Review of the Current Policy Related to Exploration and Development of Mineral Resources in China (중국의 광물자원 탐사개발 관련 최신 정책 고찰)

  • Due to growing problems securing stable mineral and energy resources with international political and economic changes, China has dedicated itself to strategies and policies to enhance its stable mineral and energy resources security. China has established a rare earth elements(REE) industry policy after the abolition of the REE exports quota system. China's six large REE companies have also been integrated into REE mining, smelting and refining companies. Efforts have been increased to enhance China's energy security through unconventional oil and gas exploration and development investment, as well as effort in R&D. The country will focus on technology development and exploration to promote commercial production of unconventional oil and gas based on countries with shale gas. China is making long-term contracts and joint ventures to ensure the acquisition of reliable mineral and energy resources from abroad. Government of China has proposed a range of initiatives, such as the integration of resources development strategies and environmental development strategies, internationalization of resource management, supply diversification and advancement, strengthening industry linking strategy, grouping and diversification strategy.

  • This study began with the question of obtaining human resources through the promotion of outstanding resources of the Special Forces Officer and studied the following four promotion strategies: First, it is Facebook's promotional strategy medium. Second, it is a promotional strategy medium of YouTube. Third, it is a promotional strategy medium for blogs. Fourth, it is a public relations strategy medium for Web site. Furthermore, we would like to consider this study through four promotional strategies and cases of acquiring excellent foreign personnel in order to acquire excellent non-commissioned officers. Therefore, it is necessary to obtain excellent resources through promotional activities by utilizing strategic intermediaries for obtaining excellent resources from special forces. Ultimately, this study can provide fundamental implications for recruiting special forces officers for obtaining excellent resources by utilizing strategic intermediaries.

The Effect of Resources and Family Saliency on Business Performance of Women Entrepreneurs in IT Business (IT 여성 기업인의 외부자원과 가족역할 중심성이 기업 성과에 미치는 영향-경험적 연구)

  • This paper empirically explores how resources and family saliency of women entrepreneurs in IT business influence their business performance. Building up on prior research and Shelton[2006], we develop hypothesis on how the strategies of resolving wok family conflict relate to determinants of performance and business performance. The central hypothesis states that role sharing would be the strategy raising up the business performance. We also posit that the role sharing strategy would be adopted by women who show high saliency in both family and work. and women who have high levels of resources. Results suggest that financial resources have significant impact on role sharing strategy and the sales. The hypothesis of positive role sharing effect on the performance is not supported, indicating that combining family role might be an obstacle to business performance of women.

  • This study explores the feasibility of our proposed disaster and safety record information archiving strategy and determines several problems encountered during actual operations. For practical experiments, 55 disaster and safety related organizations are selected and the detailed steps of our archiving strategy are implemented. Based on the real disaster and safety record information acquisition results, we analyzed the challenges of the proposed strategy. Furthermore, we suggested the improvements plans in terms of policy, technical, managerial, and service-oriented so as to become a more realistic strategy.

국가인적자원 개발 방향과 전문대학의 과제

  • (1) 21세기 우리나라가 선진국에 진입하여 초일류 국가로 발돋움하기 위해서 반드시 해결해야 할 과제는 지식기반사회로의 성공적인 이행과 디지털 경제 시대에의 능동적인 대응임. (2) 지식기반사회 그리고 디지털 경제시대는 정보와 지식이 가치 창출과 경쟁력의 핵심 원천인 동시에 경제활동의 중심이 되며, 이러한 지식과 정보를 창출 획득, 활용 할 수 있도록 하기 위한 인적자원개발 관리가 국가 발전의 핵심 전략임. (3) 대다수 OECD 회원국에서는 이미 지난 세기말부터 지식기반사회로 이행하기 위한 국가 발전의 핵심 전략으로 인적자원개발 관리에 관심과 정책을 총집결하여 왔으며, 국가 차원의 교육개혁추진과 관련부처의 통폐합 등 인적자원개발 관리체제를 재구축 하였음. (4) 부존자원이 전무하여 사람에 의존할 수밖에 없는 우리나라도 다각적으로 인적자원개발 관리에 관심을 보이고, 정책을 펼쳐왔지만 아직 국가 차원의 인적자원개발 관리체제가 미흡하여 정책의 일관성이 결여되어 있을 뿐만 아니라 곳곳에 인적자원개발 관리의 비효율 비능률이 초래되고 있음.

  • 오늘날 정보와 정보시스템은 조직의 핵심 자원 중의 하나이다. 이러한 자원이 효율적이고 효과적으로 활용되지 못하면, 조직의 전략적인 목표 달성에 지장을 초래하게 된다. 이처럼 중요한 자원을 효율적이고 효과적으로 관리하기 위해서는 정보시스템에 대한 적절한 통제가 수립되고 이러한 통제가 적절하게 작동하는지를 점검하고, 여기에 대해서 조언을 해 주는 기능, 즉 정보시스템 감사 기능을 수립하여 실행하는 것이 필요하다. 그러나 정보시스템 통제/감사 체계를 도입하더라도 그 수준은 조직에 따라서 달라질 필요가 있다. 본 논문에서는 이러한 정보시스템 감사/통제 성숙수준을 평가할 수 있는 한 모델인 CobiT의 기본 개념과 적용 사례에 대해서 알아본다.

A Study on Applying the BSC for University Libraries (대학도서관의 BSC 적용에 관한 연구)

  • The University libraries need to develop the balanced scorecard concerning general management in order to measure the total performance of the organization that measure not only quantity measurement based on resources and quality measurement based on information services but also effectiveness of resource utilization, efficiency ability providing the services and potential capability of the members adopting the diverse changes flexibility as organic organization under the rapidly changing circumstances nowadays. This study developed the BSC model into the four perspectives such as customer, resource, internal process, learning and growing modifying BSC model developed by Kaplan and Norton to fit university libraries as nonprofit organization and developed the strategic map and performance measurement indicators on the strategy of each perspective. Ultimately, this study tried to provide an integrated strategic management indicators providing comprehensive picture of university libraries from strategic plan to performance applying the BSC linking strategic plan.

The Resource Development Strategy for Non-Profit Organization (비영리조직의 자원개발 전략에 관한 탐색적 연구)

  • This study examined the analysis of the present condition, structure of fundraising activities, the effect of resource development and strategy for nonprofit social service organizations. This study investigated the fundraising and resource development activities of 356 non-profit organizations and community welfare centers nationwide. The results showed that a period of foundation of non-profit organization and community welfare center in Korea, was 10~14 years and organized with 13~19 workers. The community welfare centers were well prepared for the internal environment for resource development system such as workers, department, management for sponsors and computer program, while others were not prepared. Their recognition for the importance of fundraising activities was higher than the satisfaction of actual condition. The non-profit organization needs management sponsors, planning, public relations, fundraising skills and preparation proposal as the theme of education for fundraising activities. Their plans of the fundraising activity were events, proposal application, fundraising focus on companies, cause-related marketing. The non-profit organization complained of the difficulty about insufficiency manpower and skills of fundraising, external resource development and a budgetary deficit.

체계동태기법을 이용한 지속 가능한 지역발전 전략 평가모형의 정립과 적용 - 담양군 대나무 신산업 육성전략의 파급효과 분석

  • 지역개발과 지역의 지속가능한 발전전략의 수립을 위해 지역의 환경적, 사회적, 경제적 특성을 통합한 지속가능발전 모델을 구축하는 것은 매우 중요하다. 본 논문은 지속가능발전 전략의 모색과 관련정책의 파급효과를 측정하기 위하여 이러한 통합모델의 개발과 적용을 목적으로 한다. 이러한 목적에 따라 높은 환경질을 유지하고 대나무와 같은 생태자원을 육성함으로써 생태관광과 대나무신산업 등의 새로운 지역개발 정책을 수행하는 전라남도 담양군을 대상으로 지속가능발전 체계동태모형을 구축한다. 담양군 사례분석의 결과는 죽림육성 정책과 대나무신산업과 같은 지역특화산업에 대한 기술개발 및 각종 재원의 병행이 인구유입과 지역경제의 활성화에 매우 효과적임을 제시하고 있다. 결론적으로 본 논문에서는 지역의 지속가능성에 관한 시스템적 사고를 통해 지역개발에 있어서 지역의 환경적 특성을 살린 생태자원의 육성과 적절한 산업정책을 병행하는 생태발전 전략이 지역의 지속가능발전에 있어서 매우 중요한 수단이 될 수 있음을 제시하고 있다.
