This study was aimed to establish a workable strategies to operate KESLI consortium reliably. To encourage the research purposes, it was mainly investigated international literature on current challenges for the e-journals consortium in comparison with the domestic implications. Major issues and challenges are divided to six items by scholarly communication changes and e-journals percentage increase, a big deal for a contract -based consortium pricing model in vogue, a consortium of the price hikes and making budget difficulties, use the standard statistics by the results of the use, archiving and archive security uncertainty, and contracts public availability of such external conditions. As a result, the international challenges of E-journals consortium was similar to KESLI, but the depth of information and research on domestic was weaker than the international research. To see more research and a rational perception based on scientific evidence and alternatives that enable KESLI working in the field was needed to be.

The electronic trade(e-Trade) revolution is changing the international trade processes dramatically. It permits new kinds of interactions among exporting and importing firms as well as internally within the firms. Ever since the Internet became a popular communications medium in the 1990s, lawmakers have struggled to develop rules for determining which courts can hear disputes involving parties in different choice of law and jurisdictions. In conclusion, I suggest an ongoing research agenda for further refining and developing a more comprehensive cosmopolitan approach. Certainly, as these cases make clear, reconceptualizing the principles underlying court to-court relations is essential in a world where the idea of a transnational community of courts is fast becoming one of the dominant realities of twenty-first century law.

Global electronic commerce, driven by the development of the Internet and computer, premises to be an important engine for growth for the world economy in the 21st century. Electronic commerce offers considerable new opportunities for businesses and citizens in all regions of the world by enhancing productivity across all sectors 6f our economies and encouraging trade in both goods and services. Specially in relation to contract, electronic commerce requires a coherent, coordinated approach internationally on key issues such as a validity, a legality, consumer protection. In order to ensure the stable growth of electronic commerce in Korea, the government needs to construct a predictable legal and commercial environment, suitable to the situation in Korea, for business conduct on the Internet and other electronic method. Electronic commerce, which breaks down national boundaries and widens the gap between the place where services are performed and the place where they are consumed, requires a new paradigm when making an agreement between contracting parties.

Internet is changing all of the commercial practices and customs on international business transaction. So called e-Trade in global marketing is expected to dominate the global trade in 21st century and thus is being introduced as a major mission assignment for exporting countries. e-Trade has the potential to accelerated existing threads and introduce new ways of carrying out global trade. It is especially important in Korea, which has a high dependency rate on trade. Trade efficiency through the channel of e-Trade is an alternative to strengthen international competition of korean small and medium sized global trading firm.

한국전자통신연구원(ETRI) 3D 게임엔진 '드림3D'의 기술 이전료가 인하됐다. ETRI는 3D 게임엔진 '드림3D'의 기술 이전료를 당초 계약금 6000만원에 러닝로열티 2%를 받기로 했던 방침을 수정, 계약금 4000만원에 러닝로열티 1%로 하향 조정했다. ETRI는 이를 위해 기술이전 후 '드림3D' 개발진에 피드백을 전달, 3D 게임엔진 개선에 공헌할 것을 기술 이전료 인하조건으로 제시했다. '드림3D'는 정부가 세계적인 게임엔진을 개발, 저렴한 가격에 국내 업체에 공급함으로써 국내 게임개발 환경을 한 단계 끌어올린다는 목표 아래 ETRI 과제수행업체로 선정, 2년 만에 개발 완료한 '3D온라인 게임엔진'이다

우리는 RSA 서명에 기반한 효율적인 공정한 예약과 교환 프로토콜을 위해 검증 가능한 암호화를 일반화한 부분적인 검증 가능한 암호화를 제안한다. 부분적인 검증 가능만 암호화를 이용해서 서명에 대한 공정한 교환과 더불어 전자 계약 시 사전 계약이나 비행기 티켓에 대한 예약을 짤 수 있도록 프로토콜을 확장했다. 또한 예약과 교환 시에 공정성을 보장하도록 했다. 이로써 우리는 공정한 교환 프로토콜의 교환단계에서 발생하는 계산 양과 전송 양을 예약과 교환 단계로 분산시키는 효과를 얻었다. 그리고 마지막으로 Ateniese가 제안한 RSA 서명에 기반만 공정한 교완 프로토콜과 성능 비교를 하였다.

(주)텔리안A/V시스템은 설립한 지 얼마 안되는 벤처기업으로 세계적인 전자ㆍ오디오 업체와 MP3 플레이어의 수출계약을 맺고 양산을 하고 있어 화제를 모으고 있다. 반도체 메모리를 사용해 음악을 저장하기 때문에 부피가 작으면서도 CD수준의 음질을 자랑하는 텔리안A/V시스템의 MP3플레이어는 다양한 모델, 고성능 음질, 보안성 등을 두루 갖춘 제품으로 각광을 받고 있다. 월간 20만대까지 생산할 수 있는 양산체제를 갖추고 있는 이 회사는 미국의 오디오박스 및 일본의 나카비치 등과 계약을 맺고 본격 수출을 진행하고 있다.

최근의 정보통신 기술의 급격한 발달과 인터넷 사용의 폭발적인 증가, 기업의 인트라넷/익스트라넷의 도입으로 인터넷 환경에서의 비즈니스 응용 프로그램의 개발이 다양해지고 있다. 본 논문에서는 기업에서 조달 업무의 투명성과 신속성 및 인터넷을 통한 수요 기관 및 공급 업체간의 글로벌화를 이룰 수 있는 비즈니스 응용 프로그램으로 웹 환경에서의 전자 입찰 시스템의 설계 및 구현을 다룬다. 본 논문에서 설계 및 구현된 전자 입찰 시스템은 구매, 입찰 및 조달 프로세스로 구성되어 있으며 전자 입찰 시스템에서 입찰 가격이나 계약의 보안 및 인증을 위해 PKI 기반의 전자 서명 방식을 사용한다.
