A Study on Developing Qualification Criteria in the Private Security Industry (민간경비 자격검정 개선방안에 관한 연구)

  • As of entering the 21st century, a trend in the field of a private security industry among the advanced countries have been increased a qualification system and train session to meet the needs of professionalism. Intensifying the professionalism in Korea, education and train system has been initiated to change but the oligopoly market already formulated due to impractical selection standard and management of education system. Issuing certification and offering basic training through a designated institution for the purpose of improving quality of the private security industry worker, its practical effectiveness were lower than expectation. Rather certification-holder or security agency, institution or truster's rent-seeking behavior have been increased by occupational licensing system. The founded results, which were associated to problems in selecting and educating to the private security guard, in this study were that any verification has been initiated towards dual-system in official approval and structural problems in education system, and non-existence of verification for professionalism and management capability to security agency owner and its upper managerial level. Current a dual system in an officially authorized verification system and completion of security guard credential requested change to an unified official qualification verification system to solve those problems. Ranges of an applicant to the unified official qualification verification system should be extend to the whole population in the private security industry. Moreover, minimization of the dead-weigh loss, which is caused by oligopoly phenomenon while using its market-dominant status, increasement number of designated institution, which allows self-regulating competition, and endowment of autonomy, which is in selecting education and agency, were requested to solve the problems in selecting and educating to the private security guard. In order to minimize stated problems while maintaining objectiveness, a new manage and supervise institution, which is called a 'private security industry committee', should be establish. The private security industry committee is a formation of governance network which are participated from professional group to civil organization.

Improvement of The National Technical Qualifications System from ICT point of view (ICT 관점에서 바라본 국가기술자격제도 개선)

  • Pending issues present in the Nation Technical Qualifications System (NTQS) have been discussed to deal with the causes and improvements of the issues. The key present situations of the NTQS were investigated to analyze the problems of the NTQS. The acquisition distribution of the items of additional points in employment and the items applied to the laws and regulations of duty employment was revealed to be related with preferential items. The AHP analysis has been conducted based on issues for improvement of the NTQS raised till now. The urgency priority of the elements to be improved was ranked according to the AHP analysis result. The agendas for the improvement of the NTQS was suggested by consideration of the priority of the elements. First, a solution to raise discrimination of the NTQS was suggested by taking the view points of the experts into account. Second, an opinion was proposed that the preferential policies in employment should be directed toward expansion of qualification for duty employment. Third, two ideas were proposed to rectify problems embedded in the technician career handbook system. And four remedies have been made suggested, including the merger of similar events. The results of this research are expected to serve as a useful material for the future design of the NTQS.

클로즈업 - 2012년 '광학기기 산업기사'시행 앞서 자격증 활성화 방안 '시급'

  • 기존에 4년제 대학 졸업생 대상의 '광학기사'와 전문계 고등학교 졸업자 대상의 '광학기능사'가 있었다면 2012년 신설되는 '광학기기산업기사'는 2년제 전문대학을 졸업하는 학생을 대상으로 한 광학관련 국가자격증이다. 광학기사 및 광학기능사 자격증 제도가 응시인원이 적다는 이유로 여러 번 폐지 위기에 놓였던 상황에서 생겨난 광학기기산업기사 자격증이 과연 제역할을 할 수 있을지 우려의 시각도 없지 않다. 그러나 이번기회를 통해 광학기능사, 광학기기산업기사, 광학기사 등 자격 제도의 활성화 방안을 구체화시켜 전문인력 양성 및 산업발전의 토대를 만들어야 한다고 전문가들은 입을 모은다.

  • Throughout the world, energy sector is increasing in importance. Reflecting this situation, the government has introduced an energy efficiency rating system for buildings. In particular, the government is planning to introduce the energy evaluator examination system. In this study will want to analyze the relevant sectoral perception for the energy evaluator through expert interviews and surveys. The research results are expected to contribute to the rational management of the energy evaluator system.

  • The study aims to design and suggest criteria of the academic credit approval for those who obtain diverse qualifications. In order to achieve the objectives of this research, a Delphi survey was conducted. Consequently this study suggests the following, based on the argument that existing credit approval system covering all qualifications requires improvement especially due to limited function and efficiency. First, most respondents who took part in the management of academic credit bank system in the Korea Educational Development Institute stated that the current system is of limitation. Out of the all items, one was indicated as one not directly related the majoring area for the degree, three items were indicated as approved in the bachelor degree and two items were as approved in the associate degree. Second, occupational area for approving qualification items should be classified according to the KRIVET classification structure for national qualification.

A Reflective Inquiry of the Qualification System and Jobs for the Teacher Librarian in Korea (사서교사 자격 제도 및 직무에 대한 반성적 고찰)

  • The international standard for the school library suggests that school librarians qualified for librarian and teacher should run the school library. And library assistants should support the teacher librarian to carry out a role as a teacher. Despite the difference of requirements, librarians without teachers' license are under the human resources for school library administration. Furthermore, the job description between the school librarian and librarian is not well-defined in Korea. The different requirements in the library standards and the school library related laws have led to weaken professionalism and social status of librarianship. The condition that teacher librarians are not in the school library have brought the pressure to overcome imperfect functions of the school library and unfairness of educational services. In order to solve these problems, it is necessary to strengthen teacher librarians' qualification system to improve their identity as educational subject specialist librarians. We ought to also build proper foundations of social recognition about librarianship through classifying the types of human resources in the school library into the teacher librarian, library paraprofessional and volunteers. Especially we should hold the job analysis based on administrator, teacher, service, leader, collaboration, and partner.

Necessity and Introduction Plan for Agrochemical Pharmacist System to Strengthen Expertise in Pest Diagnosis and Prescription (병해충 진단 및 처방의 전문성 강화를 위한 식물의약사(식물위생전문가) 제도의 필요성과 도입방안)

  • The currently implemented Positive List System, sales manager training, and pesticide sales record systems focus on the safety of determined pesticide use, but the proposed agrochemical pharmacist (AP) system aims accurate diagnosis and reasonable prescription. In this study, 81% of famers claimed expert assistance for purchasing and applying pesticides, and 42~86% of sales managers insisted on the strengthening expertise in diagnosis and prescription. In the institutionalization of AP, a special implementation guideline is essential to embrace the present sales managers with long experience. Sales managers of commercial and agricultural cooperatives recognize the qualifications of agrochemical pharmacists as a strategy to differentiate themselves from competitors, and increase sales through market positioning of "pesticides prescribed by trustworthy agrochemical pharmacists", not sales managers anymore.
