이 논문은 Minnesota대학 Paul Campus 도서관 부관장인 존슨(P. Johnson)이 Journal of Academic Libraianship, Vol. 16, No. 4(Sept, 1990), pp.222-229에 게재한 "Matrix Management: An Organizational Alternative for Libraries"을 완역한 것으로, 도서관의 전통적인 조직구조에 대한 대안을 모색하는데 참고할 수 있는 이론적 논문으로 사료됨. 도서관조직구조가 점점 복잡해 짐에 따라 다양한 방안들을 모색하여 왔다. 이 논문은 전통적 계층구조에 대한 대안으로서의 매트릭스구조의 효용에 관하여 논의 한 것이다. 매트릭스관리가 매우 성공적으로 이루어질 경우에는 사서들에게 유연성을 증대시키기 위한 신전략과 고도의 전문적 독립성, 그리고 보다 균형된 의사결정과정을 제공해 준다. 제2차 세계대전까지만 해도 도서관을 포함한 대다수 기관의 조직구조는 몇 가지로 나눌 수 있었다. 비록 이들 조직구조가 바뀌게 되었다 하더라도 그것은 의도적인 계획하에서 진전된 것이 아니라 안정적이고 예측가능한 환경에 매우 적합하도록 자연스럽게 이루어진 것이다. 다만 최근 여러 해 동안 급격한 환경변화로 인하여 보다 새로운 조직구조가 발전하게 되었는데, 이는 자연진화적인 조직변화라기 보다는 오히려 특정적 요구를 충족시키기 위한 자의적인 계획의 결과라고 하겠다. 이와 같은 급격한 변화에 대처하도록 특별히 계획된 매우 혁신적인 조직구조중의 하나가 조직매트릭스이다. 이 논문은 대학도서관에 있어서 조직구조, 조직대안으로서의 매트릭스구조, 매트릭스경영관리의 효용 등 세 가지의 문제에 대하여 고찰하고자 한다.<역자주>

Korean medical libraries have made interlibrary loan active under the korean medical library association since 1969, the sharing acquisition of journals has not been peformed efficiently in the absence of a bibliographic control institute. The medical library of seoul national medical university which is designated to a medical professional information center by korea education academy information developed MEDLIS linking the union catalog and interlibrary loan system and has been operating it in cooperation with the korean medical library association. Two types of questionaries were sent to 350 medical researchers and 160 medical librarians to investigate the realities of domestic and foreign medical information institutes, develop sharing systems and find a solution for sharing systems. Also, some analyses for the recent state of duplicate subscriptions, interlibrary loan, demands for system operations un the basis of the statistics of MEDLIS users were made. The result showed that medical researchers and medical librarians are affirmative for MEDLIS, users need a convenient interlibrary loan system and medical librarians agree to activate interlibrary loan. It also showed that sharing acquisition of journals seemed to be realizable for medical librarians, although there was no intention to improve the centralization of interlibrary loan among them. From the findings, a plan for sharing acquisition of journals established by the sharing acquisition committee under korea medical libraries society and national 8 local centers to play a key role in it was made. Also, a proposal for the establishment of an information center for controlling korean medical bibliographies was suggested. This system will be expected to contribute to make users to acquire materials more effectively and save the national budget.

This paper aims to suggest new strategies for operating school library digital resource room by analyzing the current states of 349 school library digital resource room and its educational effects. The project for school library digital resource room provided the foundations for the various informational and educational services : extended information materials, changes in library environment, collecting information through the web sites, providing authentic materials, reading instruction, library assisted instruction (LAI). The suggestions are as follows. 1) The national standards is required for the digital resources room in school libraries. 2) Reading and information literacy instruction should be institutionalized. 3) Library assisted instruction (LAI) should be included in school curriculum. 4) Professionally qualified teacher librarians are required for planning and managing the school library. 5) School library in-service program is needed for all members of the school community.

This study was to predict through the scenarios, one of the forecast technique the future of library service. In order to do that literature reviews, analysis of library's home page and specialist interview were conducted. As a result, it appeared that based on the scenarios to predict the middle future(after 5-10 years) of library service. The results of this study are as follows. The first the future information environment is represented by mobile md ubiquitous. Through this, anytime, anywhere, any device, we can be taken any media The second, the unreliable factors come out in time lag, the supply speed of terminals, library services, copyrights and so on. The third, as the supply speed of technique and the speed of technological development, the speed of technological development and the solution speed of digital copyright problem these make various scenarios. The fourth library try to find unreliable factors in constant change of the information technique, variety of internal factors. And strategy needs to dispose of various scenarios properly.

The National Library of Korea, Sejong plays a central role in maximizing the development and provision of policy information services in Korea. In order to perform its functions, systematic and practical strategies for policy information development are essential. Besides, in order to establish the identity of the National Library of Korea, Sejong as a specialized library of policy information services and to maximize the capacity, the development strategies for policy information needs to be suggested. This study, in this regard, propose strategies for the development of policy information collection. Specifically, we suggest that both guidelines of collection development policy for general collection, and practical guidelines of collection development specific to policy information.

Universities contribute to the development of the country and society by cultivating professional manpower with knowledge and qualifications as democratic citizens through education and research activities. To this end, the government is improving the basic capabilities of universities and supporting autonomous innovation through university financial support projects. Since the financial support project differentially supports the government's finances limited to universities with a comparative advantage through fair evaluation, the role and function of the university library, a basic educational facility and core institution that supports education and research, is important. However, university libraries have not been able to actively participate in the government's financial support projects due to financial and manpower shortages, poor environments such as facilities, facilities, and spaces, and low participation rates for students. Therefore, this study investigated and analyzed the program operation cases of 18 university libraries in which libraries participated among 45 universities selected for the ACE project (2010-2016), derived problems and implications, and questioned the roles and achievements of university libraries. Based on the results, strategies and measures to be considered by university libraries in preparation for the government's university financial support projects were proposed.

The purpose of this research is to build a mid- and long-term strategic plan for strengthening the status of Gangwon Metropolitan Office of Education as public libraries with the main functions of education, knowledge and culture in the community and helping facilitate the local growth. The current status and needs of Gangwon Metropolitan Office of Education was analyzed with a review of literature and websites, various library statistics, and user surveys and professional focus group interviews conducted during November and December 2019. Based on this analysis, a mission, vision, objectives, strategies, and main tasks of Gangwon Metropolitan Office of Education were established, and 4 strategic goals and 16 major projects were drawn to strengthen the strategic basis of 22 libraries, build specialized collections with a focus on education, recreate user-friendly spaces, and promote services, distinguished from public libraries under the supervision of Gangwon local government. It was necessary for Gangwon Metropolitan Office of Education to enhance and strengthen all of Hardware, Software and Human-ware, equipped with well-organized library building and facilities, collection and services, and professional librarians. In this research, the direction of a mid- and long-term strategic plan was presented for its dynamic operation and sustainable development in the future.

The purpose of this study was to investigate the three-year results and impact of a school library revitalization project. The data were collected using school library surveys, questionnaires, and group interviews. The analyses particularly focused on examining the impact of library schedules, programs, collections and uses on the school library's academic achievements. The analyses revealed that the school library uses and the recognition of their importance were improved significantly through school library establishment and remodelling and that school libraries could positively influence students' academic achievements, as shown by studies of the U.S. school libraries. Due to the lack of library collections and professionals, however, it is desired to carry out a further research in this area.

As the library and information environment advanced, librarians should participate in continuing education programs for the improvement of services to satisfy users' need. To develop a curriculum model of continuing education for academic librarians, we reviewed related previous studies and continuing education programs performed both in Korea and overseas. Then. a survey was done to the academic librarians sampled systematically to identify the subject need for education. Based on the analysis, 2 sets of comprehensive curriculum were devised for the middle managers and working librarians respectively. The curriculum for the middle managers is consisted of 27 courses in 9 subject fields. and the curriculum far the working librarians is consisted of 25 courses in 7 subject fields. We selected one highly demanding subject from each curriculum, and developed specific educational program models. 'Library marketing' for middle managers and 'building and management of digital information resources' for working librarians. Program models include educational goal, content, teaching/learning strategies. duration time, teaching methods/tools, and instructor qualifications in detail. Finally, recommendations are suggested for the promotion and settlement of the continuing education.

The World Health Organization estimated that more than a billion people (or 15% of the world's population) lives with disabilities. They have the same information needs as non-disabled people. Nevertheless, as the World Blind Union estimated, less than 10% of published books are ever made into accessible formats in developed countries. The role of the national library should be very important to improve the information accessibility for the disabled. Based on this perspective, this study analyzed and compared the history and development, legal basis and organization, main functions and tasks, and service features for the disabled for the Library of Congress of the United States, MTM(Myndigheten för Tillgängliga Medier) of Sweden, National Diet Library of Japan, and SALB (South African Library for the Blind) of Republic of South Africa representing the nationwide disability services by continent. And based on the results of the analysis, this study suggested ways to strengthen the capacity of the National Library for the Disabled of Korea.
