  • 국내 전력시장은 발전기별 비용에 근거한 운영체계를 가지고 있다. 특히 각 발전기의 임시발전가격(IGP, Interim Generating Unit Price)은 발전기별 기동비용 및 무부하비용을 평활화하여 시간대별 가격으로 변환하고 증분비를 더함으로써 산정되고 있으며 그 중에서 가장 높은 임시발전가격이 계통한계가격(SMP, System Marginal Price)으로 결정되고 있으나, 발전비용 최소화를 위하여 단시간 가동되는 소규모 발전기의 발전력 배분으로 계통한계가격의 Spike 현상이 종종 발생하고 있다. 이는 수요증가 및 발전력 부족에 의한 영향보다는 발전비용 최소화 구현과정에서의 현상이므로 이를 해결하기 위한 대안을 검토하고 이에 따른 전력시장의 계통한계가격 영향을 검토하였다.

  • It has been recognized that implementing the marginal price mechanism to CBP is not acceptable due to the lack of revenue of the marginal generators. This study shows that it is not the problem of marginal price mechanism but the structural problems originated by the suspension of restructuring, the technical limits of RSC program and inaccuracy of the generation cost estimation method. This study explains the method to calculate the cost function in operating modes of the CC generators and proposes the modeling for the CC generators in RSC program. To implementing the cost function in operating modes could give an opportunity to change the price setting mechanism from average to marginal cost. The price setting mechanism based on the marginal cost will be one of the main points to provide the right price signals and to introduce a real-time and A/S markets to prepare the energy transition era.

  • This study analyzed the effect of power output reduction in coal fired power generation on the change of system marginal price and green house gas emissions. Analytical method was used for electricity market forecasting system used in korea state owned companies. Operating conditions of the power system was based on the the 7th Basic Plan for Electricity Demand and Supply. This as a reference, I analyzed change of system marginal price and green house gas emission by reduced power output in coal fired power generation. The results, if the maximum output was declined as 29 [%] to overall coal-fired power plant, system marginal price is reduced 12 [%p] compared to before and decreasing greenhouse gas emissions were 9,966 [kton]. And if the low efficiency coal fired power plant that accounted for 30 [%] in overall coal-fired power plant stopped by year, system marginal price is reduced 14 [%p] compared to before and decreasing greenhouse gas emissions were 12,874 [kton].

An Error Correction Model for Long Term Forecast of System Marginal Price (전력 계통한계가격 장기예측을 위한 오차수정모형)

  • The system marginal price of electricity is the amount paid to all the generating units, which is an important decision-making factor for the construction and maintenance of an electrical power unit. In this paper, we suggest a long-term forecasting model for calculating the system marginal price based on prices of natural gas and oil. As most variables used in the analysis are nonstationary time series, the long run relationship among the variables should be examined by cointegration tests. The forecasting model is similar to an error correction model which consists of a long run cointegrating equation and another equation for short run dynamics. To mitigate the robustness issue arising from the relatively small data sample, this study employs various testing and estimating methods. Compared to previous studies, this paper considers multiple fuel prices in the forecasting model of system marginal price, and provides greater emphasis on the robustness of analysis. As none of the cointegrating relations associated with system marginal price, natural gas price and oil price are excluded, three error correction models are estimated. Considering the root mean squared error and mean absolute error, the model based on the cointegrating relation between system marginal price and natural gas price performs best in the out-of-sample forecast.

  • 현재 발전차액 지원을 받고 있는 신재생에너지 전원은 태양광, 풍력, 수력, 매립가스, 바이오 가스, 연료전지 등 6개 전원이 있다. 신재생에너지 중에서 태양광, 조력, 연료전지, 풍력의 기준가격은 고정가격이며, 폐기물은 변동가격이고, 수력, 매립가스, 바이오가스, 바이오매스는 고정가격과 변동가격 중에서 선택할 수 있도록 되어 있다. 지난 2년간 신재생에너지 발전소 실적 이용률을 기준가격 적용 이용률과 비교해 보면 매립가스(20MW 미만), 바이오가스, 연료전지 이용률은 기준가격 적용 이용률 보다 낮게 나타났으며, 특히 바이오가스는 실적 이용률이 매우낮게 나타났다. 기타 신재생에너지 전원은 실적 이용률이 높게 나타났다. 발전차액(기반기금)은 기준가격에서 계통한계가격을 뺀 금액을 의미하며 고정가격, 변동가격의 요금선택에 따라 발전차액에 미치는 요소들이 달라진다. 고정가격을 선택한 경우는 계통한계가격, 이용률(전력 거래량)이 영향을 미치며 변동가격을 선택한 경우는 이용률만이 발전차액에 영향을 미친다.

What determines the Electricity Price Volatility in Korea? (전력계통한계가격 변동성 결정요인 분석: 베이지안 변수선택 방법)

  • Using hourly SMP data from 2016 to 2020, this paper measures the weekly realized volatility and investigates the main force of its determinants. To this end, we extend the Bayesian variable selection by incorporating the regime-switching model which identifies important variables among a large number of predictors by regimes. We find that the increase in coal and nuclear generation, as well as solar power, reinforce the SMP volatility in both high volatility and low volatility regime. In contrast the increase in gas generation and gas price decrease SMP volatility when SMP volatility is high. These results suggest that the expansion of renewable energy according to 2050 Carbon Neutrality or energy transition policies increases SMP volatility but the increase in the gas generation or reduction of coal generation might offset its impact.

  • This paper empirically analyzes the effect of renewable electricity generation on the System Marginal Price (SMP) in Korea. Using an ARX-GARCHX model with hourly data from 2016 to 2020, we evaluate SMP determinants and merit order effects. As a result, we find that solar and wind power, as well as gas price and total load, play a critical role in the SMP. In particular, solar power reduces the SMP level but raises volatility during peak and off-peak periods. This result implies that SMP may fall as renewable electricity generation increases, leading to a decrease in the profitability of existing power plants and investment in renewables. On the other hand, even if the subsidy of renewable energy increases the burden on the SMP, it can be offset by the merit order effect, which lowers the SMP.

  • This paper presents a practical methodology that can analysis power flow and marginal factors based on optimal power flow (OPF) of power systems under restructuring environment. First of all, to evaluate useful marginal factors, nonlinear optimization problems of minimum fuel cost and minimum transmission loss are formulated and solved by nonlinear primal-dual interior point method. Here, physical constraints considered in the optimization problems are the limits of bus voltage. line overloading, and real & reactive power generation. Also, an evaluation method of marginal price and marginal transmission loss is presented based on sensitivities calculated by the two OPF problems. Especially, to reflect the cost related to transmission losses in the competitive electricity market, an analysis method of MLF (marginal loss factor) is pro-posed. Numerical results on IEEE RTS 24 show that the proposed algorithm is effective and useful for analysis of power market price.

  • 제4차 전력수급기본계획(2008-2022)과 제3차 신 재생에너지 기술개발 및 이용.보급계획에 의거하여 전력산업기반기금을 통해 우선 구매되는 풍력발전이 계통한계가격(SMP, System Marginal Price)에 미치는 영향을 점검하였다. 제4차 전력수급기본계획(2008-2022)에서 향후의 전원설비건설계획과 전력수요를 참고하고, 제3차 신 재생에너지 기술개발 및 이용 보급계획에 의거, 풍력발전보급계획을 반영하였다. 발전변동비의 변화는 미래의 화석연료변동에 따를 것으로 보아 명목상승률 3%, 6%, 그리고 8%의 경우를 검토하였다. 현재는 풍력발전용량이 전체발전용량에 비해 미미해서 SMP에 큰 변화를 가져다주지 못하고 있지만 2014년에는 SMP가 결정되는 구간이 LNG발전기에서 유연탄발전기로 옮겨감에 따라 SMP차이가 최대 20.02[\/KWh](발전 비용 명목 상승률8%)에 달하다가 2020년에는 다시 0[\/KWh](발전비용 명목상승률8%)으로 줄어드는 것으로 분석되었다.

  • 전력산업의 시장구조는 과점형태의 불완전 경쟁의 구조로 해석하는 것이 일반적이다. 또한 전기의 물리적 특성상 송전선로에서는 전력손실이 발생하게 되는데, 본 논문은 과점시장 모델로서 쿠르노(Cournot)모델을 사용하여 손실을 포함한 내쉬 균형점을 해석한다. 지역별 한계가격(Locational Marginal Price ; LMP)와는 달리 계통한계가격(System Marginal Price ; SMP)는 손실에 대한 가격신호를 시장에 반영하기 어렵기 때문에 손실과 함께 한계송전손실계수(Marginal Loss Factor ; MLF)를 적용하여 균형상태의 시장거래가치를 비교분석한다.
