전자정부 구현에 있어 온라인상에서 유통되는 각종 행정정보에 대한 정보보호는 필수적인 선결 조건이다. 미국 등 각국에서는 전자전부의 정보보호 기반 구축을 하여 가상행정을 환경에서 당사자의 신원 확인,기밀성,무결성,부인봉쇄 등을 보장하는 정부차원의 PKI(Public Key Infrastructure)를 구축.운영 중에 있다. 본 논문에서는 주요 정보의 비밀성, 무결성 등을 보장하는 정부차원의 정보보호체계 구축을 위해 2000년부터 추진되고 있는 GPKI(Govermment Public Key Infrastructure) 구축 현황, 인증서비스 현황 및 향후 방향에 대하여 논하였다.

The necessity for introducing artificial intelligence(AI) into the public sector to form an intelligent government has been emerging. This study set 'Organizational Agility', 'Exploitation & Exploration Learning', and 'E-government Capability' as independent variables for the introduction of AI in central government. Dependent variables were set on whether AI was adopted in the central government organization 'Bu(mainly conducts policy planning)', and 'Cheong(mainly performs policy execution)'. Logistic regression analysis was performed on each of the two models. As a result, it was derived that ministry Bu adopted AI as organizational agility increased, and ministry Chung adopted AI as e-government capability increased. Particularly, it was identified that the effect of exploitation learning for Cheong organizations offset the influence of AI introduction according to e-government capabilities, while exploratory organizational learning facilitated the AI introduction. This study is meaningful for suggesting a strategy for adopting AI in government.

This study aims to analyze the usage behavior of e-government service users based on the e-government maturity model and provide suggestions for advancement of the e-government services. The changes in Korea's e-government services were analyzed as follows; 1) Proportion of use of e-government services in Korean public services, 2) E-government service types/stages use, 3) Service use by platform 4) User response to e-government service 5) Users' requests for future e-government service usage methods. For the analysis, this study used data from Korea's 2012-2020 e-government usage behavior survey data. As a result of the analysis, first, the proportion of e-government service has been continuously increasing, and second, the use of the e-participation stage is relatively low compared to the presenting information, interaction, and transaction stages. Third, by platform, e-government service has been expanded to various access platforms such as mobile, kiosk, and SNS centering on the web. Fourth, users' satisfaction with e-government service is very high. However, to vitalize e-government services, users requested improvements such as providing one-stop integrated services and simplifying authentication procedures. Based on the analysis results, this study 1) reflects the user's point of view in the maturity model of e-government, 2) considers access to various platforms according to the development of digital technology, 3) improves the e-government maturity model through data-based analysis such as user usage behavior suggested the need.

지금까지의 전자정부 구축은 국민의 편의성과 정부업무의 효율성에 맞추어져 왔으며, 이는 경제적 사회적 흐름에 따른 IT서비스가 국민과 정부가 실제로 원하는 것을 찾아 지원하고 선도하여 줄 수 있도록 하는 것이라 할 수 있다. 그러나 엄밀히 말하면 우리의 전자정부 과제는 남한에 국한된 것이다. 헌법에 의하면 남한과 북한은 하나의 국가인데도 불구하고, 남북한 간의 한계성을 의식적으로든 무의식적으로든 인식하여, 남한으로 테두리를 정하고 u-Korea를 실행하고 있는 것이다. 이러한 상황에서 통일부가 운영하고 있는 남북교류협력시스템(http://inter-korea.unikorea.go.kr)를 바탕으로 남북교류협력을 위한 실질적인 프로세스 개선과 정보화 전략을 새롭게 수립하기 위하여 현황과 방향성에 대해 연구하여, 향후 남북통일을 위한 초석이 될 수 있는 IT서비스로서, 또한 남북간의 특이사항을 반영한 시스템으로 기타 전자정부 과제들의 통일 이후의 모습이라는 거시적인 미래과제를 풀 수 있는 한 도구로 본 연구가 활용되고자 한다.

E-Government service is national project that is necessary for international competitiveness, openness of government and effectiveness of governmental work process. E-Government security is very important because it treats data has relatively high sensitivity. But, until now, the development point of E-Government service has been limited to only it's contents and infrastructure based on web without consideration of E-Government security. Lately research for E-Government security has been studied by some advanced country of E-Government service, but it is insufficient. To construct E-Government security based on web Infra, first of all, analysis of web service security technology is needed to precede. And then research for appling the technology to E-Government service are required. We propose secure E-Government service scenario with web service security technology based on development stages of E-Government service. We also suggest overall view and secure scenario of E-Government service in Integrated Computing Environment.

This paper presents the methods of evaluating validity and effectiveness of informatization budget investment for e-Government, through the preliminary evaluation. the progress evaluation and the Post evaluation of the investment, and a quantitative evaluation model which improves conformance of IT ROI (Return On Investment) using the evaluation results. the right evaluation targets of informatization investment for the development project to GDOC(Government electronic Document Distribution Center), and KPIs(Key Performance Indexes) which is enable to evaluate objectively effectiveness in the preliminary and the post evaluation phases are developed, and according to using the quantitative evaluation model . improved effectiveness evaluation results for each index in the point of view of usage and innovation are come out.

This article explains the background of the Korea Indonesia e-Government Cooperation Center established in 2016 as a new intergovernmental cooperation model of the ODA (Official Development Assistance) project in Indonesia, one of the developing countries in Southeast Asia, and shares the center's role and achievements. Through this, we show that it can be a new cooperation model for ODA field that needs expertise in the future.

전자정부 사업에서 개발프레임워크가 활발하게 도입되어 활용되어 왔으나 서로 다른 개발프레임워크 도입으로 인하여 전자정부 시스템간에 상호운용성이 보장 되지 못하고, 특정 개발프레임워크에 의한 사업자 종속성이 발생하게 되었다. 이러한 문제를 해결하기 위하여 전자정부 프로젝트에서는 표준화된 형태의 오픈 소스 기반 개발프레임워크를 구축하게 되었다. 본 논문에서는 표준 개발 프레임워크가 등장한 배경과 표준화 원칙들을 제시하고, 이러한 원칙들을 만족 시키기 위한 개발프레임워크의 실행환경과 개발환경에 대한 아키텍처 특성 및 기반기술을 제시하고자 한다.

정보화가 성숙됨에 따라 정보보호의 중요성도 비례하여 커지고 있다. 지난 국민의 정부에서 시작된 전자정부사업은 우리나라의 앞선 정보인프라를 활용하기 위하여 야심차게 추진되었지만 과정의 비 조직성, 보안 특히 프라이버시문제에 대한 몰이해로 인해 여러 가지 문제를 야기하고 있다. 본 논문에서는 전자정부사업 추진 시 반드시 고려해야할 프라이버시 영향 평가(PIA) 문제를 소개하고자 한다.

Advanced countries overhaul government workflows using IT, which not only enhances efficiency and productivity, but paves the way to a 'e-Government' offering prompt, quality service for citizens. This research analyzes the DiD(Defense-in-Depth Strategy) and compares the information protection strategy of Korean e-Government with DiD for reliable and safe e-Government's build.
