Domestic public e-procurement has been recognized excellence at home and abroad. However, it is difficult for procurement companies to check the related announcements and to grasp the status of procurement announcements at a glance. In this paper, we propose an e-Procurement Announcement Analysis Support System using the HDFS, HDFS, Apache Spark, and Collaborative Filtering Technology for procurement announcement recommendation service and procurement announcement and contract trend analysis service for effective e-procurement system. Procurement announcement recommendation service can relieve the procurement company from searching for announcements according to the characteristics and characteristics of the procurement company. The procurement announcement/contract trend analysis service visualizes the procurement announcement/contract information and procures It is implemented so that the analysis information of electronic procurement can be seen at a glance to the company and the demand organization.

조달청이 입찰자 정보를 분석해 불법전자입찰을 색출해내는 '불법전자입찰 징후분석시스템'을 본격 가동한다. 조달청(청장 권태균)은 지난 7월 22일 "아직도 일부 입찰자들이 전자입찰시스템을 악용, 담함 및 공인 인증서 대여 등의 불법입찰 행위를 하고 있다"고 지적하고 "이를 체계적이고 상시 감시하기 위한 불법전자 입찰 징후분석시스템(이하 '징후분석시스템')을 본격 가동해 불법입찰 혐의가 짙은 201개 업체를 공정거래 위원회에 조사요청 할 계획"이라고 밝혔다. 이번 '징후분석시스템'의 본격가동으로 인증서 대여를 통한 불법전자입찰 행위를 뿌리 뽑아, 국가예산의 낭비방지 및 공공공사와 조달물품의 품질 제고에 기여할 것으로 기대된다.

This paper tried to find how the characteristics of purchasing items would have influence on the relational e-procurement. The characteristics of purchasing items include the importance and the complexity of purchasing items. In order to define these characteristics, this paper reviewed various literatures about purchasing strategies. The empirical analysis through the multi-nominal logistic regression shows that the importance of items has influence on relational e-procurement, while the complexity of purchasing process has little influence. And also, the relational e-procurement through EDI as a long term buying relationship is being converted toward the exchange through purchasing sites.

Since the beginning of 2002, KONEPS(Korea ON-line E-Procurement System) which is known with GePS(Government e-Procurement Service), has become a significant role in Korea public procurement service. This paper focuses on the amendments of the related laws and the practical improvement of inconveniences and inefficiencies in user's' position during the use of KONEPS. We analyzed the case of government procurement by major countries, the detailed process and function of KONEPS, and confirmed the revised procurement laws since the commencement of KONEPS. When a user of KONEPS makes an online purchase at the g2b shopping mall to purchase procurement goods, we analyzed focused on the inconvenience of option selection, user feedback after purchasing, unification of the purchase procedure, compared with general online shopping purchase. This paper suggests practical ways to improve the inconveniences and inefficiencies that arise in the process of procurement and use from KONEPS. It is necessary to study on the construction contracts and the empirical studies based on the questionnaire on the functions of procurement law and research model for the cases used in this study in the future.
