2011년 6월 '해상교통안전법'이 '해사안전법'으로 전부 개정된 후 진단시행지침의 전부 개정을 통해 선박안전기술공단 해사안전연구센터가 진단전문기관으로 지정되었다. 하지만 국가업무를 대행 또는 위탁하는 형식이 아닌 진단서에 대한 의견을 제시하는 수준으로 전문기관의 설립 및 역할이 불명확하여 정부의 예산지원이나 수수료 등의 징수 근거로 한계가 있는 것으로 조사되었다. 따라서 본 연구에서는 도로교통안전진단, 시설물안전진단, 환경영향평가 등 유사제도의 전문기관 운영현황을 분석한 결과, 법에서 전문기관의 존재 및 역할을 명확히 규정하여 정부의 예산지원이나 수수료 등 징수근거가 명확한 상태에서 전문기관의 역할을 수행하고 있으며, 담당 공무원의 업무 연속성 및 전문성 부재로 제도의 효율적 운영을 위해서는 전문기관의 역할 및 권한 확대와 더불어 진단기술관련 역량 강화를 통해 전문성 향상이 필요한 것으로 조사되었다. 향후과제로 안정적인 전문기관의 역할 수행을 위해 관련법령을 정비하여 전문기관의 설립 및 업무 위탁을 명확히 규정할 필요가 있다.

해상교통안전진단제도가 도입된 후 운영과정에서 드러난 문제점을 해결하고 효율적 운영을 위해 해사안전법이 전부개정('11. 6. 15) 되었고, 해상교통안전진단시행지침이 전부개정('12. 3. 21) 되면서 공단은 전문기관으로 지정을 받았다. 이에 제도의 발전 및 운영을 위한 주체로써 선제적으로 안전성과 경제성이 고려된 원활한 사업 수행을 위한 진단제도에 대한 이용자들의 이해 도모 및 진단제도의 체계적인 개선을 위한 전문기관의 역할 증대를 위한 대응방안 연구의 필요성이 대두되었다. 본 연구에서는 국내 유사제도 분석, 현 제도의 한계점 및 문제점 파악을 통해 전문기관의 역할 및 업무에 대한 해사안전법 개정(안)과 해양분야의 유사제도와의 연계방안을 검토하였다.

해상교통안전진단시행지침 개정에 따라 시행되고 있는 안전진단서 제출 면제사업 현황과 안전진단서 제출 면제 의견서 사례분석을 통하여 제도 운용상 문제점을 도출하였다. 도출된 문제점에 대한 제도 활성화 방안을 전문기관의 역할 강화 및 확대와 연계하여 제시하였다.

The importance of data in the era of the 4th industrial revolution, a hyper-connected society based on information technology such as data and AI, is increasing, and the government is actively enacting and revising laws to revitalize the data economy. It is necessary to prevent and improve problems that may set an obstacle to the revitalization of the data industry or setting the wrong direction, such as possibility of conflict between the regulatory law(Personal Information Protection Act) and the Data Activation Act, differences in position by type of specialized agencies, performance scope of Data Specialist Organization and Expert Data Combination Agency, etc. In regard, I would like to analyze the role, current situation, and use cases of Expert Data Combination Agency, listen to field opinions, and derive and introduce measures to expand the role of Expert Data Combination Agency and improve them to vitalize the data economy

To improve and modify the problems in Maritime Traffic Safety Audit(MTSA) Scheme, "Maritime Safety Research Center(MSRC)" in Korea Ship Safety and Technology Authority(KST) was designated as specialized institute for MTSA through general revision of "Enforcement of MTSA"(March 2012). However, the roles of the MSRC such as preliminary review of safety audit report, comments on target project and etc. had not been defined clearly on the related maritime safety laws compared with other specialized institutes in other similar audit scheme. In this research, the improvement strategies were proposed for development of specialized institute through SWOT analysis, gathering the opinion from related professions and also comparison with the roles and current status of operation in other similar specialized institutes. In conclusion, the 'Screen & scoping system', 'Consultant system' were proposed for efficient operation of the MTSA Scheme, and the systematic and operational improvements such as a revision of maritime safety lan and etc. were also suggested for integrated management about costal development works, development of specialized institute.

ESCO협회는 제13차 정기총회를 개최하고 앞으로의 ESCO업계 발전방안을 모색하는 뜻깊은 시간을 가졌다. 올 해 정부의 위탁업무를 확대하고 에너지분야 사후관리 전문기관으로 역할을 수행하는 한편 회원사를 확대해 정책 수렴기관으로서 협회 위상을 강화할 계획이다. 아울러 기술인력 재교육에 어려움을 겪고 있는 ESCO업계를 위해 녹색교육기관으로 인증받아 ESCO전문교육기관으로써 보다 활발한 교육사업을 펼칠 것이라며 포부를 밝혔다. 새로운 변화를 맞아 더욱 단결된 모습으로 거듭날 ESCO협회의 제13차 정기총회 현장을 소개한다.

A research and management institution plays a middleman role between government departments and research institutes. Research records collected from research institutes are important not only as evidence for research tasks but also for knowledge and information sharing.
