본 연구는 새로운 국제 전자결제수단으로 개발된 무역카드(TadeCard)에 대한 검토와 활용 가능성에 관하여 검토한 것이다. 무역카드는 세계무역센터협회가 인터넷을 통하여 국제무역대금을 결제할 수 있는 전자결제시스템으로 개발되었다. 무역카드시스템은 제시되는 전자문서의 일치성 점검 및 국제무역거래의 모든 이행과정을 온라인(on-line) 상에서 전자적으로 이행되는 것을 특징으로 하고 있으며 부대비용 등 경제성 측면에서 여타 결제수단보다 우월한 결제시스템이라고 하고 있다. 그러나 가상공간을 통한 전자결제시스템은 거래당사자에게 대금지급의 확실성과 거래의 안정성 및 신속성 보장이 전제되어야 한다. 실제로 무역카드시스템은 특정 보증보험회사의 보증에 기반을 두고 있어 국제 기업간 거액거래상의 신용취급의 한계점과 금융네트워크 등에서의 취약점을 가지고 있다. 따라서 무역카드가 국제전자결제시스템으로 정착되기 위해서는 정보보안 등 기술적인 안정성이 검증되고 결제상의 신뢰성 보장을 위하여 상업은행들의 참여가 확대되어야 한다. 또한 인터넷상에서 결제가 이루어지기 위해서는 담보권과 유통성이 보장되는 볼레로전자선화 증권 등의 활용과 기존의 모든 종이문서에 의한 결제서류도 전자문서로 대체되어야 한다.
전자무역거래는 궁극적으로 무역계약체결천의 마케팅과 인콰이어리는 물론 무역계약과 계약 이후의 운송, 보험, 결제 등을 네트워크를 통해 실현하고자 한다. 그러나 무역거래의 전 단계의 전자화 추진에 있어 가장 큰 걸림돌은 국제대금결제시스템을 전자화하는 것이며, 이러한 문제점의 해결은 궁극적으로 전자무역거래의 완성이라고 해도 과언이 아닐 정도로 전자무역 구현에 있어서 시급하고도 중요한 핵심과제가 되고 있다. 이에 본 고에서는 전자무역시대를 맞이하여, 전자무역거래에서 전자결제시스템으로 주목받고 있는 BOLERO, TradeCard, 그리고 BeXcom의 주요 내용과 특징을 살펴보고, 상호간 비교 분석을 통하여 전자결제시스템의 발전적 과제를 제시하고자 한다.
지속적으로 변화하는 무역관습의 흐름은 결제관습에 있어서도 새로운 변화를 초래하고 있는데 최근의 국제결제시스템중 가장 두드러진 변화는 전자적 방법에 의한 결제시스템의 대두이다. TradeCard는 이러한 전자결제시스템으로서 가장 대표적인 예로서 1994년 처음 사업이 시작된 이후 10년도 되지 않아 새로운 무역결제관습으로 정착되기 위한 상업적 활동에 나서고 있다. 본 논문은 이러한 TradeCard의 상업적 활동이 과연 순조롭게 추진되어 신용장을 비롯한 기존의 무역결제시스템에 추가 또는 대체되는 새로운 무역관습이 탄생할 수 있을지를 검토하고 있다. 이를 위해 본 논문은 먼저 TradeCard가 갖고 있는 특징을 몇 가지로 분류하여 살펴보았다. 즉, 무역절차의 전자화 과정에서 기능적 접근방법을 채택하였다는 점, 타 기관이나 조직과의 활발한 제휴, 비용과 시간을 절감시킬 수 있는 방법의 제시 등이 그것이다. 이러한 특징을 통해 TradeCard는 새로운 무역관습으로 자리잡을 수 있는 충분한 가능성을 갖고 있다는 것이 논자의 생각이다. 그러나 다음의 몇 가지 문제점 역시 갖고 있기 때문에 이를 해결하는 것이 그러한 가능성의 전제조건이 된다. 첫째, TradeCard를 통한 거래의 법적 안정성 확보이다. 이는 모든 전자거래가 공통으로 갖는 문제점이지만 TradeCard의 경우 거래조건의 이행여부에 대한 전자적 판단이라는 요소를 지니고 있어 이를 어떻게 법적으로 수용할 것인가의 문제가 제기된다. 둘째, TradeCard를 통한 거래에서 발생되는 피해에 대한 구제방법의 제시이다. 이는 아마도 보험을 통해서 해결할 수 있으리라 생각되지만 현재 TradeCard는 이부분에 대한 명확한 입장이 명시되지 않은 것 같다. 셋째, 국제적 전자거래를 안전하게 할 수 있는 방안으로 전자서명의 활용이 절실한데 이에 대한 상호인정의 해결이 필요하다는 점이다. 물론 이는 TradeCard의 역할이라기 보다는 우리 정부를 비롯한 각국의 정부당국의 몫이다. 그러나 이러한 모든 문제는 결국 얼마나 빨리 많은 사용자를 확보하여 시장의 힘을 통해 국제상관습으로 정착시킬 수 있는가의 문제로 귀착된다고 본다. 따라서 TradeCard는 처렴한 요금체계 및 사용자에 대한 인센티브의 제공 등을 통해 조기에 다수 사용자를 확보하는 것이 시급한 것으로 생각한다.
IT 혁명으로 전자적인 활동이 전 사회의 중심 축으로 이루어지고, 또한 컴퓨터를 이용한 정보처리와 통신기술의의 눈부신 발달에 힘입어 기업의 Business에 커다란 변화를 초래하게 되었다. 특히, 인터넷이라는 환경하에서 전자상거래는 급속하게 성장하고 있으며, 기업은 전자상거래 모델을 앞다투어 개발하면서 새로운 E-Business 환경을 수용하고 있다. 또한 기업은 무역업무에 이러한 전자상거래를 도입하면서 국제간 거래의 활성화를 위해 노력하고 있지만, 국채간 사이버 무역이 안고 있는 여러 가지 애로점을 가지고 있다. 그 중에서 국제간 전자결제에 과한 문제이다. 인터넷을 이용한 무역업무를 실행시키고, 활성화하기 위한 하나의 결제방안을 제시해 보면 제3자에 의한 결제 시스템으로서 인터넷 서비스 제공업자, S/W 개발업체, 은행과 신용카드회사를 비롯한 금융기관 등은 결제시스템을 구축하는 방안이 강구될 수 있다. 또한 이 시스템에서는 다양한 판매자의 제품을 소개하고 일정 시간간격 또는 특정 구매자의 총누적 거래대금이 일정수준에 이를 때에 결제함으로써 신용카드를 지불수단으로 사용하는 경우에도 소액거래를 지원할 수 있다. 또한 전자결제제도가 성립되기 위해서는 전자자금거래의 규제를 위한 법 제도적인 측면의 정비가 시급하다. 따라서 각종 거래의 결제에 관한 법적관계는 물론 금융관련 법률을 기본으로 하여 새로운 접근방안을 마련해야 할 것이다. 이와 같은 사항들을 고려함으로써 사이버 환경의 활성화를 도모할 수 있다.
This study tried to analyzed the relationship outcome and commitment in order to suggest to a outcome for commitment decision-making of e-trade. 6 hypothesis were constructed for analysis based on previous literature review. The subject of this study is to analyse on electronic trade practice outcome on the international trade practice commitment. This paper investigates the outcome determinants of e-trade commitment. There are 250 sended samples and 188 returns, 168 of them are analyzed on commitment for a electronic trade outcome. The first, multiple regression result shows that the international trade practice outcome are positively affected by the "Overseas market research commitment", "e-L/C Practice commitment", "Clearance Practice commitment", "e-B/L or global logistic commitment", "Payment or e-Nego commitment". However, The "Commerce practice commitment" factors does not affect in the electronic trade practice outcome.

Some scholars in South Korea have studied on the relevance of documentary credit in the paperless trade and operability of electronic documentary credit. But Some other scholars in other developed countries have studied about e-customs and e-air logistics. As a result, The current situation of South Korea's paperless trade differs from that of other developed countries' paperless trade. The South Korea's paperless trade has tried to achieve the operation of electronic documentary credit as well as e-customs through the establishment of Korea Trade Network(KTNET) and Customs service's Single Window known as Uni-pass. and other developed countries's paperless trade has made an effort to develop an e-customs and e-air logistics through customs service's Single Window. So, this article describes the current status and characteristics of South Korea's paperless trade and next, this article aims to find out the obstacles and countermeasures in the operation of South Korea's paperless trade. Therefore this paper provides a clear understanding of the problems and solutions associated with South Korea's paperless trade.
The international trade industry is on the brink of a radical Internet-driven transformation. TradeCard is a payment and settlement system that is an alternative to letters of crdeit. Also a detailed guide of the banking operation and developing rules for electronic letters of credits need to be provided to adopt eUCP rules for the electronic presentation of documents.
This study is to examine some legal problems of cyber trade transactions and to suggest some policy implications to vitalize cyber trade by internet accomplishes electronic business from all process integration of production, marketing and customer service. However, there are some legal problems for the electronic commerce to be used in international trade activities such as trade contract transport documents and payment systems by internet. First international trade rules have to be legislated so that electronic documents has same legal function like traditional documents. Also electronic signature must has authenticity, integrity, non-repudiation, writing and confidentiality. Second, traditionally international payment systems such as letters of credits, remittance, documentary collections and open account have been operated as an important and popular method of payment. In the modern world of electronic commerce, information technology has made it possible to pay for the sale of goods and services over the internet. The payment methods such as Credit Card, Debit Card, Electronic Cash, Electronic Fund Transfers enable partly sellers, buyers and service providers to settle payment electronically through the internet. To settle the problems of payment systems, the security requirements for safe electronic Payments such as authenticity, integrity, non-repudiation have to be guaranteed. Also, electronic data interchange in transport documents has to be adopted and negotiability of electronic bills of lading has to be guaranteed. Electronic payment systems through SWIFT enable the sellers and the buyers to conduct and settle international business-to-business electronic commerce in case of solving the above problems and harmonizing the Bolero project.
