-pass filtering of desired $2F_0$ second harmonic signal, which is Pro- portional to the direction of earth's magnetic field. This resulted in the extraction of direction information.

Development of a GUI Program for the Position Prediction of Distressed Vessel (조난 선박의 위치추정을 위한 GUI 프로그램 개발)

  • To provide an easy operation of drift prediction model in SAR(search and rescue) mission a GUI program running on Windows environment has developed. Users can make choice of input data on the screen by just clicking the mouse and the prediction results of datum points and trajectories of vessels are drawn on the electric chart. The program contains both Leeway Equation model and Mathematical model. The FORTRAN language was used in programming and Lehay Winteraction 4.0 software was utilized for graphic presentation. The result of May, 2001 Busan field experiment was plotted with that of model prediction for demonstration purpose.

  • The important purposes of research in ship operation are to ensure safe navigation, high efficiency of transportation, high accuracy, and security. IMO, develops a broad strategy for incorporating the use of new technologies in a structured way to ensure that their use is compliant with the various electronic navigational and communication technologies and services that are already available. As a base research for E-Navigation, therefore, this paper proposes a maritime information network based on Mesh Network that is one of the maritime broadband solutions. Firstly, this paper analyzes an international port network system and the requirements of port network for E-Navigation. Finally, it designs the maritime information network system based on Mesh Network and shows its validity for E-Navigation.

New EDI Developments in the Era of Electronic Commerce (전자상거래시대에 있어 전자문서교환(EDI)의 새로운 발전방향에 관한 소고)

  • 운송에 필요한 각종 서류와 정보의 효율적 교환은 국제물류시스템의 중요한 일부분이 되었다. 또한 EDI(전자문서교환)는 수출입에 필요한 각종 상거래 서식을 컴퓨터가 읽을 수 있는 표준화된 전자문서의 형태로 바꾸어 교환함으로써 무역절차의 간소화와 운송서류의 신속한 교환을 가능하게 하여 물류 효율성을 증대시키는 것으로 알려져있다. 이러한 맥락에서 세계각국의 항만당국은 자국의 물류혁신을 도모하기 위하여 경쟁력으로 EDI의 도입을 추진해왔다. 그러나 90년대에 들어 EDI의 발전은 처음의 기대와는 달리 저조한 것으로 나타났다. 이는 크게 두가지로 설명된다. 첫째는 EDI 문서의 국제표준을 제정하는 UN/ECE 산하 WP4의 표준제정 미 공표의 비효율성으로 인해 실제 상거래에서 필요한 문서들의 EDI 표준화가 제때에 이루어지지 않았다는 점이다. 두 번째 이유는 대부분의 EDI 사용자가 전자문서의 교환통로로 이용해 왔던 부가가치통신망(VAN)서비스의 고비용적인 구조로 인하여 비용에 민감한 중소규모 화주들의 폭넓은 이용을 저해왔다는 점이다. 따라서 본고에서는 EDI의 확산을 저해했던 두가지 문제점에 입각하여 먼저 효율적 EDI 표준 제공을 위한 국제적 노력의 산물인 CEFACT(Center for Facilitation of Procedures and practices for Administration Commerce and Transport))와 보다 안전하고 신뢰성 있는 전자상거래 솔류션의 마련을 위해 이루어진 각종 국제기구들의 활동 및 결과물들을 소개하고 다음으로 인터넷의 급속한 확산으로 새롭게 개발되고 있는 Web-based EDI, XML/EDI, Simpl-EDI, Form-based EDI 그리고 Lite-EDI의 저비용적 구조 측면을 분석하여 중소규모화주들의 EDI에 대한 인식을 제고시킴으로써 EDI의 전반적인 확산을 도모하고 있다.
